4. Functions and duties of agency practice guidelines
4.1 Introduction about Academy of Politics region III
The Academy of Politics region III acts as a centre for the research of Marxist-
Leninist Theory and Ho Chi Minh Thought, the guidelines and policies of the Party
and the State, as well as political science.
According to Decision No. 2954 / QD-HVCTQG dated June 27, 2014 of the
Director of Ho Chi Minh National Academy of Politics, the Academy of Politics
region III is a unit of the Ho Chi Minh National Political Academy.
Its teaching and learning facilities meet the requirements of a training centre
for officials and scientific researchers in the central and Central Highland regions.

The academy has two halls with 700 seats in total, 16 lecture halls with about
1,200 seats, four conference rooms with each capable of accommodating 135
people, and four blocks for students with 229 rooms and 687 beds.
Its library, consisting of three reading rooms, can serve 250 readers at the same
time. There are 45,000 books and 145 newspapers and magazines available at the
library, together with more than 2,000 electronic documents and over 20,000
tables of articles from newspapers and magazines, meeting the need for references
in learning, teaching and researching.
4.2 Introduction of functions and duties of the Management Board and
International Cooperation
- Function:
Management Board of Science and International Cooperation is a unit directly
under the Director of Academy of Politics region III. To advise the Director of
Academy of Politics region III to organize the implementation of scientific
activities in the Academy of Politics region III; manage a number of scientific
activities assigned by the Director of Academy of Politics region III; managing
topics at all levels, seminars, seminars, scientific information... throughout the
Academy III; management and implementation of international cooperation
activities; organizing translation, interpretation, editing information, documents and
documents in foreign languages to serve the management, administration, training
and research of the Academy of Politics region III; research and teach training
programs for titles and update knowledge; advise the Director of solutions to
improve the quality of teaching, scientific research and other activities of the
Academy of Politics region III.
- Mission:

the management of general scientific activities of the Academy of Politics region
III; draft implementation decisions; signing implementation contracts (including
developing and editing lectures and curriculum); examine project implementation
activities; organize councils for pre-acceptance test of grassroots, ministerial, and
provincial projects ...; organize consultancy, guide scientific activities; organize and
coordinate to organize scientific conferences, seminars and seminars. Advising the
Director of Academy of Politics region III on developing scientific research
potential of the Academy of Politics region III (building and developing
professional scientific research groups, main research directions; performing the
function works with the program management boards, topics ...; advises on the
scientific activity development fund).
To advise the Director of Academy of Politics region III to uniformly manage
international cooperation activities in accordance with the Party's guidelines and
policies, the State's policies and laws, and regulations of the Ho Chi Minh National
Academy of Politics.
Secondly, coordinate with other units: Coordinate with the Organization Board

scientific research activities, planning for training and retraining of top officials.
Coordinate with units to guide the making of scientific titles and teaching titles;
help the Director organize activities to commend and reward scientific
achievements.
Collaborate with the Training Management Board to organize the linking of
training with scientific research, building lists, project structures, dissertations for
students of the systems; advise the Scientific Council on research and teaching.
Coordinate with Planning - Finance Department to develop financial regulations on
scientific research; appraise projects to strengthen scientific research capacity and

invest in procurement of equipment and facilities for training and scientific
research; elaborate regulations on management, use and liquidation of assets in
service of scientific research.
Collaborate with domestic and foreign partners and units to organize seminars,
seminars, research projects, organize short-term training courses and foreign
language teaching courses. Collaborate with foreign expert management units and
foreign students when visiting, working and studying at the Academy of Politics
region III.
Thirdly, administrative work, planning: Developing administrative documents,
plans, reports... on scientific activities and international cooperation. Storing,
managing administrative documents, plans, reports, dispatches to and from the
Academy on international cooperation and scientific activities.
Fourthly, manage topics and seminars: Advise to build the process of bidding,
implementation, acceptance, final settlement of topics at all levels, seminars,
scientific seminars... Management, monitoring, urge and inspect the bidding,
implementation, pre-acceptance test and final settlement of subjects at all levels,
seminars, seminars, scientific information... of the Academy of Politics region III.

2. The work was done
During my practicum, I have complete all assigned work and comply with the
provisions of the internship agency. I had learning the real translation functions and
duties. I have finished translating the contents of which is a translated version from
English into Vietnamese and from Vietnamese into English. Moreover, I
participated in interpreting for my group during the meeting to introduce some
research papers on the South China Sea. (Please see the attached appendix)
3. The work is not done
Although I have completed all the assigned work, there are still some
shortcomings, such as fluency of the sawing and interpreting. Document translation
is not much content.
4. Lession learned
During my internship at the Department of the Science Management and
International Cooperation, Academy of Politics region III gave me a lot of valuable
practical knowledge. School officials and staff have helped and assisted me a lot,
especially during the internship. The experience gained during the internship will be

my foundation and baggage later. It was the most valuable experience I thought
would help me a lot in the future.
5. Self-assessment weaknesses
- Advantages: Short internship, I quickly acquainted with the new environment
and grasp the work of the agencies. I quickly grasp the work assigned and
completed on time. I can communicate with activities and have fun talking to them.
- Disadvantages: Limited in commuication, especially when using the
diplomatic vocabulary.

The Academy of Politics region III is a center for training and fostering
political reasoning for leading and key management officials and political and
scientific theorists of the Party, the State and political organizations - social, state-
owned enterprises and public non-business units in the Central region - Central
Highlands; Marxist - Leninist theoretical research center, Ho Chi Minh thought,
political science, leadership science and management in the Central - Highlands
region.
According to Decision No. 2954 / QD-HVCTQG dated June 27, 2014 of the
Director of Ho Chi Minh National Academy of Politics, the Academy of Politics
region III is a unit of the Ho Chi Minh National Political Academy.
- In 2001, was awarded “First-Class Independence Medal” by the President of
Vietnam according to Decision No. 26/2001 / CTN of January 10, 2001.
- In 2005, awarded by the Director of Ho Chi Minh National Academy of
Politics and Public Administration “The Merit of Excellent Labor Collective of the
entire branch” in the patriotic emulation movement of 2001-2005 according to
Decision No. 281 / QD-HVCTQG July 20, 2005.
- In 2008, the Party Central Committee recognized the “strong and clean Party
Committee” according to Decision No. 774-QD / ĐUK dated April 28, 2009.
- In 2008, awarded by Chairman of Danang People's Committee “Emulation

Học viện Chính trị khu vực III. Tư vấn cho Giám đốc Học viện III tổ chức thực hiện
các hoạt động khoa học tại Học viện III; quản lý một số hoạt động khoa học được
giao bởi Giám đốc Học viện III; quản lý các chủ đề ở tất cả các cấp, hội thảo, hội
thảo, thông tin khoa học ... trong suốt Học viện III; quản lý và thực hiện các hoạt

viện III. Chủ trì nghiên cứu, xây dựng và trình lên Giám đốc Học viện Chính trị
Quốc gia Hồ Chí Minh để ban hành các tài liệu về quản lý các hoạt động khoa học
của Học viện III. Tư vấn cho Giám đốc Học viện III về việc quản lý và chỉ đạo các
hoạt động khoa học trong các đơn vị thuộc Giám đốc.
Tư vấn và hỗ trợ Giám đốc Học viện III tổ chức quản lý các hoạt động khoa
học chung của Học viện III; dự thảo quyết định thực hiện; ký kết hợp đồng thực
hiện (bao gồm xây dựng và chỉnh sửa các bài giảng và chương trình giảng dạy);
kiểm tra hoạt động thực hiện dự án; tổ chức các hội đồng kiểm tra trước khi chấp
nhận các dự án cơ sở, cấp bộ và cấp tỉnh ...; tổ chức tư vấn, hướng dẫn hoạt động
khoa học; tổ chức và phối hợp tổ chức các hội thảo, hội thảo và hội thảo khoa học.
Tư vấn cho Giám đốc Học viện III về phát triển tiềm năng nghiên cứu khoa học của

và các đơn vị chức năng để xác định các chỉ tiêu nguồn nhân lực cho các hoạt động
nghiên cứu khoa học, lập kế hoạch đào tạo và đào tạo lại các quan chức cấp cao.
Học viện Khoa học III. Phối hợp với các đơn vị hướng dẫn xây dựng các chức danh
khoa học và chức danh giảng dạy; giúp Giám đốc Học viện II tổ chức các hoạt động
để tuyên dương và khen thưởng thành tựu khoa học.
Phối hợp với Ban quản lý đào tạo để tổ chức liên kết đào tạo với nghiên cứu
khoa học, xây dựng danh sách, cấu trúc dự án, luận văn cho sinh viên của các hệ
thống; tư vấn cho Hội đồng khoa học về nghiên cứu và giảng dạy. Phối hợp với
Phòng Kế hoạch - Tài chính xây dựng quy chế tài chính về nghiên cứu khoa học;
thẩm định các dự án để tăng cường năng lực nghiên cứu khoa học và đầu tư mua
sắm thiết bị và phương tiện để đào tạo và nghiên cứu khoa học; xây dựng các quy
định về quản lý, sử dụng và thanh lý tài sản phục vụ nghiên cứu khoa học.

Phối hợp với các đối tác và đơn vị trong và ngoài nước để tổ chức các hội
thảo, hội thảo, dự án nghiên cứu, tổ chức các khóa đào tạo ngắn hạn và các khóa

Từ thực tiễn công tác nghiên cứu về biển, đảo của Trung tâm Nghiên cứu
Hoàng Sa, Trường Sa trong thời gian qua, hai đơn vị nhận thấy rằng, công tác
nghiên cứu khoa học về biển, đảo đất nước đã đạt được nhiều kết quả quan trọng.
Tuy nhiên, việc nghiên cứu từ việc tiếp cận các tài liệu nước ngoài còn rất hạn chế.
Vì vậy, trong thời gian tới, công tác nghiên cứu cần chủ động trong việc tìm hiểu
các nghiên cứu, phân tích về tình hình Biển Đông từ các cơ quan, tổ chức nước

Dưới đây là một số kịch bản có thể xảy ra ở biển Nam Trung Hoa trong năm
2021, từ kịch bảnxấu nhất đến kịch bản tốtnhất – bao gồm cảkịch bản dễ xảy ra nhất.
Chiến tranh là kịch bản tồi tệ nhất nhưng cũng là kịch bản ít có khả năng xảy ra
nhất. Trung Quốc và Mỹ đang bị vướng vào một cuộc chiến lâu dài để tranh giành
quyền thống trị ở châu Á và biển Nam Trung Hoa. Quân đội của hai nước đang tham
gia các màn phô trương lực lượng diễn ra gần như liên tục và đôi khi có tính cạnh

kèm theo đó là các cuộc đụng độ giữa lực lượng dân quân biển của hai nước.
- Các cuộc đàmphán Bộ quy tắc ứng xử ở Biển Đông (COC) sụp đổ do sự can
thiệp của Mỹ và thái độ kiên quyết không nhượng bộ của Trung Quốc.
- Mỹ nắm bắtnhững cơ hộinày đểhỗ trợ các tuyên bố củacác nước ASEAN, gia
tăng áp lực buộc Trung Quốc phải nhượng bộ hoặc lùi bước.

báo hiệu ý định bảo vệ lợi ích của nhau.
Tuy vậy, cũngcó những kịch bảntốt hơn. Trung Quốc hạn chế hoạt động chiếm
đóng, xây dựng và quân sự hóa những khu vực mà họ tuyên bố chủ quyền. Trung
Quốc cam kết không thực hiện các hành động khiêu khích như chiếm đóng và xây
dựng trên bãi cạn Scarborough, quấy rối các bên tranh chấp khác trong khu vực hay

muốn.
Về phầnmình, Mỹ cũng sẽgiảm bớthoặc chấmdứt hoàntoàn các FONOP mang

Experiencing research process, the two units found that there were many
important results about the research on the sea and islands. However, accessing
foreign documents serving the research is still very limited. Therefore, in the
coming time, to have a more objective and multi-dimensional view in research, we
need to be proactive in understanding the research and analysis of the East Sea
situation from foreign agencies and organizations.
Also during the conference, the members analyzed and contributed ideas on

Some scenarios for the South China Sea in 2021
War is unlikely – but possible

Here is a spectrum of scenarios for the South China Sea in 2021, ranging
from the worst to the best – and including the most likely.
The worst but least likely scenario is war. China and the US are locked in a
seminal long-term struggle for dominance in Asia and the South China Sea. Their
militaries are engaging in nearly continuous and sometimes competing shows of
force there and some say these disputes will soon beget war.
Broad conflict is certainly possible. Indeed, there are many scenarios that
could beckon the apocalyptic rider of the red horse. According to David Gompert,
former deputy director of the US Central Intelligence Agency, “China could try to
intimidate its neighbors below the threshold of US intervention and misjudge where
that threshold is, or underestimate US willingness” to respond to what it perceives
as a threat to its assets.
China already poses a formidable challenge in a conflict in its near waters in
the South China Sea. Meanwhile, the US continues to push the limits of China’s

tolerance with freedom of navigation operations (FONOPs) that publicly challenge
China’s “illegitimate” maritime claims. Moreover, despite China’s strong
objections, it continues its intelligence, surveillance and reconnaissance (ISR)
probes over, in and under China’s near-shore waters.
But confrontation and broader conflict are unlikely in the short term –
provided cool and predictable heads on both sides prevail. Indeed, countries often
find ways to avoid or postpone the worst scenario.
A slightly better scenario is one in which the two avoid confrontation and
conflict in the South China Sea but continue their current policies and tactics there.
In the short term this is the most likely scenario – more of the same: continuing
disagreement, belligerent rhetoric and strategic political and military maneuvering.
In one version of this scenario, the general political climate in the region continues
to deteriorate and is accompanied by setbacks:
- The Philippines-China oil and gas accommodation for disputed areas
collapses and the Philippines internationalizes its arbitration victory.
- Vietnam files a complaint against China under the dispute settlement
clauses of the UN Convention on the Law of the Sea and their relations further
deteriorate accompanied by clashes between their maritime militias.
- The China-ASEAN Code of Conduct negotiations break down because of
US interference and China’s stubbornness.
- The US seizes these “opportunities” to back ASEAN countries in their
claims, putting ever more pressure on China to yield ground or push back.
- China-US military communications break down and both use their actions
to signal each other of their intention to protect their perceived interests.
But there are also better scenarios.
China refrains from further occupation, construction and “militarization” on
its claimed features. It undertakes not to take any provocative action such as
occupying and building on Scarborough Shoal, harassing other claimants in the area
and declaring an air defense identification zone over the Spratlys. It also agrees to a

Code of Conduct for activities in the South China Sea – albeit one that is not as
robust or as binding as many would have liked.
For its part, the US decreases or ceases altogether its provocative FONOPs
there and its “close-in” ISR probes. This provides the diplomatic space necessary to
tackle the more strategic issues. The US and China gradually negotiate a tacit
power-sharing agreement in the region, and under the successful Philippines-China
model of sharing, China shares the South China Sea’s resources and their
management with its rival claimants. And they all live happily ever after. Not. But
small steps in this direction might help stabilize the situation.
In a better scenario, under Biden, the US stops browbeating and trying to
coerce these nations to choose between it and China. Biden meets with ASEAN
leaders early on, giving them “face,” listens carefully and responds positively where
he can, refocusing US policies and assistance on development and trade – with no
strings attached. This demonstrates the respect that was sorely lacking under
President Donald Trump’s administration.
As an adjunct, the US reaches some sort of an understanding with China that
reduces tension in the region and the South China Sea. This results in a cutting back
of the Trump administration’s increased frequency of confrontational FONOPs and
close-in ISR probes in, over and under China’s waters.
China reduces its aggressive rhetoric and actions against its rival claimants.
This reinvigorates ASEAN members’ faith in America to do the “right thing” in the
“right way,” and China, the US and Southeast Asia move forward from there.
Due to the basis of the analysis of the commentary, the conference
participants all agreed that: Studying the East Sea is an important issue, ask for a
multi-dimensional approach on the basis of programs, policies of the Party and
State. The participants also assessed that the commentary has diverse analyzes
suitable for the situation of the East Sea in 2021. On that basis, all sides agreed that
researching and translating foreign documents which related to the East Sea is very
important in serving the sea, islands research and maritime sovereignty at the
Academy of Politics Region III in the near future.
