WHO IS HERO? 
European campaign "HIV Testing Week - Serbia 2013
AS Center, the partner organizations of the civil society, institutions and activists with technical and logistical support o f GIZ SOSYEP project in Serbia have marked, starting Friday 22 and ending Friday 29 November 2013th The first Pan - European campaign called "HIV Testing Week - Talk about HIV, Get Tested for HIV'', which continued until 5 
December as part of this year's celebration of 1 December, World AIDS Day. 
The week of HIV testing was intended to connect health centers, civil society organizations and policy makers across Europe to work together to raise awareness about HIV, to encourage people to talk openly about the usefulness of testing for HIV and to empower people at increased risk of HIV and to require the state institutions greater access to testing and treatment. 
The ultimate goal of the ''European HIV Testing Week'' was to raise awareness of the need to determine the HIV status in order to reduce the percentage of late detection of infection. 
The topic of the action "European HIV Testing week'' was testing and discussion of HIV infection, which is introduced in order to support dialogue between all partners in order to encourage vulnerable individuals and individuals to perform HIV test. 
European HIV Testing Week has multiple benefits for the community because in a creative way it: 
• encourages people who are at risk or may be at risk of HIV to be tested; 
• encourage health workers to offer HIV testing as part of routine care in certain 
circumstances and conditions (in accordance with current European guidelines); 
• supports and unites community organizations to increase HIV testing and exchange of lessons learned between countries; 
• motivates, empowers and raises awareness among politicians, individuals, social and economic stakeholders to support the initiative so that testing for HIV is developed into a routine practice in society. 
The week of testing is based on three main target groups to ensure that this action will achieve its goal: policy makers, health workers and civil society organizations. The evidence shows that the highest prevalence of HIV , among certain populations with increased risk for HIV, differ from country to country, but in general they include: 
• Young 
• Men who have sex with men 
• Intravenous drug addicts 
• sex workers 
• Migrante 
• prisoners 
On the official website of the European Initiative was also presented the Internet page of the European campaign "HIV Testing Week" in which each participant has the opportunity to make a registration or to be informed of activities and participants from other countries. 
For the needs of the action, "HIV Testing Week", Serbia has created a blog where the program and Facebook invitations and presentations were set up. During the presentation, we regularly updated the information and news, photos and video materials. Contribution to the action was the statement of the chief executive of AS Center, Djurica Stankov about the necessity of continuous treatment and quality of treatment of people with HIV, which was also delivered to Intelligence Agency Info Bureau.

First Pan-European action "Week of HIV testing" 
To take part and to be part of the first Pan-European campaign "Week of HIV testing," the executive director of the Center AS, Djuric Stankov informed the Board of Directors and the Assembly about the opportunities to be involved and proposed a meeting, to discuss activities, make an overview of the resources, and to define the needs and goals we want to achieve. 
Assembly session of AS Center and its staff was held on 29/09/2013. beginning at 17 am, address Svetogorska 18/8, Stari grad, Beograd. After presenting the plan, considering the opportunities for participation and discussion, it was unanimously decided and the decision of Assembly was filed under No. 230/2013 - the AS Center will join the initiative in the implementation of the first Pan-European campaign "Week of HIV testing." It was also agreed that all activities at national level will be implemented under the slogan "Who is a hero." 
Established team has applied for participation, which was accepted by the European Initiative. Immediately afterwards the framework plan was designed and created, so as the Info package for participants to communicate and coordinate activities, visual identity, posters, badges and procurement plan for refreshments for participants. 
For the needs of promotion music video was created, lasting for a minute and 30 seconds, as the announcement of the action, "Who is a hero?" , the communications were forwarded to media to inform the public, invites to decision makers to do the test, to set up a personal example as role models to other citizens and letters were sent to obtain solutions of the use of public space for the purpose of maintaining the central street events. 
In close communication with associates and partners, the informations about interest to participate in the meetings were colected and at those meetings the roles of the following participants were defined: SOSYEP GIZ project in Serbia, Belgrade Youth Office, the Office for Youth - Old City, the Office for Youth - New Belgrade, the Association of Trust, Belgrade, Association tree, Kragujevac, Youth, Soul Association, Center for the positive affirmation of life "Q-Club, the Association of Women +, Safe Pulse of Youth" SPY ", Altero, Institute for Public Health and JAZAS, Belgrade. 
Participants share the vision that the visibility of the first Pan-European campaign "Week of HIV testing" in Serbia is essential prerequisite for success, and for this reason they work together to inform you on a daily basis and continuously about forwarded statements, information, news, current affairs, communications, national reports and international institutions, media, businesses, foundations, civil society organizations and citizens. 
Also the visibility in the media and on social networks is provided because they share twiter posts, Facebook pages and links for reference, websites, youtube channel promo video and blog. The attendane is good as they called family, friends, associates, partners, public figures and government representatives to get involved and so all together contribute to raising awareness about HIV prevention. 
The possibility of joint action in the future was spotted, so the Belgrade Youth Office and JAZA S, Belgrade signed a Memorandum on cooperation and mutual understanding with the expressed desire that the Memorandum will get their full implementation. The overall objective of cooperation in this MoU is to contribute to improving the quality of life and social status of persons with HIV infection or AIDS through their responsible and active participation in the promotion of encouraging positive action of the community towards the discriminated social groups. 
Specific objectives of the signatories of the memorandum of cooperation are: 
-agency co-operation and participation in the process of establishing a National Day of dedicated to people who have HIV infection or AIDS and mana ging institutional cross-sectoral dialogue between the public, private and NGO sector in Serbia, which includes people who have HIV. 
festivals, exhibitions, concerts, Summit, tours, theme nights, study visits and exchanges, in order to affirm the civil society, inter-sectoral cooperation and participation of people living with HIV and AIDS in society; 
-sectoral cooperation and transparent implementation of other activities that contribute to

The activities that we conducted 
In Institute of Health Care students Belgrade - Student Clinic, entrance from the street Brothers Nedic 28, daily from 8 am to 14 pm citizens were provided with the opportunity to check their own status and do it for free, voluntary, confidential counseling and HIV testing (VCT) and very comfortable for the customers because everything is in one place and Technical Support and self-testing and the results obtained after 3 hours. For 01 December a VCT could be done in the range of 8 to 18 hours. Institute of Public Health of Belgrade, also every day from 9 am to 15 pm is providing free VCT. In celebration of the 01 December, World AIDS Day, on the Belgrade Republic Square in Central street action under the slogan "No life lost due to AIDS" joined in addition to numerous participants the Institute of Public Health of Serbia "Dr Milan Jovanovic-Batut" and the Red Cross Belgrade.

The first Annual General Meeting - Federation of Associations of patients Serbia - SUPS where Djurica Stankov was unanimously elected as a member of the Board of Directors and Vice President of the Assembly of the Association of Serbian patients. 
Testing in the the club Apartman from 23 to 02 hours was organized by the Association Duga from Sabac and Centre for the positive affirmation of life Q-Club, Belgrade, with the participation of advisors Dr. Biljana Begovic Vuksanovic from GZZJZ and they were visited by representatives of the AS Centre and SOSYEP GIZ project Serbia. At the same time testing was held in front of Amnesia club, organized by Safe Pulse of Youth SPY Belgrade in cooperation with the Association JAZAS from Belgrade.

Workshop called "Positive prevention" ,subject of was the prevention of sexually transmitted infections and HIV in transgender and transsexual people from Hestia associations that have gathered in 20 hours in the premises of AS Center Mounth 18, and then went together to visit the Centre for the promotion of positive life - Q-Club, where the opportunity for participants voluntary counseling and testing for HIV - DPST. Hero of Serbia - Gordana Mitrovic was one of the participants of the action.

The main objective of the meeting was to do a follow up of last year's visit to the President of our country, Tomislav Nikolic, where he promised a meeting with the Ministry of Justice in connection with the amendment of the Criminal Code of the Republic of Serbia, Article 250 - transmission of HIV - the virus. The issue of decriminalization of HIV and amendments to the Law was re-launched. 
The question was asked why the HIV is isolated from viruses and other infectious diseases, and it is noted that, with adequate treatment it is possible to live with HIV today and that in the western world, AIDS is now considered a chronic disease. They expressed the concern of the community of people living with HIV because the state shares a little, and the inclusion of the state is of great importance in the reduction of stigma and discrimination in society. They also discussed the problems of PCR and CD4 tests, and it was suggested that the state budget can include acquisition of resistance testing that would facilitate the combination therapy against HIV. Given that this treatment should be individually tailored to each person's needs, procurement resistance testing can greatly enhance the effectiveness of treatment. The attendees exchanged ideas and experiences on cooperation between local governments and organizations dealing with people living with HIV, end of Round 8 of the Global Fund, the current situation in Serbia and the efforts that we put together in the fight against the epidemic. Advisors to the President RS pledged to invest their efforts to organize a discussion with the Ministry of Justice, and to alter the code and to do everything in their power to organize a meeting with Momcilo Babic, director of the Health Insurance Fund. young people living with HIV and AIDS, in order to initiate the adoption of recommendations that would contribute to counseling and testing to be available to citizens who are vulnerable to HIV so as many can be counseled and tested and thereby learn about their HIV status. World Day Against AIDS

The conference noted that the Global Fund to Fight AIDS, Tuberculosis and Malaria – GFATM, Geneva, cease to fund all activities in Serbia on 1 of July 2014., a budget for next year does not provide funds for the challenges that awaits us, said the executive director of the Youth Program "Q-Club" Belgrade, Karlo Boras. The award for bravery "Ivan Radojicic" was goven by the Youth of Jazas, after the preparation of the premise, starting at 18 pm in the Gallery IBM under Branko's bridge, Montenegro 12, to individuals and institutions that have demonstrated successful activities in the field of combating stigma and discrimination and protection of rights and improvement of the status of people living with HIV. The award for bravery "Ivan Radojicic" was established in 2012, and is named after the first person in Serbia who has publicly announced his HIV positive status. Ivan with his personal example has contributed to the elimination of stigma and discrimination against people with HIV. 
Festival of solidarity `Tolerance Basket` was organized under the Awards for Courage "Jovan Radojicic" as an innovative approach to organizing young people and members of vulnerable groups in order to enable participants appropriate souvenirs to take home as a memento, and so encourage them to care about their health. In a secure and warm environment young people presented their work in a direct conversation with the visitors. 
The participants of the exhibition were the members and beneficiaries of the organization from Belgrade, " Center for Youth Integration ", "More than you," "AS Center", "Zena +" , "JAZAS" and "Nova +" from Pancevo. Children from the Day 
Center and Shelter made greeting cards for all participants and guests of the event. At the exhibition various forms of art were shown: paintings, photographs, children's drawings, sculptures, installations made of recycled materials, painted rocks, collages, Dos Buhos unique jewelry handmade recycled cups filled with 
rubber, which gives the effect of liquid glass using colorful beads and chains Clementine aromatherapy, natural cosmetics without preservatives and idle Dokon art - paintings. 
Field DPST was organized by the Association in collaboration with Prevent PHI Kikinda, Kikinda from 11 -14h. On the same day from 23 to 02 hours, Safe Pulse of Youth - SPY, Belgrade in cooperation with the Association JAZAS Belgrade, conducted a test in front of the cafe Egal. Screening of the film "All About My Mother" by Pedro Almodovar and Debate" Who is a hero?" was organized by the Club for the UN, the EU social work students, Team Youth Initiative FPN, AS Center and Youth in Debate Hall from 18 to 22 hours, where participants discussed social status of transgender and transsexual people in Serbia, as well as the need for HIV testing. At the debate spoke Djurica Stankov, CEO and representative of AS Center for Youth Empowerment of people living with HIV and AIDS, Vesna Avramovic, Associations of users of psychiatric services "HOUP" and Marija Zivkovic, program coordinator for Youth of JAZAS, Belgrade. 
During the debate, the visitors had the opportunity to get to know about the social status of persons with HIV infection or AIDS, as well as the mission, vision, goals and programs conducted by the AS Center for empowerment of young people living with HIV and AIDS. Topics covered in the debate were: HIV in Serbia - statistics, media coverage and the way in which CSOs are dealing with this problem; What about HIV is known and what not (experience versus theory) normalization of life of marginalized people, society's attitude towards them in the public and private spheres - perspective, how the state takes care of marginalized people - Medical care and treatment, employment opportunities; parallel treatment of the marginalized in the health sector and the community; Consideration of the possibility of transfer of best practices, networking and joint action. 
Field DPST was organized by Prevent in cooperation with the Roma Decade and IZJZV, Čurug from 11 to 14h. At the 
same time the action of VCT conducted in collaboration with the Institute of Public Health, Sremska Mitrovica, from 11 
-14h. Night testing was organized by the Association of Sabac Long Center and centre for the positive affirmation of life Q- Club. Testing in front of Pleasure Club was conducted by Safe Pulse of Youth SPY Belgrade in cooperation with the Association JAZAS in Belgrade from 00 to 02 hours. Central Street event - CUM for the occasion of the World Day Against AIDS was held at the Republic Square in Belgrade from 13 to 16 hours. Members of civil society organizations and representatives of institutions shared the passers condoms and pamphlets with information about the risks and prevention of HIV and other sexually-transmitted infections. Interested passers-by were able to approach any stand and ask about HIV and the consequences of the disease and to establish a dialogue with people who have HIV infection or AIDS. 
Central Street event is organized with the permission of the Municipality of Old City, Secretariat of Transportation and the Police Department Old City, Belgrade, while responsible for the implementation was AS Center for Youth Empowerment 
of people living with HIV and AIDS, Institute of Public Health of Serbia "Dr Milan Jovanovic -Batut", the Red Cross, Belgrade Youth Office, Belgrade and Old City, Youth of JAZAS, Belgrade, Association of users of psychiatric services - HOUP, Center for the Promotion of a positive life Q-club, Safe Pulse of Youth SPY, Committee for International Cooperation medical Students Association IFMSA and support of women impacted by HIV, their families and friends Women+ with with technical logistic support by SOSYEP GIZ project in Serbia. 
HIV testing for citizens of Belgrade was enabled as a voluntary, confidential, voluntary counseling and testing - VCT under the slogan "No life lost due to AIDS" organized by the Institute of Public Health, Beograd - GZZJZ and the Institute for Student Health Care - Student Clinic Belgrade. 
Solidarity coffee was organized by AS Center and Youth of JAZAS, Belgrade for the participants of central street event at 16 o'clock, at the Gallery IBM, Montenegro street 12, Belgrade and this occasion was used to record humorous videos later shown. 
The media coverage was adequate, the public was briefed and informed , and the media so contributed to the promotion of HIV prevention and tolerance towards people with HIV infection or AIDS in Serbia. Association Prevent held a public action from 11 to 14 hours that took place in Veternik, Novi Sad in the Zone without discrimination. From 19 to 00 hours the second positive humanitarian concert 
was held in collaboration with the club "The Quarter." At the same time from 19:30 to 
22 hours an art performance was organized by the Club of the artist stages, Novi Sad. 
Charity Concert "Music for Health" was held starting at 20:30 am The National
Pazova from 11-14h. 
Performers were Nenad Mihajlovic, Miodrag D. Jovanovic, Aleksandar Angelov, Ivanka RakoviÄ Krstonošić, Gordana Tomic and Vuk Zekić. The repertoire were arias from "The Marriage of Figaro", "Bala masquerade", "Othello", "The Bat," "Eugene Onegin" and the duet from the opera "Porgy and Bess" by George Gershwin. As a special guest, performed Milka Stojanovic who sang Spanish and Russian songs, with piano accompaniment by Darinka Paunovic. The narrator of the concert was professor of dramaturgy, writer, presenter and singer Maja Volk. Announcement of the event was

Members of AS Centre visited six departments of Clinic for Infectious and Tropical Diseases, Clinical Center of Serbia in Belgrade, in order to visit the patients and get to know their needs. Panel: "Protect Your Love - Save the Future" was organized starting at 14h, in the lecture hall number 3, with the aim of informing students about the prevention of sexually-transmitted infections and HIV, as well as the protection of human rights of people with HIV. The forum was organized by the Union 
of Students of Social Work, the UN Team, Team Youth Initiative, AS Center and the Faculty of 
Political Science.

Forum Theatre, beginning at 15 am, on discrimination against people with HIV in schools, performed by members of the association Altero, Faculty of Political Science, organized by the Union of Students of Social Work, the UN Team, Team Youth Initiative, Institute of Public Health, Belgrade and AS Center. A scene focuses on the specific discrimination against HIV-positive people in schools and was aimed at raising awareness about the ways of transmission of HIV infection, as well as the rights of people living with HIV. FPN students showed a high level of awareness and interest in the topics presented. The participants actively participated in the discussion, choosing and trying out constructive solutions. The whole event was conducted in a spirit of quality exchange of ideas and good energy and openness of young people to discuss and learn when it comes to delicate topics such as HIV/AIDS.

At the initiative of the AS Centre, GIZ office SoSYEP / SPPHT project in Serbia "Strengthening of structures for empowerment and participation of young people" recognized the importance of the implementation of the first Pan- European campaign "Week of HIV testing." Due to this it was possible to print 40 posters, to plan events, 80 badges were given to people who are tested for HIV, refreshments for activists and participants were organizes, transport stands, paintings, works by members of the Centre AS, brochures, condoms and payment of administrative fees for the use of public space at the Republic Square in Belgrade (December 1, 2013) of the Secretariat of Transport, Municipality and Police Department Old Town in support of the first European stocks "Week HIV testing" in Serbia. 
Thanks to the efforts of activists of AS Center and support from the implementation unit HIV Project, Ministry of Health, the Civil Initiative, the International Aid Network IAN, Youth of JAZAS, Belgrade and the Association for the Support of Women threatened with HIV, their families and friends, "Women+"; Belgrade, for participants and visitors of the activities were provided and distributed:

AS Center, the partner organizations of the civil society, institutions and activists with technical and logistical support o f GIZ SOSYEP project in Serbia have marked, starting Friday 22 and ending Friday 29 November 2013th The first Pan - European campaign called "HIV Testing Week - Talk about HIV, Get Tested for HIV'', which continued until 5 December as part of this year's celebration of 1 December, World AIDS Day. The week of HIV testing was intended to connect health centers, civil society organizations and policy makers across Europe to work together to raise awareness about HIV, to encourage people to talk openly about the usefulness of testing for HIV and to empower people at increased risk of HIV and to require the state institutions greater access to testing and treatment. The ultimate goal of the ''European HIV Testing Week'' was to raise awareness of the need to determine the HIV status in order to reduce the percentage of late detection of infection. The topic of the action "European HIV Testing week'' was testing and discussion of HIV infection, which is introduced in order to support dialogue between all partners in order to encourage vulnerable individuals and individuals to perform HIV test. European HIV Testing Week has multiple benefits for the community because in a creative way it: • encourages people who are at risk or may be at risk of HIV to be tested; • encourage health workers to offer HIV testing as part of routine care in certain circumstances and conditions (in accordance with current European guidelines); • supports and unites community organizations to increase HIV testing and exchange of lessons learned between countries; • motivates, empowers and raises awareness among politicians, individuals, social and economic stakeholders to support the initiative so that testing for HIV is developed into a routine practice in society. The week of testing is based on three main target groups to ensure that this action will achieve its goal: policy makers, health workers and civil society organizations. The evidence shows that the highest prevalence of HIV , among certain populations with increased risk for HIV, differ from country to country, but in general they include: • Young • Men who have sex with men • Intravenous drug addicts • sex workers • Migrante • prisoners On the official website of the European Initiative was also presented the Internet page of the European campaign "HIV Testing Week" in which each participant has the opportunity to make a registration or to be informed of activities and participants from other countries. For the needs of the action, "HIV Testing Week", Serbia has created a blog where the program and Facebook invitations and presentations were set up. During the presentation, we regularly updated the information and news, photos and video materials. Contribution to the action was the statement of the chief executive of AS Center, Djurica Stankov about the necessity of continuous treatment and quality of treatment of people with HIV, which was also delivered to Intelligence Agency Info Bureau.

First Pan-European action "Week of HIV testing" To take part and to be part of the first Pan-European campaign "Week of HIV testing," the executive director of the Center AS, Djuric Stankov informed the Board of Directors and the Assembly about the opportunities to be involved and proposed a meeting, to discuss activities, make an overview of the resources, and to define the needs and goals we want to achieve. Assembly session of AS Center and its staff was held on 29/09/2013. beginning at 17 am, address Svetogorska 18/8, Stari grad, Beograd. After presenting the plan, considering the opportunities for participation and discussion, it was unanimously decided and the decision of Assembly was filed under No. 230/2013 - the AS Center will join the initiative in the implementation of the first Pan-European campaign "Week of HIV testing." It was also agreed that all activities at national level will be implemented under the slogan "Who is a hero." Established team has applied for participation, which was accepted by the European Initiative. Immediately afterwards the framework plan was designed and created, so as the Info package for participants to communicate and coordinate activities, visual identity, posters, badges and procurement plan for refreshments for participants. Participants share the vision that the visibility of the first Pan-European campaign "Week of HIV testing" in Serbia is essential prerequisite for success, and for this reason they work together to inform you on a daily basis and continuously about forwarded statements, information, news, current affairs, communications, national reports and international institutions, media, businesses, foundations, civil society organizations and citizens. Also the visibility in the media and on social networks is provided because they share twiter posts, Facebook pages and links for reference, websites, youtube channel promo video and blog. The attendane is good as they called family, friends, associates, partners, public figures and government representatives to get involved and so all together contribute to raising awareness about HIV prevention. The possibility of joint action in the future was spotted, so the Belgrade Youth Office and JAZA S, Belgrade signed a Memorandum on cooperation and mutual understanding with the expressed desire that the Memorandum will get their full implementation. The overall objective of cooperation in this MoU is to contribute to improving the quality of life and social status of persons with HIV infection or AIDS through their responsible and active participation in the promotion of encouraging positive action of the community towards the discriminated social groups. Specific objectives of the signatories of the memorandum of cooperation are: -agency co-operation and participation in the process of establishing a National Day of dedicated to people who have HIV infection or AIDS and mana ging institutional cross-sectoral dialogue between the public, private and NGO sector in Serbia, which includes people who have HIV. festivals, exhibitions, concerts, Summit, tours, theme nights, study visits and exchanges, in order to affirm the civil society, inter-sectoral cooperation and participation of people living with HIV and AIDS in society; -sectoral cooperation and transparent implementation of other activities that contribute to

The main objective of the meeting was to do a follow up of last year's visit to the President of our country, Tomislav Nikolic, where he promised a meeting with the Ministry of Justice in connection with the amendment of the Criminal Code of the Republic of Serbia, Article 250 - transmission of HIV - the virus. The issue of decriminalization of HIV and amendments to the Law was re-launched. The question was asked why the HIV is isolated from viruses and other infectious diseases, and it is noted that, with adequate treatment it is possible to live with HIV today and that in the western world, AIDS is now considered a chronic disease. They expressed the concern of the community of people living with HIV because the state shares a little, and the inclusion of the state is of great importance in the reduction of stigma and discrimination in society. They also discussed the problems of PCR and CD4 tests, and it was suggested that the state budget can include acquisition of resistance testing that would facilitate the combination therapy against HIV. Given that this treatment should be individually tailored to each person's needs, procurement resistance testing can greatly enhance the effectiveness of treatment. The attendees exchanged ideas and experiences on cooperation between local governments and organizations dealing with people living with HIV, end of Round 8 of the Global Fund, the current situation in Serbia and the efforts that we put together in the fight against the epidemic.
