The Roll-Out Phase of U-LEAD with Europe’s Support to Improved Administrative Service
Delivery
On behalf of Sida, the diagram of the roll-out phase of U-LEAD with Europe’s support to improved administrative
service delivery was published.
Please note that the dates indicated in the diagram are preliminary. The final information on the dates and terms of
the selection process will be published in early March 2018.

Ukraine’s Prime Minister opened one of the three administrative services centres,
launched in January with support of U-LEAD with Europe
In January 2018, U-LEAD with Europe team working on improving the administrative services delivery in partnership
with local communities opened three ASCs in two oblast of Ukraine: Zolotnyky and Skalat ATCs (Ternopil oblast) and
Severenivka ATC (Vinnytsia oblast).
The Prime Minister of Ukraine, Volodymyr Groysman, took part in Zolotnyky ASC opening ceremony. He talked to the
community citizens and checked the quality of administrative services delivery in the Center. While giving a press-
conference in the ASC, the Prime Minister announced the beginning of land ownership transfer to the amalgamated
hromadas. Also, he noted the high quality of the newly established ASC and thanked the international partners for
supporting decentralization in Ukraine.
Local residents can now receive a wide range of administrative services including the most in-demand services. U-
LEAD with Europe Programme assisted the local communities in establishing the ASCs, refurbishing and renovating
the premises, and installing IT-equipment with specialised software. Revenues from the administrative services will
be credited to the local communities’ budgets. The ASC staff completed the advanced training course developed by
Ukrainian and Swedish experts.
Schedule for the ASC opening in February and early March 2018
The following Administrative Service Centres will to be opened on these dates:
February 22 – Novoushytska AH (Khmelnytsky oblast),
February 28 – Vesele AH (Zaporizhzhia oblast),
March 1 – Kochubeyivka AH (Kherson oblast),
March 2 – Kalynivska AH (Vinnytsia oblast).

ABOUT U-LEAD WITH EUROPE’S SUPPORT TO
IMPROVED ADMINISTRATIVE SERVICE DELIVERY
U-LEAD with Europe is a multi-donor programme that runs from August 2016 – April 2020. It is financed by EU and its member states
Denmark, Estonia, Germany, Poland and Sweden.
The aim is to contribute to the ongoing decentralisation reform in Ukraine in general, and to empower local communities to deliver high
quality administrative services to the citizens through Administrative Service Centres establishment and support.
The expected result is to support up to 600 ASC to live up to the expectation of the citizens of Ukraine till the end of 2020 year.

Association of Local Authorities and Regions, SALAR.

7 vices and virtues of ASCs in Ukraine: experts’ analysis (+infographics)
U-LEAD with Europe experts working on improving the administrative services delivery analysed the existing ASC
system in Ukraine and established the key criteria to be met by an ASC as a public institution.
In fact, there are only five such criteria, but at least half of the existing ASCs in Ukraine are still striving to meet them.
The requirements and conditions of the ASC operation are outlined in the infographics.
EGOV4UKRAINE conducted procurement of developer of information system for ASCs

EGOV4UKRAINE, supported by Sida, EU Delegation and Estonian Government, has conducted a public
procurement.The Ukrainian software company Soft Xpansion Ukraine LLC was selected to develop and implement
an efficient information system for the administrative service centres (ASCs) in Ukraine,
To minimize the necessary investments, the information system will be provided as a cloud solution for ASCs. It will
create the modern work environment for ASCs administrators, allowing them to manage the work with documents
electronically and giving the access to data in state registries. Once in place and well-functioning, the system is
expected to contribute to speeding up the process of handling and delivering an administrative service to the citizen
