SUMMARY
Staff report on the status of the water and wastewater rate study and meter assessment study
conducted by Willdan Financial Services.
BACKGROUND
In October 2018, Willdan Financial Services conducted a 10-year water and wastewater rate study.
The study included water and wastewater rate comparisons with other cities in the area. The rate
study recommended rates be increased each year for 10 years in order to make needed capital
improvements to the utility system to maintain efficient operations. On October 22, 2018, Council
approved Ordinance 2113 to adopt rate increases for three years in March 2019, March 2020 and
March 2021.
On February 13, 2023, City Council authorized Willdan Financial to conduct a comprehensive rate
study to properly assess current operations, operating costs, rates by each customer class and
evaluate what capital expenditures are needed for the next 10 years. In addition to the rate study,
Willdan was selected to conduct a water meter assessment to compare existing infrastructure with
current systems in the market to identify gaps in operational capabilities, efficiencies, cost savings,
and potential revenue.
Staff report will provide the status of the rate study and meter assessment and provide a timeline
for reviewing the results.
