Introduction



Incident Management is a dynamic process from the moment the Incident is
detected until the moment the normal traffic flow has been restored,
The handling process is separated in different phases and processes each
with clearly specified time ranges.
However, each Incident is unique; the template is useful, but how much time
will it take in reality and how to act ….

IM-operator

An Operator simultaneously handles different Incidents. For each
incident he/she:





“Logs” the incident and processes the data
Selects and interacts with the necessary human resources
Handles the necessary measures (VMS, Ramp-metering etc.)
Interacts with involved [external] organizations and people
Problems:



No IM tools available; it is mainly a “between-the-ears” process
Complex incidents need full attention and [speech] interaction with other
[emergency] centers,
Data and Handling quality decreases when number and complexity of
incidents increase; IM becomes a post-active process…

Data problem




Most of the needed IM-data is “manually” entered in registration
systems of the different involved organizations,
Because of the syntactical and/or semantically differences the same
data-items cannot be exchanged between the organizations,
This heterogeneity makes it impossible to create a “single”
operational view of the Incident; every organization has its own
representation of the reality!
Problems to solve:




Non-intrusive access to data suppliers
Homogenize the data
Validate the data [Quality!]
Make the homogenized data available data for further processing

Decision Support System (DSS)





A DSS within the Incident Management context is a computer-based
information system that supports an Operator in decision-making
during the handling of one or more Incidents,
Such a system should be able to handle all available data in realtime and check them against specific rules,
The system should be able to calculate Incident handling time in
real-time
The system should be able to provide “advices”, and take necessary
[pre-defined] actions when needed,
The business rules should be dynamically adaptable
Xpose provides the basis for such a DSS!

Platform

Xpose is an extensible data processing
and distribution platform for fast
development of ITS applications,

The platform is fully integrated with an
object oriented rule engine, which
provides real time decision support ,

The available IM-application provides an
near real-time user interface for the
registration of all relevant Incident data.

The rule engine has full access to all
[dynamic data] and “reasoning” can be
started dynamically or at specific time
intervals,

Implementation





Every [Traffic] Incident has more or less impact on the traffic-flow,
depending on the type and scope.
An Accident, Broken down Vehicle, Lost Cargo are different Types of
Incidents, sometimes also defined as a Process .
Every type has a constant Minimum Handling Time
The Incident Scope depends on the [sometimes changing]
circumstances such as the location, possible injuries, infrastructural
restriction, weather conditions etc.
Every change in the circumstances must be considered to be able to
calculate the Estimated Handling Time and Estimated End Time
and create a set of Advices.
Result  Pro-active Incident Management!

Implementation



Additional import/export module for data-exchange with other
organizations and pre-defined actions (SOAP & Restful web-services),
DSS is available as an additional Xpose-module
Operator advice fully integrated with the User-interface
