2. SUMMARY
 Staff will present a report on the existing 2:00
a.m. to 5:00 a.m. on-street parking restriction
 Intended purpose for restricted parking
 Temporary and long term parking permits
 Historical data for years 2014, 2016 and 2022
 Public input

3. BACKGROUND
 First enacted by Ordinance No. 80 on June 11, 1956
 Established absolute no on-street parking
 To dissuade vandalism, apprehension of vandals,
prevent traffic hazards
 Amended by Ordinance No. 96 (1956), Ordinance
No. 1245 (1990) and Ordinance No. 2049 (2016)

 Create or enhance a permit parking program
 Identify types of vehicles and property
prohibited
 Current permit types
 Overnight up to three days;
 Overnight parking up to thirty days;
 Special needs permits

 Demonstrates a continuing need for on-street
parking
 Enforcement contingent on officer availability
 Contributing factor to negating incidents of
vandalism and vehicle burglary
 Assists large fire department emergency
response vehicles

 Parking congestion on narrow streets
 Detraction from the desired ambiance

 Ordinance archaic, not considerate to current
needs
 Families on smaller lots with limited driveway
space
 Number of vehicles exceeding parking capacity
 Multi-family areas – resident drivers exceed
on-property parking availability

9. DISCUSSION / DIRECTION
 Fire and Police Chief have no recommendations for
change
 Positive for crime prevention, public safety and
emergency response
 Provides for large fire apparatus and EMS access
during critical hours when people are sleeping
 Dissuades street for storage of boats, trailers, vehicles
and personal property and large storage containers
