Sub:- CMRO-O/o CCLA,T.S.,Hyderabad-Certain Instruction Issuance ofLEC cardsto the
real enjoyers on agriculture lands and Development of LEC module in Web land -
enabled the printing option ofLEC Certificate in Mee Seva Centres-Regarding.

Attention is invited to the subject and references cited and in continuation to the instructions
issued earlier vide reference 2"^^ and 3rdcited,itisto inform that,the Loan Eligibility Cards(LEC)should
be givento onlytenantfarmers who are actuallycultivatingtheland and whoare notrecorded as Owner,
Enjoyer and Ownercum Enjoyerin the Revenue Land Records.
It is further informed that, as per the instruction of the CCLA the NIC has developed
software for the receipt ofapplications,andscrutiny ofthe application and approval ofthe LEC bythe
DeputyTahsildar in the following processin Webland.
1. The applicationsfor LEC cardsshall be received through MeeSeva Kiosks.
2. Once the LEC applications received in MeeSeva, the requests shall be electronically
forwarded to the concerned DeputyTahsildarlogin ofWebland forfurther process.
3. The Deputy Tahsildar shall electronically forward the Applications to the Revenue Inspector
concerned to conductenquiry on Land,Ownership and Tenantfarmer details.
4. The Revenue Inspector shall electronically forward the requests to the concerned VRO for
field inspection.
5. After field verification,the VRO shall forward the application to the Revenue Inspector with
by uploading the Inspection report.
6. The Revenue Inspector shall verifythe inspection reportsubmitted by the VRO and forward
to the DeputyTahsildar with his/her recommendations.
7. Based on the enquiry report,the Deputy Tahsildarshall Approve/Rejectthe LEC application
forthe applied extent.
8. On Approval of the request in Deputy Tahsildar login, Loan Eligibility Certificate shall be
generated in the Webland and same shall be sent to MeeSeva through web service for
printing the LEC certificate on MeeSevasecured stationary.
9. The extent approved under LEC should be subtracted from the total extent ofthat particular
Sy.No and the LEC extentshall beshown separatelyin the pahani.
10.The balance extent after excluding the LEC extent must be shown under the enjoyment of
Pattadar in Pahani and the same extent shall be visible to all the bankers in Loan charge
module for availing the loans bythe owner.
It is further informed that, the online verification module for the applications received under
LEC is enabled in TLRMS Website(Web land)in Deputy Tahsildar(DT)Login and the Login Ids for all the
Deputy Tahsildars in the State have been created and communicated to all the(10). And all the District
