The results of the November 6th election will impact the Vista Unified School District. Proposition 30 passed, allowing the district to maintain its 180-day instructional calendar for the next two years, though deficit spending is still projected. Class sizes will remain the same for now. Three seats on the school board were up for election, with the incumbents in two districts re-elected and a former district administrator elected in the other district. The district will continue to provide updates on how election outcomes affect its operations.

1. Vista Unified: Election Update
The results of the election on November 6th will certainly have an impact on Vista Unified School District.
Important federal, state, and local decisions were made by the voters and those outcomes will influence
our efforts both in the short-term and long-term horizons. Many community members, including our
own staff, are asking questions about how particular outcomes will translate into changes in their own
lives. While much remains to be seen, here is what we do know at this point in time:
Prop 30 Passes
The Budget and multi-year projections for VUSD were built on the assumption that Proposition 30 would
pass. We will maintain the current 180 day instructional calendar in 2012-13 and again in 2013-14.
Even with the passage of Proposition 30, we project deficit spending in each of the next two years that
require additional expenditure reductions.
Based on our two-year agreement with the Vista Teacher’s Association, class sizes will remain at present
levels in 2013-14.
We do not currently have an agreement with CSEA for the current year (or next year) that commits to
any changes as a result of Prop. 30.
We do not currently have specific plans for adjusting management/administration schedules in the
current year. Changes for management do not need to be negotiated.
Prop 38 Fails
VUSD did not anticipate any new revenues from Proposition 38 in the budget or in the multi-year
assumptions. The failure of Proposition 38 essentially confirms those projections.
Local Election Results
Three seats for the Vista Unified School District Board of Trustees were at stake in this year’s election.
For the first time, VUSD conducted the School Board elections in ‘Trustee Area Districts.’ Here are the
results:
1. In Area District 1, incumbent Elizabeth Jaka was re-elected and she will now serve through 2016.
Ms. Jaka has been on the board since 2008.
2. In Area District 4, incumbent Angela Chunka ran unopposed and she will now serve through
2016. Ms. Chunka has been on the Board since 2008.
3. In Area District 5, incumbent Steve Lilly did not run for re-election. Dr. Lilly served on the Board
from 2004 to 2012. The new Board member will be Rich Alderson, a former administrator in the
Vista Unified School District. Mr. Alderson will serve on the Board through 2016.
