2. SUMMARY
 Update on Council & public feedback for water
restriction strategies provided at August meetings
 Incorporate Stage 5 into Code
 Enhance enforcement – 2 warnings & then citation on 3rd
violation
 Revise groundwater use surcharge fee
 Raise qualifying threshold to 2,301 cf/month (top 15-
30% of users)
 Recalculate surcharge fee to begin at threshold

3. BACKGROUND
 Since 2011, 2023 had highest consumption from
January to August (2.4% higher than 2022)
 August 2023 highest usage month
 If no change, 2023 pumping projections 2,015 to
2,190 AF, or 13% to 23% more than allotment
 Revised Edward Aquifer Authority (EAA) allotment of
1,788 AF
 Per conversations with EAA, estimated penalties
$60,000 to $110,000

4. GROUNDWATER USE REDUCTION STRATEGIES
 Incorporate Stage 5 into code – reflected in
pending ordinance
 Stricter enforcement for water violations –
currently in ordinance & implemented
 2 warnings & citation on 3rd violation
 Revise groundwater use surcharge fee’s threshold
& recalculate – submitted for consideration
