} So make sure YOU:
◦ Confirm that each examinee has recorded responses on his/her answer
document
◦ Collect ALL tests and materials from the test administrators, including
small groups. Verify their return to the Campus Testing Coordinator.
NOTHING SHOULD BE INSIDE OR OUTSIDE THE BOOKLETS
◦ Alphabetize and account for every answer document, including small
groups
◦ Stack your test booklets. MAKE SURE NOTHING IS STUCK INSIDE OR
OUTSIDE THE BOOKLETS. Turn them face down, and from that
position,PUT THEM IN NUMERICAL ORDER FROM SMALLEST NUMBER ON
TOP TO LARGEST NUMBER ON THE BOTTOM

13. It’s the Law!
Violation of security or confidentiality of any
test required by the Texas Education Code
(TEC) Chapter 39, Subchapter B, shall be
prohibited. A person who engages in conduct
prohibited by the Test Security Supplement
may be subject to sanction of credentials.
Conduct that violates security and
confidentiality of a test is defined as any
departure from the test administration
procedures established in the
Test Security Supplement and all other test
administration materials.

14. Test Security
Any person who violates, assists in the violation of, or
solicits another to violate or assist in the violation of test
security or confidentiality, and any person who fails to
report such a violation is subject to … penalties.
Release or disclosure of confidential test content could
result in criminal prosecution under TEC §39.0303 …
and section 37.10 of the Texas Penal Code.

15. Test Security
In addition, any irregularities in test security or
confidentiality may also result in the invalidation of
student results.
The superintendent and campus principal of each school
district administering the tests as allowed under TEC
§39.033, must develop procedures to ensure the
security and confidentiality of the tests.

Conduct that constitutes a severe violation of test
administration procedures (serious irregularities) may include
the actions listed below.
Viewing a test before, during, or after an assessment unless
specifically directed to do so
Duplicating secure material
Disclosing the contents of any portion of a secure test

17. Violation of Security and
Confidentiality of Assessments
Assisting an examinee with a response, directly or indirectly.
Providing an examinee with an answer to a test question (this includes
“suggesting” that the examinee review or change his or her response)

Changing or altering an examinee’s response, including erasing stray marks
Encouraging an individual to participate in any of the events listed above
Failing to report to an appropriate authority that an individual engaged in
any of the events listed above

18. PENALTIES for Violation of Security
and Confidentiality of Assessments
Penalties for participation in a serious violation of test security
or confidentiality may include the following:
Placement of restrictions on the issuance, renewal, or holding of a
Texas teacher certificate
Issuance of an inscribed or non-inscribed reprimand
Suspension of Texas teacher certificate
Revocation or cancellation of a Texas teacher certificate

Students will be provided four hours in which to complete STAAR,
STAAR Modified, or STAAR L tests.

24. Protecting Test Content
} Secure materials may not be duplicated by test
administrators. TEA NO LONGER allows duplicating
of compositions.
} Seals on test booklets may only be broken during
testing sessions and only by persons authorized to
do so in the instructions--the student.
} No person may answer verbally or nonverbally any
question that relates to the contents of a test before,
during, or after a test administration.
} No person may review or discuss student responses
during or after testing unless specifically authorized
to do so by the procedures in the TA manuals.

25. Testing Procedures
• Reinforcing, reviewing, and/or distributing testing
strategies during an assessment is strictly prohibited.
• You cannot require students to use any particular test
taking strategy or accommodation, such as read aloud
or study aids. Students can use test taking strategies,
but you cannot require them to do so during the
testing. This includes first marking answers in test
booklet and then transferring them later to the answer
document, or touch booklet answer/then touch answer
document choice.

27. Paraprofessionals
} TEA does allow school districts to use non-certified
paraprofessionals who are employed by the district and
routinely work with students in the classroom.
} The district must identify a certified staff member who
will be responsible for supervising the paraprofessional
who serves as a test administrator.
} If a violation of test security or confidentiality occurs
under this circumstance, then the supervising certified
professional is subject to the penalties.
} Paraprofessionals must complete a district non-certified
paraprofessional testing oath which includes the name
of the supervisor and the signatures of both the
paraprofessional and the supervisor.

} TEA Reps will again be conducting on-site visits to
districts and campuses throughout the 2013
testing year.
◦ If selected, the monitors will show up unannounced.
◦ If we are administering state testing in strict
accordance with the manuals, then you have no
reason to be concerned. KEEP PROCEDURES ON
YOUR DESK WHEN TESTING.
◦ The state monitors will only be one more person
monitoring your testing room. Your testing room
will be monitored by your principal, your campus
testing coordinator, and district testing coordinator
even if the state monitors do not visit our district.

72. Transcribing
Special features that should be disabled when transcribing for
a student using technology-based methods (e.g., word
processor, software)
- Disable internet access
- Disable spell check, word predictor, and all other special features
When transcribing a student’s responses to griddable
questions, don’t forget that the test administrator MUST
use the “Transcribing Griddable Questions” document so
that the student is aware of the maximum number of boxes
available for each answer.

73. Transcribing
When transcribing a student’s responses to the writing
prompts, the test administrator must indicate to the
student the space allowed.
26 lines for each written composition
What are some ways the test administrator can indicate to
the student the space allowed?
The test administrator or student can use a sample lined page
from the answer document (on TEA website) prior to having the
response copied to the answer document.
Twenty-six lines of handwritten text is approximately 1,725 typed
characters. Ten lines of handwritten text is approximately 675
typed characters. These numbers are based on average-sized
handwriting

74. Transcribing
The student must be given the full four hours to complete the test.
All of the student’s responses must be initially recorded by the
student (e.g., onto scratch paper, the student’s test booklet,
typed) by the end of the 4-hour time limit.
It is recommended that the test administrator ensure that the
student makes all responses clearly and completely. Any
interaction with the student regarding the intended responses is
prohibited after the testing period has ended.
If needed, the test administrator may transfer the student’s final
responses onto the answer document after the testing period
has ended.

} There is only 1 required Test Administrator
Oath, with 2 sections:
} Top for regular administration
} Bottom is for staff who are providing oral or
other specific accommodated administrations.
} Paraprofessional requires ‘supervisor’
signature on their oath

} Principal and TC will walk through each testing room at
2:45 the day before testing and verify that no visible
instructional aids are present. (Small group TA are
expected to have their room prepared by that time.
} NO CELL PHONES
} Seating Charts must contain all required data
} Verify that students have marked their answer
documents.
