The policy of the state, as far as
cooperative is concerned, is well-
amplified in the Cooperative Code
which states, “ to foster the creation
and growth of cooperatives as
practical vehicle for promoting self-
reliance and harnessing people power
towards the attainment of economic
development and social justice.

subdivisions, instrumentalities, and agencies
are all called to “ensure the provision of
technical guidance, financial assistance and
other services to enable said cooperatives to
develop into viable movement that is free
