2. SUMMARY
 Residents’ concern for vehicle speeds and a
school bus stop
 Residents desire a safer neighborhood
environment for pre-teen children
 Ordinance to change an existing two-way stop
intersection to a four-way stop intersection

3. BACKGROUND
 West Castano Avenue
 29’ width, 100% residential, front drive-
ways, no sidewalks, unobstructed corner
vision
 Nacogdoches Road
 29’ width, 100% residential, side driveways,
no sidewalks, unobstructed corner vision

4. BACKGROUND
 200-300 block West Castano Avenue, 24 hour
traffic report
 476 vehicles
 82 vehicles exceeding the 25 mph speed limit
(17.2%)
 Nacogdoches Road
 465 vehicles (no speed report)

5. BACKGROUND
 Peak traffic periods – Officers’ observations
 majority of vehicles traveling at or less than
25 mph on West Castano Avenue
 some vehicles fail to stop for the stop sign
posted on Nacogdoches Road
 school bus loading/unloading – 1-2 min.

6. BACKGROUND
 Common concern of residents are vehicle speeds,
driver behaviors and child safety
 Traffic control devices may be warranted where
traffic enforcement efforts fail or special
circumstances exist
 Only bus stop between Tuxedo Avenue and
Alamo Heights Blvd.

7. BACKGROUND
 Traffic volume diversions impacts on other
street are considered
 All streets intersecting Nacogdoches Road
between Tuxedo Avenue and Alamo Heights
Blvd. have all-way stop intersections except at
West Castano and College Blvd.

10. BACKGROUND
 No adverse impact on adjacent streets is
anticipated

11. PROPOSAL
 An Ordinance to change the existing two-way
stop intersection on Nacogdoches Road and
West Castano Avenue to an all way stop

12. POLICY ANALYSIS
 The proposed Ordinance to create an all-way
stop intersection is allowed in provisions of the
Texas Transportation Code and Section 18-98
“Stop Intersections” of the City Code

13. FISCAL IMPACT
 Limited to the cost of cement and labor to
install two stop signs

14. COORDINATION
 Letters to all addresses in the 200 and 300
blocks of West Castano
 The City Manager has reviewed the proposal
and the City Attorney prepared the proposed
Ordinance
 The Ordinance will be published in the San
Antonio Express News and posted on the COAH
website

15. COORDINATION
 Public works will install the sign poles and
signs
 Corner lot property owners were contacted
and do not oppose the proposed signage
locations
