in 1998, he has obtained licenses to practice
architecture in 9 states. Earlier this year, Frank
completed the Executive MBA program from MSU.
He is passionate about planning and design and the
role it plays in transforming students’ lives by
improving how they live, work, play, and learn.
Through his contributions to many significant
projects over the past two decades, Frank has
dedicated his life to serving the students, faculty and
staff of Montclair State University. He is looking

ABSTRACT
Montclair State University has experienced an overwhelming
expansion of its physical footprint under the current leadership
and has been able to transform itself to address the emergent
needs of the public it serves. This presentation will explore the
lessons learned over the past 20 years of design and construction
and offer the audience a greater understanding of some of the
challenges faced while addressing some social, economic and
environmental factors, while maintaining its role as a leader in
public higher education in the state of New Jersey.

LEARNING OBJECTIVES
1. Discuss and explore concepts related to sustainability & resiliency in
a college setting. Identify imminent challenges that we have faced
over the years and how we were able to overcome them.
2. Examine identifying project goals through effective communication.
Identifying the specific needs for a project and establishing project
goals and requirements while maintaining the overarching goals,
values and vision of the University.
3. Investigate how a campus can transform itself using a structured
project management delivery system. Explore “how we do what we
do” and how we can fine-tune the process through incremental
improvements.
