Estimated +1500 vls passing in
EEZ, 30%oil supply moves in EEZ,.

4. Resources to meet Contingencies.
Guiding legislations, through the M.S. Act, DMA, Min of Environment
guidelines, & the NOS-DCP from ICG as Central Coordinating agency.
Limited private and Govt support the ETVs.
Limited Contingency handling equipments in ports .
Oil cos, n ONGC have delegated n out-sourced for oil mitigation
purposes.
Guidelines under NOS-DCP is followed ( ???)
Tanker Terminals, SPMs etc. are deemed to have necessary
equipment, but are not enlisted or audited as per OCIMF or ISGOT
guidelines.

Absence of Command Structure n

Excessive control measures and
delay by various authorities (
Customs, Ministry of Environment
and even ICG)
Complex litigation for Payment and
taxation structure etc.
Non participation of coastal states.

7. SUGGESTIONS ON A WAY
FORWARD*
Preventive measures– Adopt TSS, Designate Eco sensitive
areas
Create an unified command structure.. The DMA , NOS-
DCP need to be amended . The micro and national level
measures be left to the boards and only issues of
International relevance or beyond coastal waters be
dealt by a Central body of reps from all Ministry
concerned.
Monitor compliance in line with Port Entry rules for all
vessel moving in our coastal waters.
Facilitate custom and taxation procedures.

8. Way forward--- 2.
In place of present support from Govt. by way of ETVs, create
a ‘Self sustaining and Revenue generating Method “
Consider the pragmatic implementation of process adopted
under OPA in USA or the method in China, where each vessel
has a designated representative for any contingency
measures.
States, and Maritime boards will have to take measures of
additional safety/insurance/support for vessels coming under
SDVs
Consider creating our insurance and re-think participation in
IOPC fund structure. Utilize the resource for self
development. China , USA etc. are not members.
