17. Tourism Strategies
Vision
“keep the Luang Prabang World Heritage Site in a
sustainably developed manner as well as to promote local
culture, protect the environment and natural diversity, to
develop Luang Prabang as a tourism destination, to
enhance the growth of the provincial economy
continuously, to enhance income generation for local
people, and to bring civilization into the society”.
18. Provincial authorities place importance on
tourism sector
Rich in cultural, natural and historical
resources based on more than 1200- year
history
Already well-known, not for a few existing
tourism resources
Very few restrictions against foreign and
domestic investment
Existence of an international airport.
SWOT Analysis for Tourism Development
19. Personnel in the tourism sector are insufficient in
terms of both quantity and quality
Insufficient budget for tourism development
Institutional improvement has not caught up with
social change
Insufficient marketing and promotion especially in
private sector
Insufficient development of access roads to
destinations
Service level has not reached the international
standard yet. since most of the business services
are family-owned businesses and they lack
experience in business operation
20. The Party leaders are for tourism development in socio
economic plan
International airport is improved in craft model and
network.
The well-known name as a World Heritage Site for culture
and heritage is the selling point for Luang Prabang tourism,
as well as its natural beauty. The infrastructure, particularly
transportation has been developed and upgraded to a
higher standard in order to facilitate tourism development
and promotion.
Cooperation with neighboring countries in tourism sector.
FDI accelerated by ASEAN economic cooperation
21. Laws and regulations regarding World Heritage are not
observed enough
Rapid growth in the tourism sector resulting in higher
socioeconomic growth may affect the change in culture
and livelihood of Lao people directly.
The fluctuation of the oil price on the world market has
tended to increase.
Events in foreign countries, unrest in our neighboring
countries, and natural disasters are more likely to affect
the tourism sector
Economic aggression incurred by ASEAN Economic
cooperation due to insufficiency in qualifies human
resource
Vulnerability of basic infrastructure
