The British Association of Leisure Parks, Piers and Attractions In 2005 EUROPEAN COMMISSION HEALTH & CONSUMER PROTECTION DIRECTORATE-GENERAL Appointed Risk & Policy Analysts Ltd based in Suffolk, UK. Identify existing regulatory and non-regulatory measures aimed at consumer safety in fairgrounds and amusement parks.  Undertake a comparative analysis of existing non-regulatory measures. Identify different options for improvement of existing non-regulatory measures.
The British Association of Leisure Parks, Piers and Attractions METHODOLOGY  - QUESTIONNAIRE TO  OPERATORS ACROSS EUROPE RESPONSES UK:  14 ,[object Object],[object Object],France:   1 ,[object Object],[object Object],NO OTHER RESPONSES RECEIVED
The British Association of Leisure Parks, Piers and Attractions 2005 REPORT FINDINGS Estimated 19,000 injuries per annum across Europe,  expected  half to be ride related (8,000 ride related injuries from estimated 300 million visitors). Based on  Euphin data  collected from a “few selected hospitals which could not be readily linked to data collected by individual facilities or national bodies”. Compared to 2004 IAAPA Survey for the USA which found  1,673 injuries from 300 million visitors.
The British Association of Leisure Parks, Piers and Attractions QUOTATIONS FROM THE 2005 STUDY “ This makes comparative analysis of the effectiveness of safety measures over time a very uncertain process.”  this refers to the lack of information available from the Industry or other sources. “ In Ontario it is a legal requirement that amusement rides and ride owners are licensed and monitored under the Technical Standards and Safety Authority (TSSA).” Why Canada? But it rung a warning bell !!
The British Association of Leisure Parks, Piers and Attractions An international workshop on accident/injury data collection held in February 2006 concluded: Available data on accidents and injuries is limited. Parks in the USA are currently providing statistical data to  an independent organisation, an extension of this system  is needed for Europe.
The British Association of Leisure Parks, Piers and Attractions EUROPARKS RESPONSE Proposed the introduction of a Europe-wide data collection programme, self regulated and managed via the national trade associations. All members of Europarks agreed to participate Cost would be borne by Europarks (until IAAPA agreed to assist) Appointed Risk & Policy Analysts Ltd to conduct the study.

The British Association of Leisure Parks, Piers and Attractions Include only Permanent Ride Facilities with at least one fixed-site ride, exclude water parks. Ride related injuries only ,[object Object],[object Object],[object Object]
The British Association of Leisure Parks, Piers and Attractions 2007 REPORT HEADLINES: Estimated 300 Parks in Europarks,  only 25% participated in the Report. Report covered 38 million visits per year. 228 Ride related reportable incidents, 17 of which were serious. Risk of 1 incident per 165,000 visits Risk of reportable incident = 1 per million rides taken
The British Association of Leisure Parks, Piers and Attractions KEY MESSAGES FROM THE REPORT: Likelihood of visitor being involved in a reportable incident = ONE CHANCE IN 165,000  PER PARK VISIT Likelihood of visitors being involved in a  reportable incident  = ONE CHANCE IN A MILLION RIDES TAKEN
The British Association of Leisure Parks, Piers and Attractions EUROPARKS HAVE AGREED THAT THE REPORT WILL  NOT  BE CIRCULATED TO ANY PART OF THE MEDIA OR ANY  EUROPEAN ORGANISATION OTHER THAN REACTIVELY TO DEFEND THE INDUSTRY.
