HISTORICAL CONTEXT OF POLICY INTERVENTIONS
TOWARDS HOUSING IN INDIA:
• The policies of urban development and housing in India have had a long journey since
independence. In early 1950s, the pressure of urban population and lack of housing
along with basic services was an issue of great concern to the Government as well as
to the civil society.
• It has generally been the responsibility of States to intervene towards meeting the
housing requirements of the vulnerable sections of society and to create an enabling
environment for provision of shelter to all on a sustainable basis.

PRADHAN MANTRI AWAS YOJANA
Objective of the Yojana :- The program proposes to build more than 2 crore houses across the
Nation by 2022.
Announced on :- June 25, 2015
About the Yojna :-
• At the slum decadal growth rate of 34 %, the slum households are projected to go upto 18
million in coming years so one of the biggest challenges faced by the country will be providing
affordable housing, sanitation and development, and a safe environment to the city dwellers.

PRADHAN MANTRI AWAS YOJANA
Two other schemes were also launched as complementary to the affordable housing scheme:
• A scheme for development of Smart Cities across the country and
• The Atal Mission for Rejuvenation and Urban Transformation (AMRUT)
That allows for urban renewal and upgradation of infrastructure in the major urban tracts of the
country.
Under the scheme :-
• The government would provide an interest subsidy of 6.5% on housing loans availed by the
beneficiaries for a period of 15 years from the start of loan.

PRADHAN MANTRI AWAS YOJANA
• The houses under Pradhan Mantri Awas Yojana would be allotted to preferably the female
member of the family. Along with this, preference would be given to the female applicants, in
general. This scheme could well be termed as a pro-women scheme.
• While allotting ground floors in any housing scheme under the PMAY, preference would be given
to differently-abled and older people.
• The construction of houses under PMAY would be carried out through technology that is eco-
friendly.
• The scheme will cover entire urban area consisting of 4041 statutory towns with initial focus on
500 Class I cities in three phases.

PRADHAN MANTRI AWAS YOJANA
The three Phases are :-
Phase 1 :- The Phase 2 of PMAY will continue from April 2015 to March 2017. In this phase 100
cities will be selected
Phase 2 :- The Phase 2 of PMAY will continue from April 2017 to March 2019. In this phase it will
cover 200 more cities
Phase 3 :- The Phase 3 of PMAY will continue from April 2019 to March 2022. This final phase will
cover all remaining cities.

2. SANSAD ADARSH GRAM YOJANA (SAGY)
Objective of the Yojana :- Social, cultural, economic, infrastructure developments in the villages,
i.e. development of model villages called “Adarsh Gram”.
Announced on :- October 11, 2014
About the Yojna :-
• Under this Yojana, Members of Parliament (MPs) will be responsible for developing the socio-
economic and physical infrastructure of three villages each by 2019, and a total of eight
villages by 2024.

3. SMART CITY MISSION
Objective of the Yojana :- To develop 100 cities all over the country making them citizen friendly
and sustainable.

About the Mission :-
• Under this mission, the NDA Government aims to develop smart cities equipped with basic
infrastructure and offer a good quality of life through smart solutions.
• Assured water and power supply, sanitation and solid waste managemnt, efficient urban
mobility and public transport, robust IT connectivity, e-governance and citizen participation
along safety of its citizens are some of the likely attributes of these smart cities.
