May 16, 2023
A special meeting of the City Council of the City of Alamo Heights, Texas was held at
the Council Chambers, located at 6116 Broadway, San Antonio, Texas, at 9:30 a.m. on Tuesday,
May 16, 2023. A teleconference was held via Zoom; staff and meeting attendees were welcomed
in the Council Chamber.
Present and composing a quorum were:

ORDINANCE NO. 2204
ORDINANCE CANVASSING ELECTION RETURNS AND
DECLARING THE RESULTS OF THE MAY 6, 2023,
GENERAL ELECTION TO ELECT A MAYOR AND TWO
COUNCIL MEMBERS FOR PLACES 1 AND 2 FOR A
TWO-YEAR TERM; AND DECLARING THE RESULTS
OF SAID ELECTION IN THE CITY OF ALAMO
HEIGHTS, TEXAS; AND SETTING AN EFFECTIVE
DATE.
City Secretary Elsa T. Robles presented the official results of the general election held on
May 6, 2023. Ms. Robles reported the City of Alamo Heights held a general election to elect a
Mayor and Councilmembers, Place 1 and 2 for two-year terms. The Mayor and Councilmember,

Place 1 seats were unopposed; however, Councilmember, Place 2 was contested. Voters were
able to cast a vote for each seat on the ballot.
Ms. Robles announced there were a total of 3,401 votes cast. She reviewed the total votes
for each candidate by City Precincts – 3020, 3025, and 3026.

Ms. Robles reiterated the election returns show 3,401 votes were cast. The number of
ballots was 1,289, which is equivalent to 23% of the 5,709 registered voters who voted in this
election. She noted there were 315 undervotes that represented citizens who may have voted for
the AHISD election, but did not vote for the City’s election. The results confirm, voters elected
Mr. Karl P. Baker as Councilmember, Place 2.

Ms. Robles cited Election Code 67.002 which mandates a canvass of the election results
to make them official. As the local governing authority, Council would need to make a motion to
canvass the results.
Before Council made their motion, Mayor Rosenthal thanked the citizens who voted
during the general election.
Ms. Robles also took the opportunity to congratulate the newly elected city officials. She
thanked Council and all the departments who helped make election day a success.
Councilmember Lynda Billa Burke moved to approve Ordinance No. 2204 canvassing
the May 6, 2023 General Election returns and results. The motion was seconded by Mayor Pro
Tem Lawson Jessee and passed by 2-0 vote.
