Objectives:
Defining scientific medical and dental
system.
Identifying authorities having right of
conferment of medical degree and
diploma.
Prohibiting of unauthorized conferment of
medical degree and diploma.
Objectives:
Defining RMP.
Prevention of misuse of the allopathic
system.
No one other then RMP shall Use with his
name or address the word DOCTOR or
any of its variations, expressions or
abbreviations so to give an impression that
he is entitled to practice allopathic
medicine.
2. Use of medical degree or diploma to
give impression that he is qualified medical
practitioner.
3. Perform any surgical operation other
then circumcision, incision of boils and
administration of injections.
 4. Prescribe any antibiotic or dangerous
drug
1. Proficiency of the medical profession
2. Medical register
3. Over see professional conduct of RMP.
 Evaluate courses of studies of medical
qualification.
 Prescribe minimum qualification of medical
teachers.
 Inspect medical institutions and examinations.
Two types:
1.Names of medical practitioner having
basic medical qualifications. (MBBS)
2. Names of medical practitioner having
additional medical qualifications.
(specialist)
1. Seeking of employment against job or
permission for independent practice.
2. Issuing of medical certificate.
3. Charges fee for medical services
rendered.
1) To notify to the council change of address
on transfer within 30 days.
2) Not using any name, title, description or
abbreviation indicating that he possesses
an additional qualification, like writing
RMP with medical qualification.
Offence of misconduct committed by a
RMP
when a written complaint is received by
PMDC
when a medical practitioner is convicted by
a court of law.
After hearing the complaint as well as the
medical practitioner, the council decides
whether any action is necessary.
 Depending gravity of the offence the action
may be in nature of
 A warning. OR
 Erasure of the name from the register either
for temporary period or permanently.
Such erasure is known as penal erasure &
when it is permanent, it is known as
professional death sentence. It deprives
the practitioner of all the privileges of a
RMP.
A medical practitioner is entitled to appeal
to the Federal Health Ministry against the
decision of PMDC.
• Injury Certificate/ MLC (Medico legal certificate)
• PMR
• Age Certificate/ Birth Certificate
• Chemical Examiner Report
• Serology Report
• Fitness Certificate
• Potency Certificate etc
• Sickness Certificate.
• Disability Certificate.
Primary objective to prevent misuse of
drugs having potential for abuse.
Abuse of drug means that drug is taken
apart from its medicinal use.
1. An individual may become compelled to
continue taking drugs (craving).
2. Amount needed for the intented initial effect
may have to be increased. (tolerance).
3. Discontinuation of the drug may lead to
complex sequence of symptoms (withdrawal
symptoms)
4. Physical and psychological dependence
may occur.
5. Social deterioration of the personality of
the drug user may occur.
Deals with mode of sale and supply of
these drugs.
Prescribes limitations about the quantity of
the dangerous drugs, which a medical
practitioner may possess for use in his
practice at any one time.
Medicinal hemp 3 ounces
Medicinal opium 3 ounces
Opium derivatives 60 grains
Coca derivatives 60 grains
About maintenance of record of dangerous
drugs in separate registers for each drug.
