1. Education:
It is a form of learning, in which the knowledge, skills, values, beliefs and habits of a group
of people are transferred from one generation to the next through storytelling, discussion,
teaching, training and or research.
Formal Education:
Formal education occurs in a structured environment whose explicit purpose is teaching
students. Usually, formal education takes place in a school environment with classrooms of
multiple students learning together with a trained teacher.
Importance of Education:
Education is a right, like the right to have proper food or a roof over your head. Article#26,
of the 1948 “Universal Declaration of Human Rights” states that“everyone has the right to
education”. Education is not only a right but a passport to human development. It opens
doors and expands opportunities and freedoms. It contributes to fostering peace, democracy
and economic growth as well as improving health and reducing poverty.
 Education beats poverty: one extra year of schooling increases a person’s earnings
by up to 10%. 171 million people could be lifted out of poverty if all students in low-
income countries left school with basic reading skills.
 Education promotes gender equality: by helping women control how many
children they have. In Mali, women with secondary education or higher have an
average of three children, while those with no education have an average of seven
children.
 Education reduces child mortality: a child born to a mother who can read is 50%
more likely to survive past age five. In Indonesia, child vaccination rates are 19%
when mothers have no education and 68% when mothers have at least secondary
school education.

 Education contributes to improved maternal health: women with higher levels
of education are most likely to delay and space out pregnancies, and to seek health
care and support.
 Education helps combat HIV, malaria and other preventable diseases. In
addition, it facilitates access to treatment and fights against stigma and
discrimination.
 Education encourages environmental sustainability. It allows people make
decisions that meet the needs of the present without compromising those of future
generations.
Importance of Education in Islam:
To seek knowledge is a sacred duty; it is obligatory on every Muslim, male and female.
The first word revealed of the Quran was "Iqra"
READ! Seek knowledge! Educate yourselves! Be educated.
Surah Al-Zumr, ayah 9 reveals: "Are those equal, those who know and those who do
not know?"
Education System in Pakistan:
Situated on a western verge of South Asia, Pakistan has a population of 184million with
gender percentage of 51% female and 49% male. About 62% of the people live in rural
areas and 38% live in urban areas. GDP per capita is $1,368 2012-13, and the Gross
Domestic Product (GDP) grew at a rate of 3.6% (2012/13).
Pakistan is a developing country, gradually changing from agriculture-based economy to a
growing share of industry and services sectors in the GDP. Public sector formal school
system, which is largest service provider in Pakistan, consists of 12 academic years. It
starts from Primary and ends at Intermediate level or Higher Secondary School Certificate
(HSSC). Pre-primary classes (local name Katchi class, translation: Pre-Primary; premature
or not ripe yet) can be found in schools, but this level is not recognized in terms of
budgetary provision or examination. Private sector caters for educational needs of about

one third enrolled children having diverse streams, some following public sector national
curricula, while others opting for curricula of Cambridge International Examinations.
The children of upper-middle classes, residing in urban localities, mostly attend high cost
private schools, offering foreign curricula and international examination systems (O and A
levels) and are staffed with qualified and trained teachers, well-equipped classrooms, all
essential facilities of good quality, and imported teaching-learning materials.
In addition to the public and private schools, there is another stream of 'Deeni
Madrassas'(Religious Schools) offering free religious education with free boarding and
lodging. These Madrassas are usually managed by local communities and are financed
through charity and donations. These parallel systems of education in Pakistan have
perpetuated inequalities and economic stratifications, and are root cause for behavioral
divisions and social conflict in the society.
Majority of the children, residing mainly in rural and semi-urban areas and belonging to
the low income families, attend public schools which offer free education but are
characterized by poor quality of education due to lack of physical facilities, shortage or
absence of teachers, and non-availability of suitable learning materials. (Source: EFA

2.Why this particular area of interest was selected?
Below statistics are the reasons we selected “women education” as our area of interest.
51% of our population is of women, 2 percent more than men but still lower in literacy
terms. We think that this gap should remove for the growth of the society and country.

According to this survey, girls are more willing to go to school than boys.Gender parity
index show some improvement over the years but definite gaps between male and female
pointers continue, especially in rural and far-off (particularly in tribal and primitive) areas.
3. How did we come up with this idea?
By analyzing situation, we came to know about the basic things of low women literacy and
decided to come up with a plan to increase women literacy for the betterment of country.
While registered in primary and secondary school, girls are less likely to fall into early
marriage, early motherhood, HIV contamination, and street life. After leaving school,
education helps women run their households more effectively—a significant ability since in
many parts of the world women are the key economic players in households and are often
solely responsible for providing for their families. Education provides adolescent lives with
structure and safety, and it empowers adult women to better care for themselves and their
children.

4. Policy Programme:
Upgrading of Schools:
It will play vital role in enrollment drive because in many areas schools are far
away and usually girls have to discontinue their studies because they can’t go so
far. Upgrading of primary schools into middle, and middle schools into secondary
schools.
Taxes on Foreign/Elite Class Schools:
Government can impose high taxes on those elite class schools that are generating
millions of profit, and then use those taxes in the support of poor child’s education.
Allocation of 50% of Zakat for Education Reforms:
Government can make legislation for Zakat’s 50% portion should be used in the
betterment of schools and education.
Public-Private Partnership Schools:
These schools will lower the expenditure of Government for new school making
and improve education.
Education Support Scheme:
Stationary and meal provision to students in low girl enrollment areas.
No Uniform:
Where there is low literacy rate, Uniform should not be mandatory to come in
school.
Using Electronic Media:
Public Service messages should be broadcasted for the importance of education to
persuade people to send their daughters to school.
Education Committees:
Honorable and influential people from the low literacy area should be selected who
will go door to door to persuade parents to send their daughters for getting
education.
Merit Scholarship:
Giving scholarship above 80% marks of 10,000/year.

Fair Usage of FTF( Faroghay- Taleem Fund):
An amount of 20RS/monthly taken by students known as FTF, should be used by
government for the infrastructure, not by the headmistress.
300PKR/monthly should be given to those girls who maintained 80% attendance.
Free Transport:
1-2 buses should be given to each school for free pick and drop; it will also
increase employment as drivers will be required.
Urdu Medium Text Books:
Another reason of low enrollment and high dropouts is English medium books.
Education Quota in Private:
Where there are no schools government should set a quota (15girls/yearly) for each
private school of that area for free.
Book Message:
There should be a message on importance of girl’s education at the end of course
book.
5. Implementation:
We have made the successful policies but we are not in a condition to implement it
individually because we cannot implement it without the help of Government and Law and
for that process we need to do the following steps to implement it.
 As we know we want to implement our policies in Punjab so we will contact MPA of
our area and will present our idea by providing relevant data collected by us at
primary level and essential elements of funds to contribute in budget.
 If he is agreed with our policies he will present it in Provincial Assembly by
conducting a meeting with his Party’s circle.
Now that we have done our 25 percent work and we have completed our first step but the
major thing lies ahead that is to pass Legislation with majority of approximately 75% votes
of assembly members. For that the process of Legislation is given below

After getting desired results, this policy can be implemented on other provinces as
well.
6. What are the essential requirements needed to keep this project moving
smoothly in the future?
 15 years plan:
This plan should be implemented for 15 years, so that it can achieve its goals easily to
educate girls. In case of changing government, Plan should not be change or stop, because
new government will make new policies and this plan will not be successful.
 Proper tax collection from non-state schools:
The project will run smoothly if tax collection will be done under good supervision, because
if tax will not collect appropriately then budget will not be in excess amount to meet
expenses. Tax collected form elite schools will use in upgrading primary schools into middle,
middle into secondary schools.
 Remove Corruption:
In order to enhance Girls education, Corruption should be under control. Because corruption
is the basic problem of everything, it stops people to spend life with honesty. When people
start spending form budget to fulfill their wants, education would not be promoted among
needy students.
 Proper auditing:
To maintain correct accounts, auditors would be required. They properly check and
balance on money collected for education budget. In public schools, EDO’s and
DEO’s, their role is only to sign the check, can easily audit the budget.

7. What are the Strengths and Weaknesses of the program?
Following are the strengths of the program.
Strengths:
 New Budget:
Budget which we have suggested for female education is sufficient to meet
expenses incurred in this process.
 US Aid:
About 2% of US Aid, which will be used to fulfill the expenses of free transport, is
very essential in this program.
 Media:
Media will play an important role in this project. It will persuade higher standard of
people to give zakat and lower income people to send their girls to school.
Moreover, it will gather the whole nation which results in unity of nation.
As Quaid-e-Azam motto was:
UNITY, FAITH AND DISCIPLINE
 Good law and order situation:
Prevailing good law and order situation is the energetic point of this program. In a
way, that strict laws and its obedience change the situation of the whole country.
Moreover it also removes corruption from the country. Through these laws,
government will be able to provide security to young girls.
 Good governance:
It will made new ways to meet expenses incurred in way of education. People will
pay attention and do work accordingly to budget. In a result every girl of Pakistan
will be an educated girl, save form harms of child labor, early age marriage etc.
Weaknesses:
Following are the weaknesses of the program.
 Terrorism:

From 20th century, terrorism has started and now it is turned to this point in which
they start killing children. No matter what, they have to take their revenge from
humans.
Due to this fear, parents are not willing to send their children at school, neither
females nor males. This is a weakness of not only our program, but weakness of our
beloved country.
 US Aid stops:
If US AID stops, the budget of education can minimize and this is not good for our
program. Free transport, introduced by government will be stop. And the scenario
of girl’s education will be return to that point, from where it was started.
 Inflation:
Inflation, which is destroying our country slowly, can be a major cause of not
getting education. It leads to stoppage of FTF fund because poor people can’t afford
even meal of two times. And in a result infrastructure (which will play an important
role to attract girls to education centers) will not be developed. Eventually project
will lose its charm.
 Political instability:
Another important hurdle that can come in a way of female education is instability
of government, in a way when new government comes. It rejects past policies and
made new one. Second point is the protest of people which stops women to go to
institutions.
8. Conclusion:
In 10-20 years from now, much of the social evils will remove from society and our economy
will be much stronger than today. Much of the economic problems would be solved, and
every citizen would know their rights. It will minimize some of the conflicts generated in
society e.g. classes distribution, health problems, crimes etc.
As Victor Hugo said:
He, who opens school door, closes a prison.

Pakistan can be a developed country in near future, and can easily compete with other
countries, because an educated woman can educate generations. Pakistan will easily decrease
its corruption level.

  • 1. EDUCATION- A BASICNECESSITY February2, 2015 1 1. Education: It is a form of learning, in which the knowledge, skills, values, beliefs and habits of a group of people are transferred from one generation to the next through storytelling, discussion, teaching, training and or research. Formal Education: Formal education occurs in a structured environment whose explicit purpose is teaching students. Usually, formal education takes place in a school environment with classrooms of multiple students learning together with a trained teacher. Importance of Education: Education is a right, like the right to have proper food or a roof over your head. Article#26, of the 1948 “Universal Declaration of Human Rights” states that“everyone has the right to education”. Education is not only a right but a passport to human development. It opens doors and expands opportunities and freedoms. It contributes to fostering peace, democracy and economic growth as well as improving health and reducing poverty.  Education beats poverty: one extra year of schooling increases a person’s earnings by up to 10%. 171 million people could be lifted out of poverty if all students in low- income countries left school with basic reading skills.  Education promotes gender equality: by helping women control how many children they have. In Mali, women with secondary education or higher have an average of three children, while those with no education have an average of seven children.  Education reduces child mortality: a child born to a mother who can read is 50% more likely to survive past age five. In Indonesia, child vaccination rates are 19% when mothers have no education and 68% when mothers have at least secondary school education.

EDUCATION- A BASICNECESSITY February2, 2015 2  Education contributes to improved maternal health: women with higher levels of education are most likely to delay and space out pregnancies, and to seek health care and support.  Education helps combat HIV, malaria and other preventable diseases. In addition, it facilitates access to treatment and fights against stigma and discrimination.  Education encourages environmental sustainability. It allows people make decisions that meet the needs of the present without compromising those of future generations. Importance of Education in Islam: To seek knowledge is a sacred duty; it is obligatory on every Muslim, male and female. The first word revealed of the Quran was "Iqra" READ! Seek knowledge! Educate yourselves! Be educated. Surah Al-Zumr, ayah 9 reveals: "Are those equal, those who know and those who do not know?" Education System in Pakistan: Situated on a western verge of South Asia, Pakistan has a population of 184million with gender percentage of 51% female and 49% male. About 62% of the people live in rural areas and 38% live in urban areas. GDP per capita is $1,368 2012-13, and the Gross Domestic Product (GDP) grew at a rate of 3.6% (2012/13). Pakistan is a developing country, gradually changing from agriculture-based economy to a growing share of industry and services sectors in the GDP. Public sector formal school system, which is largest service provider in Pakistan, consists of 12 academic years. It starts from Primary and ends at Intermediate level or Higher Secondary School Certificate (HSSC). Pre-primary classes (local name Katchi class, translation: Pre-Primary; premature or not ripe yet) can be found in schools, but this level is not recognized in terms of budgetary provision or examination. Private sector caters for educational needs of about

EDUCATION- A BASICNECESSITY February2, 2015 3 one third enrolled children having diverse streams, some following public sector national curricula, while others opting for curricula of Cambridge International Examinations. The children of upper-middle classes, residing in urban localities, mostly attend high cost private schools, offering foreign curricula and international examination systems (O and A levels) and are staffed with qualified and trained teachers, well-equipped classrooms, all essential facilities of good quality, and imported teaching-learning materials. In addition to the public and private schools, there is another stream of 'Deeni Madrassas'(Religious Schools) offering free religious education with free boarding and lodging. These Madrassas are usually managed by local communities and are financed through charity and donations. These parallel systems of education in Pakistan have perpetuated inequalities and economic stratifications, and are root cause for behavioral divisions and social conflict in the society. Majority of the children, residing mainly in rural and semi-urban areas and belonging to the low income families, attend public schools which offer free education but are characterized by poor quality of education due to lack of physical facilities, shortage or absence of teachers, and non-availability of suitable learning materials. Below statistics are the reasons we selected “women education” as our area of interest. 51% of our population is of women, 2 percent more than men but still lower in literacy terms. How did we come up with this idea? By analyzing situation, we came to know about the basic things of low women literacy and decided to come up with a plan to increase women literacy for the betterment of country. While registered in primary and secondary school, girls are less likely to fall into early marriage, early motherhood, HIV contamination, and street life. After leaving school, education helps women run their households more effectively—a significant ability since in many parts of the world women are the key economic players in households and are often solely responsible for providing for their families. Education provides adolescent lives with structure and safety, and it empowers adult women to better care for themselves and their children.

Policy Programme: Upgrading of Schools: It will play vital role in enrollment drive because in many areas schools are far away and usually girls have to discontinue their studies because they can’t go so far. Upgrading of primary schools into middle, and middle schools into secondary schools. Taxes on Foreign/Elite Class Schools: Government can impose high taxes on those elite class schools that are generating millions of profit, and then use those taxes in the support of poor child’s education. Allocation of 50% of Zakat for Education Reforms: Government can make legislation for Zakat’s 50% portion should be used in the betterment of schools and education. Public-Private Partnership Schools: These schools will lower the expenditure of Government for new school making and improve education. Education Support Scheme: Stationary and meal provision to students in low girl enrollment areas. No Uniform: Where there is low literacy rate, Uniform should not be mandatory to come in school. Using Electronic Media: Public Service messages should be broadcasted for the importance of education to persuade people to send their daughters to school. Education Committees: Honorable and influential people from the low literacy area should be selected who will go door to door to persuade parents to send their daughters for getting education. Merit Scholarship: Giving scholarship above 80% marks of 10,000/year.

EDUCATION- A BASICNECESSITY February2, 2015 8 Fair Usage of FTF( Faroghay- Taleem Fund): An amount of 20RS/monthly taken by students known as FTF, should be used by government for the infrastructure, not by the headmistress. 300PKR/monthly should be given to those girls who maintained 80% attendance. Free Transport: 1-2 buses should be given to each school for free pick and drop; it will also increase employment as drivers will be required. Urdu Medium Text Books: Another reason of low enrollment and high dropouts is English medium books. Education Quota in Private: Where there are no schools government should set a quota (15girls/yearly) for each private school of that area for free. Book Message: There should be a message on importance of girl’s education at the end of course book. 5. Implementation: We have made the successful policies but we are not in a condition to implement it individually because we cannot implement it without the help of Government and Law and for that process we need to do the following steps to implement it.  As we know we want to implement our policies in Punjab so we will contact MPA of our area and will present our idea by providing relevant data collected by us at primary level and essential elements of funds to contribute in budget.  If he is agreed with our policies he will present it in Provincial Assembly by conducting a meeting with his Party’s circle. Now that we have done our 25 percent work and we have completed our first step but the major thing lies ahead that is to pass Legislation with majority of approximately 75% votes of assembly members. What are the essential requirements needed to keep this project moving smoothly in the future?  15 years plan: This plan should be implemented for 15 years, so that it can achieve its goals easily to educate girls. In case of changing government, Plan should not be change or stop, because new government will make new policies and this plan will not be successful.  Proper tax collection from non-state schools: The project will run smoothly if tax collection will be done under good supervision, because if tax will not collect appropriately then budget will not be in excess amount to meet expenses. Tax collected form elite schools will use in upgrading primary schools into middle, middle into secondary schools.  Remove Corruption: In order to enhance Girls education, Corruption should be under control. Because corruption is the basic problem of everything, it stops people to spend life with honesty. When people start spending form budget to fulfill their wants, education would not be promoted among needy students.  Proper auditing: To maintain correct accounts, auditors would be required. They properly check and balance on money collected for education budget. In public schools, EDO’s and DEO’s, their role is only to sign the check, can easily audit the budget.
  • 12. EDUCATION- A BASICNECESSITY February2, 2015 12 7. What are the Strengths and Weaknesses of the program? Following are the strengths of the program. Strengths:  New Budget: Budget which we have suggested for female education is sufficient to meet expenses incurred in this process.  US Aid: About 2% of US Aid, which will be used to fulfill the expenses of free transport, is very essential in this program.  Media: Media will play an important role in this project. It will persuade higher standard of people to give zakat and lower income people to send their girls to school. Moreover, it will gather the whole nation which results in unity of nation. As Quaid-e-Azam motto was: UNITY, FAITH AND DISCIPLINE  Good law and order situation: Prevailing good law and order situation is the energetic point of this program. In a way, that strict laws and its obedience change the situation of the whole country. Moreover it also removes corruption from the country. Through these laws, government will be able to provide security to young girls.  Good governance: It will made new ways to meet expenses incurred in way of education. People will pay attention and do work accordingly to budget. In a result every girl of Pakistan will be an educated girl, save form harms of child labor, early age marriage etc. Weaknesses: Following are the weaknesses of the program.  Terrorism:
  • 13. EDUCATION- A BASICNECESSITY February2, 2015 13 From 20th century, terrorism has started and now it is turned to this point in which they start killing children. No matter what, they have to take their revenge from humans. Due to this fear, parents are not willing to send their children at school, neither females nor males. This is a weakness of not only our program, but weakness of our beloved country.  US Aid stops: If US AID stops, the budget of education can minimize and this is not good for our program. Free transport, introduced by government will be stop. And the scenario of girl’s education will be return to that point, from where it was started.  Inflation: Inflation, which is destroying our country slowly, can be a major cause of not getting education. It leads to stoppage of FTF fund because poor people can’t afford even meal of two times. And in a result infrastructure (which will play an important role to attract girls to education centers) will not be developed. Eventually project will lose its charm.  Political instability: Another important hurdle that can come in a way of female education is instability of government, in a way when new government comes. It rejects past policies and made new one. Second point is the protest of people which stops women to go to institutions. 8. Conclusion: In 10-20 years from now, much of the social evils will remove from society and our economy will be much stronger than today. Much of the economic problems would be solved, and every citizen would know their rights. It will minimize some of the conflicts generated in society e.g. classes distribution, health problems, crimes etc. As Victor Hugo said: He, who opens school door, closes a prison.
  • 14. EDUCATION- A BASICNECESSITY February2, 2015 14 Pakistan can be a developed country in near future, and can easily compete with other countries, because an educated woman can educate generations. Pakistan will easily decrease its corruption level.
