More than 20 years of experience working every facet of the life-cycle development process for
proprietary and military programs for satellite, military aircraft, commercial airplane, unmanned air
vehicles (UAV), and defense systems. I have worked in finance, configuration management, and

validation, and analysis, systems integration, spacecraft integration and test, airworthiness

Airborne Early Warning and Control (AEW&C) (Australia, Korea, Turkey, and UAE)
Provided surge support as facilitator for assignment and closure of FAA and EASA agency action
items for the 787-9 Airplane Type Certification (ATC) development assurance assessments. Work
with the requirements group to ensure verification and validation activities including requirement
traces and allocations were correct, writing analysis for many of the requirements that could not be
tested. Provided requirements support to disciplines including avionics, mechanical systems, flight
controls, hydraulics, electrical subsystems, propulsion, fuels, loads, stress, landing gear, and
environmental controls. Completed a verification and a requirements maturity model (VMM and
RMM), compiled a comprehensive set of lessons learned for a systemic issue dealing with
moisture control across several derivative models of Boeing airplanes that were used in a design
document with recommended corrective action scenarios. Closed dozens of problem reports that
had been open almost 12 months by acting as a technical liaison between Airplane Level
Integration Teams and Systems Engineering.
Developed end-to-end architectural design of the AEW&C aircraft and ground segments.
This design was used to support an exercise in Darwin, Australia that was an integral part
of the verification and validation of operational and mission capabilities for the AEW&C
program for the Commonwealth of Australia. This design was used to link ground support
segments with the aircraft and airborne mission systems. The architecture provided the
Australian customer a well-defined view of the functionality between segment interfaces
that was previously ill-defined or completely undefined.
Provided support to technical proposal for United Arab Emirates (UAE):

Developed risk mitigation plan for all proposal and contract risks
OrbComm Generation 2 System (OG-2) - (Commercial Satellite)
Argon ST (a wholly owned subsidiary of Boeing) in San Diego, CA (Built the spacecraft payload)
Argon had very little experience in satellite development and needed help across many
technical domains. I helped develop a software test team to verify every aspect of the satellite
life cycle including command and control, link analysis, RF and T0 communication paths, state
of health, payload to bus bi-directional communications, and launch and early orbit testing.
Boeing Support to Sierra Nevada Corp (SNC) in Louisville, CO (Built the spacecraft bus)
When SNC was ready to mate the payload to their bus I was sent to serve as the on-site
technical representative to provide support for payload to bus, hardware, and software
integration at their facility.
A-160 Hummingbird Helicopter- (Unmanned Aerial Vehicle)
Support ground and flight testing in Victorville, CA to develop airworthiness certification
criteria for FAA and Military. Developed requirements for aircraft flight and ground station
controls to accommodate multiple mission scenarios in theater.
Family of Advanced Beyond Line of Sight Terminals (Fab-T) (Ground System) Developed and
maintained the program analysis plan. This CDRL document included the waveform link budgets
for G/T, equivalent isotropically radiated power (EIRP), implementation losses, antenna tracking
accuracies, oscillator stabilities, uplink and downlink acquisition capabilities, processor, bus, and
memory utilizations, reliability MTBCF, fault isolation and fault detection.
GPS-III Space Segment Risk Reduction and Proposal Preparation
Responsible for the space to ground interfaces and the development of the interface
control documents that captured the technical details of the interfaces. Supported the
development of the link budget designs for Space – Ground Link System (SGLS) and
Unified S - Band (USB) RF uplink and downlinks and UHF and digital directional cross
links for the current GPS Operational Control Segment (OCS) and the next generation
advanced ground antenna (OCX) ground system architectures.
RF and Optical Communications Systems Engineer (Proprietary)
Led a small Integrated Product Team (IPT) responsible for the design and implementation
of an RF and terrestrial communications architecture that was seamlessly integrated into a
large systems level design. This design had very stringent requirements for bit error rates,
latencies, side lobes, and polarizations without impeding the ability to operate over a wide
range of data rates and frequencies with a small aperture and very low RF output power.
Network Architect and Planner (Qwest Gov’t Systems) (Proprietary)
Technologist charged with evaluation, design, and implementation of a wide area network
solution for U.S. Government customers.
This network included two OC-192 three-ring SONET architectures. The design effort
included the engineering of equipment, fiber, and related distribution equipment.
