6/8/2010 The REPSOND group of global engineers and associated companies and equipment suppliers have worked around the clock since the HORIZON explosion and sinking.     At day 15,  after our engineering was completed, we attempted to approach BP, without success…hundreds of hours have been spent calling equipment supply companies globally to formulate our proposed offshore barge processing operation…. On day 20, our presentation was sent to the White House staff…we heard nothing back…. On day 25,  our proposal was sent to the following agencies listed below and to date, we have not been contacted by no one…..?   All we asked for …was to allow us to present our presentation…. Ken Salazar –Secretary of the Interior Janet Napolitano- Homeland Security Director Lisa Jackson- EPA Director Admiral Thad Allen- USCG  BP- OLG group heading up the ground team in Louisiana  /  Mr. John Lang Gov. 6/8/2010 6/8/2010 6/8/2010 6/8/2010 Gulf Oil Spill This  picture clearly shows the extent of the density of the light oil being released in the Gulf Horizon spill.   Oil concentration of 10,000 PPM to well over 50,000 PPM are laying at the surfaces.     Recent documentation of sub surfaces show dispersants being used are breaking down the heavy oil sludge into smaller droplet stage, which is floating below the surface,  between thermo layers.  Dive trips documented & showed extremely heavy contamination below 50 ft. to the surface.   This information tells us, that aerations will be necessary in the skimming operations to  bring the droplets to surface for collection.   Oil collection for processing will be even more difficult.  Present skimming operations are working, yet ineffective, and sub surface oil will again rise to the surface over time. RESPOND will be capable of treating this skimmed oil onsite, process it, and release clean water back to the Gulf under 10 PPM   Our recycling operations would greatly reduce the massive travel time from collection to the land based processing centers. RESPOND will be capable of treating the extreme heavy oil sludge, seen  floating, with chopper pumps & hydrocyclones, then continuing it down line and breaking it down, super-coagulating oil into smaller droplet stage, and remove all oil content well below EPA standards. 6/8/2010 Pictured here is what is floating to the surface,  these Oil clumps are formed by natural motion and waves of the ocean, as microscopic materials collect on it.    What we don’t see is what is under this material. BP has been spraying dispersants on to this material to break it apart, and to make it sink to deep water.   Once this is done,  the oil floats in the thermo layers from 100 ft depth to the surface.   This oil will continue to rise over time,  and is releasing benzene and toluene by products, which is the slicks that are reported  ever where…. Over 50 Million Barrels of oil have been released so far, and with the indication that BP will not be able to stop the flow until late August, or September .    New estimates put the flow at 25-40,000 barrels per day,          	or 1.5 million gallons per day plus…..    In the next 60 days, if left uncapped, will release another 80 MILLION  Barrels + into the Gulf of Mexico 6/8/2010
6/8/2010 Dispersants presently being used by BP in the Gulf,  to disperse oil content on the surface, has now been clearly shown and documented to break up the oil and send it deeper into the Gulf water.   Recent dive trips documented by the University of Florida, have shown this oil to be from 100 ft to the surface.   Without proper aeration technique's being  incorporated in skimming operations,  oil will continue to rise to the surface in time, thus making it almost impossible to collect .  This oil will continue to rise over time, and without proper aeration bubbler’s being used,  this oil will stay in the thermo layers of the Gulf water,  and continue to contaminate fish and turtles, dolphins and aquatic life  for years to come.     The US-EPA has  now  directed BP to stop using these dispersants…..yet BP …is still dumping hundreds of thousands of gallon on the spill by airplanes daily….. 6/8/2010 The EOH2O process is referred to by academic publications and various industrial journals as 'electrolytic oxidation', 'electro-catalytic precipitation' and 'hydroxyl radical generators'. All three are correct, though limiting in their explanation. Standard electrolytic oxidation processes are either voltage limited or current limited. Meaning that they may apply high levels of DC voltage at low current (amperage) output, or the opposite - applying high current to the wastewater at low voltages (normally where the water under treatment is highly conductive). The EOH2O process applies both - higher voltage with higher current - which is more effective, faster, and cost efficient. This allows the EOH2O process to be used on a much wider range of wastewater and freshwater types - from distilled water for calcium reduction - to swine manure for nitrogen and phosphate reduction. Because of the unique electrode material and spacing utilized by Aquatic Technologies , the EOH2O process is able to handle larger flow rates and total volumes (systems can operate at 5 to 300gpm per electrode) allowing smaller equipment space requirements while handling larger flow rates - such as those typical of municipal water systems.     RESPOND-AQT has engineered our offshore barge processing  operation that incorporates The EOH2O separation technology to separate all (99.9%) hydrocarbon material related to the Gulf Spill.    Our barge processing system will be capable of  taking on existing skimming operations collected water  and oil,  and recycle and process 3-4 Million gallons per day.  This will expedite cleanup operations 10 fold, and not only in the Gulf waters,  but  near  shorelines and beaches. 6/8/2010 The Horizon accident has dumped over 50 million barrels into the Gulf of Mexico to date.  New efforts to stop the leak seem bleak. The “White House” is calling it the largest ecological disaster in American History……    New information  released, state estimates in excess of 25-40,000 barrels + per day,  that’s over a million gallons of oil per day gushing into the Gulf of Mexico… To date,  there is no such offshore processing equipment built , (Globally)  such as RESPOND engineers have designed, engineered, and proposing to deploy into operation as soon as proper funding is secured.  $30 Million dollars are being spent daily by BP RESPOND requires $13 .5 Million 1st tier funding, and  75-90 days max. to deploy our equipment. We are ready to swing into action, and have the proper sources lined up to assemble the offshore processing operation immediately…parts & equipment fabrication companies will drop there present work to go into action for RESPOND, and have offered there help accordingly….    The response from our suppliers have been extraordinary..and all have committed to ship  the necessary equipment immediately,  or build it for us  as soon as humanly possible….                         Everyone is willing to help in this cause…..as it should be….   The RESPOND-AQT Processing Barge operation would be used for years to come in the effected Gulf area’s,  with shoreline cleanup’s,  inland harbor contamination,  and possible seal off large scale area’s for treatment.    Shorelines contaminated already,  and the cleanup process could be expedited by washing The oil back into the water,  rather then hand cleanup…collect it with suction skimmers,  pump it onboard the BFT barge, and direct discharge recycled clean water on site.   this is the future in offshore oil spill treatment…and were ready to go into action…. Aquatic Technologies EOH2O TM Electrolytic Oxidation Processing Tubes    Four separate banks shall be incorporated concerning servicing under operation, thus allowing BFT to continuously operate without down time.     Incoming fluid shall be circulated between tubes for proper processing time.  Fluid continues to the EOH2O closed top tanks, which will continue fine sediment processing well below US-EPA & EU discharge standards . RESPOND shall be capable of realistically processing over 2,000,000 to 3,000,000 gallons per day,  or  70,000 + barrels per day average, depending on actual density levels.  Processing oil from  5,000PPM to 50,000PPM  + / down to less then 10 PPM for direct discharge back to the Gulf of Mexico. USEPA Gulf discharge standards presently are 29 PPM or less. 6/8/2010    Treatment of the oily water streams will produce various hazardous and/or noxious gases. These include chlorine gas; sulfur dioxide gas; hydrogen gas; oxygen gas; carbon monoxide and dioxide gas (CO and CO2); ammonia gas (NH3); and nitric oxide-nitrogen dioxide gas (NO and NO2). Most of these will be volumes under 1-10mg/l at any one time, and are well below normal release rates associated with platform flue gas burning or standard refinery gas eliminations. However, IMO (International Maritime Organization) and OSHA (Occupational Safety and Health Administration) require that that gases either be “scrubbed” or vented sufficiently above or beyond the barge to prevent any explosion or health related issues. For a barge – simply mixing of released gases from the oxidation treatment of the oil water with ambient air – and venting at a level 10-15’ above the deck height should be sufficient to remove any damage and “dilute” the various gas levels to be within the IMO and USEPA Clean Air regulations. Air to water scrubbers can be employed if required, but at present, especially during an emergency spill response – meeting Clean Air regulations is not a paramount issue for any other agencies involved in oversight.  ATEX/Explosion Issues  Both IMO and U.S. Coast Guard regulations require that all equipment meet ATEX (Explosion proof) regulation. The equipment design and gas venting takes these regulations into account and all ATEX issues can be met, including ability of the treatment systems to prevent spills during rough seas (30-degree list and roll). The ATEX regulation includes the application of anti-static and corrosion resistant coatings on all piping, metal and poly-composite frame/support structures, equipment housing, electrical conduit, etc.  Free and Soluble Oil Reduction   The oil from a spill undergoes transformation from interaction with the sea water as well as from the wave action and sunlight (UV). As seen in with the gulf disaster, after a few days, the volatiles in the oil (benzene and toluene) that make it viscous will dissipate – creating tar balls and asphaltene slag. Once the oil reaches this state, simple netting and scooping of the oil is the simplest process for removal from the water surface. This does not mean that the oil is not degrading and adding additional dissolved oil/hydrocarbons to the water once it reaches tar or asphaltene consistency – only that removal is simpler by conventional belting and netting processes. The residual dissolved hydrocarbons will still need to be removed via oxidation. Flow rates of  2000 GPM or 2,880,000 gallon per day (68,571 BBLS)   This will greatly expedite processing time and allow BFT to process more water per hour in a steady stream …rather then batch treatment processing. Vaughan chopper pumps will initially be used to separate intake chunk materials collected.   These pumps service municipal Sewage treatment plants, and are extremely effective. Vaughan Chopper Pumps
6/8/2010 RESPOND proposes to incorporate collection devices shown,  these air operated skimmers could be positioned on any shoreline or marsh area.  Personal could use high pressure hoses supplied by the RESPOND barge to wash the oil residue off the land,  to a boomed collection arena area, Were these type skimmers would collect the oil, which would be sucked up by the Respond Barge pumps for on site processing.  High pressure water pumps, and air supply would be furnished by the  barge which would be located close to the shorelines. (500-1000  feet)  REPSOND shall incorporate the LAMOR skimming systems by multiply suction lines from the barge.    As many as four systems could be attached to each of 10 suction lines & barge pumps, and stretched our over a couple hundred yards…   Ground personal would wash the oil from the shorelines and marshes to the suction lines and devices for collection.   Local ground personal would keep the suction lines in place with small Rubber boats, or flat bottom vessels that are available…. Offshore skimming operations would incorporate multiple suction devices as shown.   As existing skimming operation vessels would maneuver  there collection operation to the rear of the RESPOND barge for collection and processing. RESPOND would be capable of processing 2-3 Million gallons of contaminated water per day with this procedure adopted. RESPOND proposes smaller process barges for on shore cleanup’s.   After processing, clean water will be discharged on site, without having to transfer to another vessel for land processing.   RESPOND testing has shown that we can recycle this oil laiden water well below US-EPA standard for direct discharge, thus expediting clean up efforts greatly…

6/8/2010 The RESPOND team consist of several top global water engineers & private consultants,  who have over 100 years of combined field experience and testing various applications in water treatment, water separation technology,  chemical treatment,  RO processing equipment, & prototype  RO Desalination equipment  & manufacturing for Gas & Oil produced water treatment, and offshore oil platform water treatment. AQUATIC TECHNOLOGIES LLC :  David Orlebeke /  Founder & Patent Holder of the  EOH2O TM  Separation Technology.    David has performed extensive testing for companies such as Shell, Exxon-Mobile, BP, PetroFac on site in Sweden and the North Sea area.      David has proven his technology  in actual demonstrations in the North Sea for BP directly, and the capability of his EOH2O separation process & equipment treating  Oil barge bilge water well below EU standards for direct discharge, along with many other  water treatments such as pre-RO separation treatment. This has lead to the  recent engineering  on the  Offshore Barge Project,  that is presently  being proposed today.  We went into action the day after the  sinking of the Horizon. 6/8/2010 RESPOND TECHNOLOGIESis seeking major capital investment immediately, in quickly manufacturing and assembling the Offshore Barge Processing Operation.    Projected time frames as of 5-26-10,  indicates we could be fully operational within 75-90 days.    All necessary equipment is standing ready for global shipping, and special manufacturing arrangements have been facilitated and standing by for our orders.   We have worked around the clock engineering this project, and are 150% confident of the  actual treatment operation.    Understandable, this  0ffshore  recycling operation has never been built by anyone to date, and will take a major team effort to assemble. Simple as is truly is, this is  a engineering marvel,  with many  team players involved.  It takes 6 months to  a year to  rough in a land based water treatment plant,  we’ll be up and running and fully operational within 3 months,  depending  on equipment supply.     Our  equipment manufactures are  world wide, from Japan to Switzerland,  but the majority is all USA built, and mostly right out of Texas (Close to where we would assemble this project)  All electrical components are  on the shelf and waiting for the order to ship  immediately overnight. COMPANY DIRECTION: The BFT-RESPOND team is in the process of forming a new  corporation (RESPOND Technologies) and will seek seasoned executive management immediately, and a solid Board of Directors, related to major oil companies.  Our immediate attention is focused on the build,  and not so much taking this project & company Public,  we’ll let the professionals handle it…. In 2007, average “lifting” costs (all the costs associated with bringing a barrel of oil to the surface) reported to EIA by the major private oil companies participating in the Financial Reporting System (FRS)1 ranged from about $3.87 per barrel (excluding taxes) in Central and South America to about $10.00 per barrel in Canada. The average for the U.S. was $8.35 per barrel (an increase of 18.5 percent over the $7.05 per barrel cost in 2006).  Besides the direct costs associated with removing the oil from the ground, substantial costs are incurred to explore for and develop oil fields (called “finding” costs), and these also vary substantially by region. Finding costs averaged over 2005, 2006, and 2007, ranged from about $4.77 per barrel in the Middle East to $49.54 per barrel for the U.S. offshore. While technological advances in finding and producing oil have made it possible to bring oil to the surface from more remote reservoirs at ever increasing depths, such as in the deepwater Gulf of Mexico, the total finding and lifting costs have increased sharply in recent years. Much of this recent increase is attributable to the rapid expansion of the world economy and is likely to reverse direction as the economic growth has slowed or declined in 2008/2009.  6/8/2010 6/8/2010 6/8/2010

At day 15, after our engineering was completed, we attempted to approach BP, without success…hundreds of hours have been spent calling equipment supply companies globally to formulate our proposed offshore barge processing operation…. On day 20, our presentation was sent to the White House staff…we heard nothing back…. On day 25, our proposal was sent to the following agencies listed below and to date, we have not been contacted by no one…..? All we asked for …was to allow us to present our presentation…. Ken Salazar –Secretary of the Interior Janet Napolitano- Homeland Security Director Lisa Jackson- EPA Director Admiral Thad Allen- USCG BP- OLG group heading up the ground team in Louisiana / Mr. John Lang Gov.   • 4. 6/8/2010 6/8/2010 6/8/2010 6/8/2010 Gulf Oil Spill This picture clearly shows the extent of the density of the light oil being released in the Gulf Horizon spill. Oil concentration of 10,000 PPM to well over 50,000 PPM are laying at the surfaces. Recent documentation of sub surfaces show dispersants being used are breaking down the heavy oil sludge into smaller droplet stage, which is floating below the surface, between thermo layers. Dive trips documented & showed extremely heavy contamination below 50 ft. to the surface. This information tells us, that aerations will be necessary in the skimming operations to bring the droplets to surface for collection. Oil collection for processing will be even more difficult. Present skimming operations are working, yet ineffective, and sub surface oil will again rise to the surface over time. RESPOND will be capable of treating this skimmed oil onsite, process it, and release clean water back to the Gulf under 10 PPM Our recycling operations would greatly reduce the massive travel time from collection to the land based processing centers. RESPOND will be capable of treating the extreme heavy oil sludge, seen floating, with chopper pumps & hydrocyclones, then continuing it down line and breaking it down, super-coagulating oil into smaller droplet stage, and remove all oil content well below EPA standards. Our testing has shown end results of treatment below 10 PPM RESPONDTechnologies On Site Mobile Barge Water Processing
  • 5. 6/8/2010 Pictured here is what is floating to the surface, these Oil clumps are formed by natural motion and waves of the ocean, as microscopic materials collect on it. What we don’t see is what is under this material. BP has been spraying dispersants on to this material to break it apart, and to make it sink to deep water. Once this is done, the oil floats in the thermo layers from 100 ft depth to the surface. This oil will continue to rise over time, and is releasing benzene and toluene by products, which is the slicks that are reported ever where…. Over 50 Million Barrels of oil have been released so far, and with the indication that BP will not be able to stop the flow until late August, or September . New estimates put the flow at 25-40,000 barrels per day, or 1.5 million gallons per day plus….. In the next 60 days, if left uncapped, will release another 80 MILLION Barrels + into the Gulf of Mexico 6/8/2010
  • 6. 6/8/2010 Dispersants presently being used by BP in the Gulf, to disperse oil content on the surface, has now been clearly shown and documented to break up the oil and send it deeper into the Gulf water. Recent dive trips documented by the University of Florida, have shown this oil to be from 100 ft to the surface. Without proper aeration technique's being incorporated in skimming operations, oil will continue to rise to the surface in time, thus making it almost impossible to collect . This oil will continue to rise over time, and without proper aeration bubbler’s being used, this oil will stay in the thermo layers of the Gulf water, and continue to contaminate fish and turtles, dolphins and aquatic life for years to come. The US-EPA has now directed BP to stop using these dispersants…..yet BP …is still dumping hundreds of thousands of gallon on the spill by airplanes daily…..   • 7. 6/8/2010 The EOH2O process is referred to by academic publications and various industrial journals as 'electrolytic oxidation', 'electro-catalytic precipitation' and 'hydroxyl radical generators'. All three are correct, though limiting in their explanation. Standard electrolytic oxidation processes are either voltage limited or current limited. Meaning that they may apply high levels of DC voltage at low current (amperage) output, or the opposite - applying high current to the wastewater at low voltages (normally where the water under treatment is highly conductive). The EOH2O process applies both - higher voltage with higher current - which is more effective, faster, and cost efficient. This allows the EOH2O process to be used on a much wider range of wastewater and freshwater types - from distilled water for calcium reduction - to swine manure for nitrogen and phosphate reduction. Because of the unique electrode material and spacing utilized by Aquatic Technologies , the EOH2O process is able to handle larger flow rates and total volumes (systems can operate at 5 to 300gpm per electrode) allowing smaller equipment space requirements while handling larger flow rates - such as those typical of municipal water systems. The “White House” is calling it the largest ecological disaster in American History…… New information released, state estimates in excess of 25-40,000 barrels + per day, that’s over a million gallons of oil per day gushing into the Gulf of Mexico… To date, there is no such offshore processing equipment built , (Globally) such as RESPOND engineers have designed, engineered, and proposing to deploy into operation as soon as proper funding is secured. $30 Million dollars are being spent daily by BP RESPOND requires $13 .5 Million 1st tier funding, and 75-90 days max. to deploy our equipment.   • 15. 6/8/2010 Treatment of the oily water streams will produce various hazardous and/or noxious gases. These include chlorine gas; sulfur dioxide gas; hydrogen gas; oxygen gas; carbon monoxide and dioxide gas (CO and CO2); ammonia gas (NH3); and nitric oxide-nitrogen dioxide gas (NO and NO2). Most of these will be volumes under 1-10mg/l at any one time, and are well below normal release rates associated with platform flue gas burning or standard refinery gas eliminations. However, IMO (International Maritime Organization) and OSHA (Occupational Safety and Health Administration) require that that gases either be “scrubbed” or vented sufficiently above or beyond the barge to prevent any explosion or health related issues. For a barge – simply mixing of released gases from the oxidation treatment of the oil water with ambient air – and venting at a level 10-15’ above the deck height should be sufficient to remove any damage and “dilute” the various gas levels to be within the IMO and USEPA Clean Air regulations. Air to water scrubbers can be employed if required, but at present, especially during an emergency spill response – meeting Clean Air regulations is not a paramount issue for any other agencies involved in oversight. ATEX/Explosion Issues  Both IMO and U.S. Coast Guard regulations require that all equipment meet ATEX (Explosion proof) regulation. The equipment design and gas venting takes these regulations into account and all ATEX issues can be met, including ability of the treatment systems to prevent spills during rough seas (30-degree list and roll). The ATEX regulation includes the application of anti-static and corrosion resistant coatings on all piping, metal and poly-composite frame/support structures, equipment housing, electrical conduit, etc. Free and Soluble Oil Reduction   The oil from a spill undergoes transformation from interaction with the sea water as well as from the wave action and sunlight (UV). As seen in with the gulf disaster, after a few days, the volatiles in the oil (benzene and toluene) that make it viscous will dissipate – creating tar balls and asphaltene slag. Once the oil reaches this state, simple netting and scooping of the oil is the simplest process for removal from the water surface. This does not mean that the oil is not degrading and adding additional dissolved oil/hydrocarbons to the water once it reaches tar or asphaltene consistency – only that removal is simpler by conventional belting and netting processes. The residual dissolved hydrocarbons will still need to be removed via oxidation. Personal could use high pressure hoses supplied by the RESPOND barge to wash the oil residue off the land, to a boomed collection arena area, Were these type skimmers would collect the oil, which would be sucked up by the Respond Barge pumps for on site processing. High pressure water pumps, and air supply would be furnished by the barge which would be located close to the shorelines. (500-1000 feet) REPSOND shall incorporate the LAMOR skimming systems by multiply suction lines from the barge. As many as four systems could be attached to each of 10 suction lines & barge pumps, and stretched our over a couple hundred yards… Ground personal would wash the oil from the shorelines and marshes to the suction lines and devices for collection. Local ground personal would keep the suction lines in place with small Rubber boats, or flat bottom vessels that are available…. Offshore skimming operations would incorporate multiple suction devices as shown. As existing skimming operation vessels would maneuver there collection operation to the rear of the RESPOND barge for collection and processing. RESPOND would be capable of processing 2-3 Million gallons of contaminated water per day with this procedure adopted. RESPOND proposes smaller process barges for on shore cleanup’s. After processing, clean water will be discharged on site, without having to transfer to another vessel for land processing. RESPOND testing has shown that we can recycle this oil laiden water well below US-EPA standard for direct discharge, thus expediting clean up efforts greatly…
