Meeting was called to order at 11:18 a.m. by 1" Vice President Charles Hampton and open with prayer by
Rev. Eugene Biyant. A motion was made to adopt the agenda and the meeting went as followed with Mr.
Hampton presiding and Mr. Johnson joined in.
Roll Call: Sign in Sheet
Reading of the minutes: The Minutes was read by attending members with a motion to adopt the
minutes by Richard Coleman and second by Rev. Eugene Br'ant.
Communications:
• ACT-SO Competition will be held on March 12, 2016 at F. D. Music Hall on Jackson State
Campus
• The Mississippi Veterans of the Civil Rights Movement annual conference will be March 30 -
April 2, 2016 on the campus of Tougaloo College
The Report of Officers:
Treasurer Report:
• The report was giving by Assistance Treasure Chris Taylor. There was a question by Mr. Evans
Doss who wanted to know why there is so much money in Voter Empowerment Funds? Chris
stated there will be an answer at the next state meeting. There was a motion to accept the report as
is by Rev. James and second by Rev. Br}'ant.
Curly Clark:
• Report on the Flag Issue calling for the removal of the State Flag.
• The report was moved for adoption by Rev. Bn,'ant and second by Mr. Wiley.

• Mr. Hampton suggested that Branches review their complaints and provide an update.
• Mrs. Character, President of Brookhaven Branch gave a written report complaint the branch
worked on to Mr. Hampton.

• Curly Clark started a membership campaign. The goal is to increase the overall state membership
by 10 percent.
• A print out of the goals for each branch was passed out.
• The report was moved for adoption by Mrs. Character and second by Mr. Wiley
Political Action:
• There was a reminder about this year upcoming branch election.
• There was also a reminder of this year state and federal elections.
• The report was moved for adoption by Mr. Clark and second by Mrs. Character.
Education:
• A Federal Education Reform Webinar was schedule for February 25, everj'one was encouraged to
register.
• There was a report on the consolidation of more public school districts. Most of the consolidation
is within the predominately African-American school district.
• The report was moved for adoption by Mr. Hampton and second by Rev. James.
State Conference Planning:
• Met with President Johnson and several names were suggested for speakers. Letters wdll be mail
out to potential speakers.
• Travel to Natchez (state convention hosting branch) for a site visit.
• The report was moved for adoption by Mrs. Character and second by Mr. Coleman.
ACT-SO:
• ACT-SO competition will be held Mach 12, 2016 at JSU Music Hall
• hi need of volunteers and judges
• Will be soliciting donations and having fundraisers to assist with ACT-SO gold winners travel
expense to the National Competition.
• The report was moved for adoption by Mr. Hampton and second by Mr. Coleman.
Health:
• Reported there are small grants available around shared use agreements
• There are also some opportunities for school to received grants through the State Health
Department.
• There is a Committee Bill deadline coming up with ties to Medicare, SNAP and TANF. The bill
will hurt people receiving state benefits. Over 80, 000 people will be affected by bill.
• The report was moved for adoption by Mr. Clark and second by Mr. Coleman.

• WIN chair asked for all WfN members to meet with her.
• She also asked for her with the Mother of the Year planning.
Old Business:
• There has not been a press conference held on behalf of Ms. Lottie Woods in Franklin County.
• Will look into setting up a meeting with Magnolia Power to discuss the refusal to turn on power
at Ms. Woods's house.
New Business:
• Branches year-end Financial Report due in March.
• Members need to be in good standing by April 1, in order to run for branch office.
It was moved that we adjourn the meeting, second with all were in agreement. The meeting was
adjourned at 1:18 p.m. A closing prayer was giving by Rev. James. Next meeting scheduled for March 19,
2016 at Mt. Nebo Church.

ACT-SO Students Prepare for Nationals in Cincinnati, Ohio
Jackson, Mississippi, March 19, 2016- 6 students from Central Mississippi are heading to the
Queen City for their chance to compete in the National ACT-SO Competition July 14-17, 2016
during the National NAACP Convention. Two Jackson Public School students, two Piney Woods
students, and 2 students from Hattiesburg High School are packing their bags for Cincinnati, Ohio
in hopes of bringingthe national title home. See all of the winners in the Mississippi NAACP ACT-
SO Competition, held March 12, 2016, below:

artistic and scientific excellence, and showcase their talents in state and national competitions.
Mississippi brought two national medals home in 2015 (Alton Chambers, Murrah High - Bronze
in Chemistry/Biochemistry and Lamesha Manning, South Pike High - Silver in Drawing).
