The collection of activities that lead to the efficient and optimized cost of operation of all
assets and meets the desired level of service of the County’s Board of Supervisors and
system users. Activities include:
• Maintain accurate asset inventory
• Continual evaluation of assets and information collection
• Perform preventative maintenance to optimize operation and extend asset life
• Actively understand and manage system risk
• Perform capital improvement to reduce system risk and maintenance
• Data management
• Create opportunities for sharing info across business areas for efficiencies

• Uses mathematical models to forecast pipe failures
• Co-locate all asset data
• Calculates COF and LOF, assesses risks, creates prioritized list of
assets.
• Decision tree(s) allow for user to build logic and defend our asset
rehabilitation plans that empowers WCD to:
– Make right decisions
– On the right assets
– At the right time
– For the right reason

Green lines indicate a direct connection which does not need updating in IAP project database. IAP consumes information where it is currently stored outside project database and does not need to import it into the project database.
Yellow lines indicate a periodic import of information from outside the IAP project database is necessary. Periodic imports refresh the IAP database and allow for new data to be incorporated.
Red lines indicate a one time import. The import does not need to be conducted after since the data source is being phased out.
Black lines indicate a potential link in one of the three described ways depending on the source data.
