Like a tree structure or veins in a leaf. Orderly way to go step by step from the more general (Vision / Goals) that present a desirable future picture of the neighborhood to more specific (Project / Programs) that are the practical steps needed to reach this intended future. Definition of Vision Statement, Outcome, Strategy (How do we get there? What do we do? Who does our action affect? Who does it? Who takes the lead? And so on – but in a general sense. To expand our thinking about what to do.) Then Programs / Projects (same as above, but much more specific – and after priorities are set.) Note: the tree structure implies that if the plan contains 6 Focus Areas: 1 Vision Statement per 6 Area, 3 Outcomes per Vision, 3 Strategies per Outcome – that’s 54 Strategies. If we had 2 Programs or Projects for each Strategy, this would result in 108 Programs/Projects. This is too many – so you need to prioritize where you’re going in the plan To it’s a tree first and then ….
