 Private builders to buy land for sector Haryana roads
The Haryana government has passed on the responsibility of land acquisition for roads in residential
sectors to private builders. Private builders in the state will now directly obtain land from farmers and
build roads according to the master plan of a township, because the Haryana Urban Development
Authority is unable to acquire land for roads due to the stringent clauses in the 2013 acquisition policy.
This move will accelerate projects which are often held up due to improper infrastructure. Further, it will
ensure timely completion of projects as developers would no longer depend on government authority to
procure land. As compensation for the extra cost of buying land, road developers would be given a higher
index of 0.875. However, buyers may have to pay a higher price, as builders could pass on the higher
acquisition cost to them.
 Water and sewerage for 89 AMRUT cities
The Union Ministry for Urban Development has approved plans worth INR 2,786.28 crore for 89 cities
across Andhra Pradesh (AP), Gujarat and Rajasthan. The money will go toward water supply and
sewerage facilities in urban households, under the Atal Mission for Rejuvenation and Urban
Transformation (AMRUT). The project involves 47 schemes related to water supply at an investment of
INR 1,225 crore and 31 projects to expand sewerage network at an investment of INR 1,471.07 crore.
Under AMRUT, the Union Government will provide 50 percent of the project cost for cities with a
population of 10 lakh and one third of the project cost for cities above population of 10 lakh. The first
installment of central assistance worth INR 118.03 crore for Gujarat, INR 91.90 crore for Rajasthan and
INR 66.29 crore for Andhra Pradesh will be released soon.

 Amaravati to be futuristic world-class city
The new capital of AP, Amaravati, is being planned as a futuristic world-class city with expertise from
Japan and Singapore, at an investment of USD 2 billion. The project will be promoted on a public-private
partnership model. The Centre for Liveable Cities and Singapore Cooperation Enterprises would assist AP
to bring in institutional capacity in the field of urban governance and connected areas via training
programmes. IE Singapore has submitted three master plans - the Capital Region Plan, Capital City Master
Plan and Seed Development Master Plan. The Japanese government has also signed a Memorandum of
Understanding with AP to promote investments in the state.

 NABARD sanctions INR 135-crore loan under RIDF
The National Bank for Agriculture and Rural Development (NABARD) has approved a loan of INR 134.64
crore to the Haryana government, under the Rural Infrastructure Development Fund (RIDF) for FY2016.
The funds have been sanctioned for the rehabilitation of the JLN feeder system in three districts - Jhajjar,
Rewari and Mahendergarh. The project aims to replace or restore old motors, pumps and switching
panels and to reinstate the lifting capacity of the pumps. It will also regenerate existing channels by
strengthening the banks and lining the channels. With this, the cumulative RIDF sanctioned by NABARD
to Haryana has escalated to INR 5,038.40 crore, comprising 3,633 projects in different sectors, of which
an amount of INR 3,544.35 crore has already been disbursed. The project will promote overall growth of
the state’s southern districts and higher per capita income for farmers.
 Shahjahnabad poised for INR 1,830 crore renovation
The Shahjahanabad Redevelopment Board has outlined a major revitalization programme for Delhi’s
Shahjahnabad area, popularly known as The Walled City. It has roped in the Asian Development Board
for the project, which would require investments of INR 1,830 crore. The plan involves detailed studies
and surveys establishing concept, cost and financing schemes. According to several studies, the chief
challenges for the renovation of the area include poorly maintained buildings and parks, encroachment
by squatters, lack of financial stability to maintain heritage buildings, traffic chaos and poor parking and
pedestrian facilities. The Walled City is under consideration for selection as a United Nations
Educational, Scientific and Cultural Organization world heritage site.
