Firstly – how will we work? Based on outcome of event in December 2011 (will talk about more shortly) – feedback on how partners want the LEP to work around the ‘place’ agenda What is clear is that the role should be strategic , not seeking to impose, not seeking to duplicate – but instead ensure efforts are co-ordinated for maximum impact The ‘place’ agenda also very important for Government (planning reforms, infrastructure funding etc) – C2C will work with and where necessary lobby central Government and other national bodies to promote our area and maximise opportunities for our patch

Also towards the end of 2011, the Area Partnerships were asked to coordinate the collection of information relating to key strategic sites Pre-cursor to Growing Places, but was more broad – i.e. C2C wanted to know where and what are the key sites and what’s holding them up – i.e. what are the barriers? It may be infrastructure (i.e. perhaps relevant for Growing Places), but it may be something else. 68 key sites identified by partners (next slide has map of sites) GVA (full name) = leading UK commercial property advisors – worked with a number of partners in C2C area Information forms evidence base – help shape how C2C can help and where it should targets it efforts
Enterprise Zone – another area of activity for LEP EZ approach – offers solution for a specific site or area – seeks to simplify planning, offer business rate incentives, address infrastructure challenges etc Enterprise@BognorRegis was unsuccessful but local models being developed regardless A lot of activity in C2C area – partners are developing local solutions , to address local problems Enterprise@BognorRegis – working group established, feasibility and delivery study nearly completed, landowners and developers engaged, funding options to be explored Rural Growth Networks – recent bid from LEP was unsuccessful, but again partners are looking to develop their own proposals and find alternative ways to fund them – possible links with Rural Economy Grant? (£60m DEFRA fund) C2C is keen to understand whether partners need additional support and how the LEP can help them Thinking around EZs has acted as a catalyst – are there other solutions to ensure businesses have access to land, can secure planning consent, have the necessary infrastructure in place etc.
LEP has over £16m to establish a revolving infrastructure fund - to address local problems and unlock key development sites to enable jobs to be created and/or retained in C2C area Fund is intended to revolve – based on ‘loans’ rather than grants so that C2C can develop a sustainable investment fund Two sets of consultants – Genecon are appraising bids and advising C2C on the projects. CBRE are advising on wider fund development, which will include Growing Places funding but we hope to grow the fund and identify and lever in other sources of funding and investment to maximise opportunities Investment Committee (see next slide) has met twice and meets again next week to agree a shortlist of projects – see next slide
Committee comprises 5 C2C board members – mix of private and public sector Supported by a panel of experts from local authorities and also Homes & Communities Agency (HCA) Committee is advisory only – makes recommendations to full board about which projects to invest in Timeline on next slide
C2C making excellent progress – believe we’re furthest advanced Very ambitious programme – but recognise it’s critical to invest now to unlock infrastructure barriers – deliver key sites and see job growth Investment Committee meets next week to agree a short-list of projects which will be subject to due diligence and rigorous appraisal Board hope to make decisions on first tranche of projects at 25 April board meeting Already working up proposals for a further round of investment – focus to be businesses C2C will demonstrate it is investing money promptly and wisely - will be lobbying central Government for more funding
Virtual working group – established to provide resource, skills and expertise in the public and private sector – around the ‘place’ agenda ‘ Virtual’ to enable it to be efficient, dynamic, fluid – response to challenges and opportunities as they arise Supported by a wider pool of resources who have expertise and involvement in the field, e.g. Homes & Communities Agency, National Housing Federation etc. Planning Advisory Service – part of the Local Government Associations - funded by Communities & Local Government (CLG) PAS will be working with the LEP to consult and engage with local partners about what role the LEP could play in terms of strategic planning – work to commence over next few weeks. Devolving Local Major Transport decisions – currently out to consultation and exploring what role the LEP should play in decision-making - possible links/opportunity to align to Growing Places and strategic sites – e.g. opportunities for growth.
