4. 1. Develop a mission statement
It involves establishing strong group consensus about the
unique purposes of the educational institution and its place
in the community that it serves.
The mission statement must therefore be developed
through discussion among the various constituencies that
make up the school community.
The educational vision of the school is derived from the
mission statement. It is often a concise summary of the
mission or hoe you expect your mission to play out for the
future
5. 2. Develop A Set Of Institutional Goals
The institution should next develop a set of goals that it
deems appropriate in the accomplishment of its mission.
Goals are more specific and give direction to the action
that needs to take place to achieve them.
An example of a goal would be “to provide an education
that addresses all dimensions of a student’s character,
mental, psychological, physical and spiritual.
6. 3. Develop A Learning Outcomes Statements
This process including transitional outcomes, should include the
outcomes of the students must achieve in order to meet the
institutional goals and progress from one level to the next.
An example of a typical outcome statement might be “upon
completing the American history course, the students will have
the ability to research a topic on history, analyze its causes,
effects and determine its implications for the future.
The current emphasis on the Outcomes-Based Education (OBE),
authentic assessment and portfolio assessment focuses quite
heavily on this step in the planning process.
7. 4. Describe Commencement Requirements
The logical next step to developing outcome statements
is to establish a set of criteria that will be used to
determine achievement of student learning outcomes
that are required for graduation.
In other words, the number of outcomes and the degree
to which the outcomes must be mastered in order to
receive the culminating credential of the institution.
8. 5. Develop Planned Course
The essence of the conversion from a class time-based
system to a student learning outcomes-based system is
the revision of all academic courses to reflect student
learning outcome statements.
The course should be developed to include a number of
the learning outcomes determined earlier. Courses
should be developed until all learning outcomes have
been incorporated into at least one of the courses.
9. 6. Plan and Conduct a Comprehensive Needs
Analysis
The needs analysis is a crucial part of the strategic planning
process. It must involve a comprehensive identification of both
internal and external strengths and weaknesses and include an
analysis of instructional practices.
The process should rely on quantitative data whenever possible.
It should involve all stakeholders groups within the local
community, giving each opportunity to provide both hard data
and informed opinion.
The result of the needs analysis should be the main tool in
developing priority goal areas for action planning.
10. 7. Develop a List of Priorities for Action
Planning
Priorities are identified by a process that applies the
information accumulated during the needs analysis to the list
of general institutional goals identified earlier.
Those goals that show need for development action are
prioritized on the basis of their relationship to the identified
mission and on the severity of the need.
One or more action plans are developed for each of the
priorities.
11. 8. Develop Specific Action Plans
The action plans identify the specific actions to be taken
to meet the identified priority needs. Action plans should
include:
a) Objectives
b) Major strategies to be completed
c) Projected timelines or completion date
d) The person or group responsible
e) Estimated cost, if any
f) Evaluation or assessment questions
12. 9. Develop an Assessment Plan
The assessment plan ascertains the degree to which the student
learning outcomes are achieved. The assessment plan should
include the following:
a) The general purpose of the assessment.
b) A description of the process to be used to develop and analyze
portfolios of student work, including variety of strategies.
c) A description of assessment procedures to be used.
d) A description of how assessment results will be.
e) A description o how the school will assist students who have not
demonstrated mastery of the outcomes.
f) A description of the process for notifying the public of assessment
results.
13. 10. Prepare a Professional Development
Plan
The final step in the academic planning process is to
prepare a professional development plan to train and
prepare the staff to implement the plans. This step is
especially important if new and innovative approaches
are required to implement the strategic plans.
