Intelligence Analysts’ pivotal role
              in ILP
“The security environment has undergone the
equivalent of a shift in tectonic plate, with the
result that only shifts of an equivalent magnitude in
the way we think about this environment and
analyse the new security threats will provide an
adequate basis for good intelligence and sound
decision-making in the first few decades of the 21st
century.”
                                    Prof Phil Williams
Challenges for Intelligence Analysis in LE

• Ignorance of what IA can do and best practice from IC
• Increasing intelligence blind spots
• Creating a niche in fast & connected world
• Silo functioning despite pleas for info & know-how
  sharing across boundaries
• Synergising operational and strategic analysis
• Adapting management style & organizational culture
The role of intelligence analysts: Decision-support

Prerequisites for successful intelligence

• There is an identifiable decision-making system to
  support
• There is a will to think ahead in both intelligence
  and the decision-making system
• There is a will to apply results in both intelligence
  and the decision-making system
                                        Neil Quarmby, 2004
