This approach resulted in the some good things – like Stanley Park…

And some very bad things like waterfront freeways and public housing projects that have since been demolished…

[object Object],A typology of eight levels of participation may help in analysis of this confused issue. For illustrative purposes the eight types are arranged in a ladder pattern with each rung corresponding to the extent of citizens' power in deter-mining the end product. (See Figure 2.) Figure 2.
