The summer of 1993 brought catastrophic flooding to the Mississippi River in the United States. Heavy rainfall combined with saturated ground from cooler temperatures the previous year to cause widespread flooding. Over 150 levees collapsed under the pressure of the floodwaters, displacing 70,000 people from their homes and causing an estimated $10 billion in damages. Modifications to the river like draining wetlands and constructing levees in the previous century exacerbated the flooding.

The Severn Estuary Forum is a key annual event in its eighth year and hosted by the Severn Estuary Partnership: an independent, estuary-wide initiative, involving all those interested in the management of the estuary, from planners to port authorities, fishermen to farmers. This year’s Forum was opened by the Lord Mayor of Gloucester and supported by CIWEM. It focussed on a number of diverse topics, including the upper estuary; renewable energy possibilities; a review of the Severn Estuary Flood Risk Management Strategy; an overview of the operations and maintenance of the Severn River Crossings; Local Enterprise Partnerships; The Bristol Deep Sea Container Terminal; proposals for a Severnside Airport and Fisheries amongst others. These engaging and exciting events are intended for all interested in learning about the latest research and policy developments dealing with the Severn Estuary and its future, and always guarantee a lively and informative day of presentations and talks. They offer a unique opportunity to learn from others, share ideas and participate in the management of the Severn Estuary.

Copyright 2007 The Electronic Hallway HURRICANE KATRINA: A MAN-MADE CRISIS? “The New Orleans we all thought we knew is dead,” said the city’s former mayor Marc Morial after Hurricane Katrina ended the good times for the Big Easy, as the city is often called.1 Long before the Katrina disaster in the summer of 2005, Morial had criticized the city’s founders for selecting a site with so many water management problems.2 New Orleans was founded on a perilous location—a natural levee adjacent to the massive Mississippi river that was not embayed and therefore not protected from flooding. Geologists Kolb and Van Loplin described the location as “a land between earth and the sea—belonging to neither and alternately claimed by both.”3 Even the city’s first chief engineer, Del la tour, considered the site inappropriate, but Jean Baptiste La Moyne, Sieur de Bienville, a French colonizer, believed that the site was strategically important for trade between North America and the rest of the world. The Mississippi River, with its vast network of tributaries, provided a splendid transportation system into the expansive interior of North America. Bienville believed that by reconstructing the landscape, the threat of the river’s floodwaters could be overcome. His decision to establish New Orleans as the capital of Louisiana in 1718 marked the beginning of a constant struggle by city authorities to keep the city dry. In fact, Bienville himself had to wait for water from the 1717 floods to recede before establishing the city on the peak of the natural levee that rose about 12 feet above sea level. That spot was still subject to regular flooding, but it was the best possible location because it was less susceptible to inundation than the rest of the levee ...

Performance of Houston's Drainage Systems During Hurricane Harvey

On November 11, Typhoon Ulysses (international name: Typhoon Vamco) made landfall in the Philippines and caused widespread damage to eight provinces in the island group of Luzon. The most notable flooding events were in Marikina City in Metro Manila, adjacent Rizal province, and in Region 2 or Cagayan Valley in northeastern Luzon. This study analyzes the flooding events in these localities to identify key factors and how to mitigate risk. Four main determinants stand out: (1) the degradation of natural watersheds (2) the marginalization of the poor that render them vulnerable and exposed to disasters, (3) stop-gap solutions that do not address the roots of our disaster vulnerability, and (4) that the national government remains unprepared for disaster. Policy priorities among other reforms are recommended based on this assessment.

The presentation explores the development and application of artificial intelligence (AI) from its inception to its current status in the modern world. The term "artificial intelligence" was first coined by John McCarthy in 1956 to describe efforts to develop computer programs capable of performing tasks that typically require human intelligence. This concept was first introduced at a conference held at Dartmouth College, where programs demonstrated capabilities such as playing chess, proving theorems, and interpreting texts. In the early stages, Alan Turing contributed to the field by defining intelligence as the ability of a being to respond to certain questions intelligently, proposing what is now known as the Turing Test to evaluate the presence of intelligent behavior in machines. As the decades progressed, AI evolved significantly. The 1980s focused on machine learning, teaching computers to learn from data, leading to the development of models that could improve their performance based on their experiences. The 1990s and 2000s saw further advances in algorithms and computational power, which allowed for more sophisticated data analysis techniques, including data mining. By the 2010s, the proliferation of big data and the refinement of deep learning techniques enabled AI to become mainstream. Notable milestones included the success of Google's AlphaGo and advancements in autonomous vehicles by companies like Tesla and Waymo. A major theme of the presentation is the application of generative AI, which has been used for tasks such as natural language text generation, translation, and question answering. Generative AI uses large datasets to train models that can then produce new, coherent pieces of text or other media. The presentation also discusses the ethical implications and the need for regulation in AI, highlighting issues such as privacy, bias, and the potential for misuse. These concerns have prompted calls for comprehensive regulations to ensure the safe and equitable use of AI technologies. Artificial intelligence has also played a significant role in healthcare, particularly highlighted during the COVID-19 pandemic, where it was used in drug discovery, vaccine development, and analyzing the spread of the virus. The capabilities of AI in healthcare are vast, ranging from medical diagnostics to personalized medicine, demonstrating the technology's potential to revolutionize fields beyond just technical or consumer applications.
