2. Annual Leadership Message
As supporters, volunteers, donors and alumni of Washington Youth & Government, you have many reasons to be
proud of the tremendous accomplishments of our student participants, the great work of our program staff and the
increased growth and quality of our programs.
In partnership with the Washington State Legislature, the Office of the Superintendent of Public Instruction, schools
and YMCAs statewide, we have been able to offer financial assistance to fourteen new Youth Legislature delegations
and Mock Trial teams over the past two years. We have also made great progress in reaching out to Washington stu-
dents with diverse social, economic and cultural backgrounds, and serving students east of the Cascades.
The growth in number and diversity of student participants has also increased our need for support, and our program
volunteers have met the challenge with enthusiasm. For example, over 80 families throughout Thurston County hosted Lucy Helm
students during the 62nd Youth Legislature, and 120 judges and attorney raters facilitated trials during the Mock Trial Board Chair
State Competition. We have also added eight new members to our volunteer Board of Directors, making it the largest,
and most engaged Board in program history. Despite the challenging economic climate, thanks to your steadfast sup-
port, we successfully met our annual fundraising goal this year. We owe all our supporters a debt of gratitude.
Student delegates to the 62nd Youth Legislature continued the program’s legacy of innovation and creative thinking
as they successfully implemented their own trial run of a Rank Choice Voting (RCV) election system. The RCV was
conducted along with the standard election process, giving delegates the opportunity to compare the two side by side.
Our student delegates to the Conference on National Affairs were once again recognized as a premier delegation and
several students received recognition for their outstanding bills and debating skills.
This year, 651 students across the state took on the roles of attorneys and witnesses in a fascinating case involving the
role of teachers in preventing student violence in schools. Our four highest rated mock trial teams represented us ex-
ceptionally well again in two national competitions. We also partnered with the Washington State Bar Association to
present Rick Nagel, former teacher/coach of Franklin High School’s Mock Trial team, with the Flame of Democracy
Award, recognizing his contributions to our state’s national reputation for excellence in mock trial programming.
Many of our Board members have a deep commitment to Youth & Government because they themselves participated
in Mock Trial or Youth Leg as high school students. One of our newest board members, Joe Jenkins (2005 Youth Gov-
ernor), is spearheading our efforts to increase our outreach to program alumni. We recently held our first “alumni
social” in Seattle, and we have created a Facebook page to connect with our program alums. Look for more alumni
events soon!

10. YMCA Mock Trial DISTRICT
When I first tried out for Mock Trial as a freshman, I had no idea
what I was getting myself into. I had a vague understanding of what CONVENERS
Mock Trial was and I was interested, but mostly I just wanted to get
out of study hall. After the first week, however, I began to realize that Honorable Robert Lewis,
Mock Trial would be more than the average extracurricular activity. Mock Trial Program Chair
Three years later, I can say that Mock Trial has easily been the Clark County
highlight of my high school career. ~

In Mock Trial, I have found something that I am passionate about. I Honorable Martha Gross &
know from talking to Mock Trial participants from all over the state Honorable Leon Henley
and all over the nation that I am not alone. It is this ability to inspire Whatcom County
passion that makes Mock Trial what it is. Whether it is a passion ~
for law, a passion for acting, or maybe just a passion for argument, Honorable Linda Krese,
you would be hard pressed to find a student in Mock Trial who isn’t Snohomish County
passionate about something. It is this passion that makes the Mock ~
Trial world so real. Without it, we would just be a bunch of kids Honorable William Downing,

Democracy Award to The Honorable Robert J. Bryan American Inn of Court partnered with YMCA Mock Trial again
Rick Nagel increased this year to offer a $1,000 college scholarship to a graduating senior who exemplifies the values of
participation at the professionalism, ethics, civility, legal skills, and understanding of the YMCA core values – honesty,
Awards Breakfast and respect, responsibility and caring. This year’s award recipient was Allen Nguyen from Fort Vancouver
honored a long-time Mock High School.

BILL TITLE Over the past three years, Youth & Government has helped my growth more
than any other activity I have been involved in. Starting my freshman year in the
CSB 03 Grocery Bag Tax Cherberg Senate, I was a shy 9th grader lacking in not only public speaking skills,
CSB 07 Time Limits for Relinquishing Adoption but also confidence. I grew very nervous when asked to propone my bill and never

When I arrived at CONA I did not know what to expect and was extremely
nervous. At first I wasn’t sure I wanted to take on the role of Commit-
tee Clerk, but the experience gave me confidence that would propel me
through the rest of the conference. My chair was extremely nice, it was
great to make a friend so fast.
Presenting my proposal was scary, but very worth it. I ended up being CONA delegates enjoyed a trip to the American Museum of Sci-

shy and didn’t debate much, but I listened very attentively. Arguments
were very interesting and I absolutely loved watching all of the debate and hearing differ-
ent views. I was astounded by the high level of speaking skills the delegates demonstrated
as well as their passion regarding the issues.
I enjoyed listening to the closing speeches made by the presiding officers and hearing how
the conference had affected each of their lives. It was then, and during the final closing
ceremony, I realized what an impact this experience has had on my life.

This summer, six students from the Washington Youth & Government Program represented our state
Douglas Duncan at the 42nd Annual YMCA Youth Conference on National Affairs at the Blue Ridge Assembly in Black
Washington State Mountain, NC. Students wrote proposals on issues ranging from a nation wide mandate of electronic
Delegate medical records to a complete ban on federal bailouts to private sector companies. Washington held
its long standing tradition of receiving recognition as one of the conference’s Outstanding Delegations
and individual delegates also received honors during closing ceremonies. For the first time in
conference history a Washington State alumnus, Alex Mech, served as one of the six Presiding Officers.
