Strategies
Transportation reforms the Legislature enacted in 2009 have
resulted in cost savings estimated at $120 Million per year.

10. Transportation Improvement Status Report - 2012
As part of the reforms MassDOT has streamlined the design
and construction process in order to reduce the amount of
time between project initiation and construction, the
streamlined process includes:
1. Project Needs Form (PNF) – This new form identifies
needs of the proposed project location prior to start of
design.
2. Rehabilitation of roadways in place of reconstruction
3. Flagmen in place of Police Officers where appropriate.

11. Additional federal resources are no longer anticipated with
level funding now widely viewed as the very best case
scenario out of Washington along with a continuing ban on
earmarks.

tolls) need to be seriously considered and debated including:
1. A regional, place based revenue option that would
require voter-approval to implement; or
2. A vehicle miles travelled (VMT) tax.
