INTRODUCTION
The project “Promoting public - private Partnership in disaster risk
management and increase community’s resilience in Vietnam”, is
funded by the United States Agency for International Development
(USAID), and managed by The Asia Foundation (TAF) in Vietnam, and
implemented by Vietnam Chamber of Commerce and Industry (VCCI),
Center for Support and Develop Small and Medium Enterprises 2
(SMEDEC 2), Center for Education and Development (CED) since 2011.

“Natural disasters strike suddenly resulting in extremely
large-scale damage to businesses. Every action and plan to
be prepared before disaster strikes will bring enormous ben-
efits to businesses, ensuring safety for people and protecting
business assets. After training, each business will develop a
disaster preparedness plan for their business based on the
motto: “leveraging the company’s own resources”. Natural

Nam Cam Industrial Zone (IZ) belongs with Dong Nam Eco-
nomic Zone (EZ), Nghe An Province was established under de-
cision No. 3759/QĐ.UB-CN 03/10/2003. It has a 1,917-hect-
are area, located in Nghi Loc district, 18km away from Vinh
City to the north and 8km from Cua Lo port.
In the past 3 years, due to the impact of El Nino and climate
change, disasters have become more intensified and caused
serious consequences, such as hurricanes, thunderstorms,
whirlwinds, and prolonged heat. There have been areas
where the highest temperature of the day went up to as
much as 42 degrees Celsius. These disasters have caused sig-
nificant damage to both humans and property.
To be proactive in natural disasters preparedness, the Man-
agement Board of Nam Cam IZ Industrial has collaborated
with the Project to review and improve the risk manage-
ment strategy for the entire IZ. With the aim to support ev-
ery company located in the IZ, it ensures that each of them
must have a proper and detailed disaster preparedness plan
to ensure the continuity of business operations. This effec-
tively implements the motto: “leveraging company owned
resources and facilities”, which was clearly stated in the Law
of Prevention for disasters, taking effect from 1st May, 2014.
Located in the IZ and operates in the food and beverage in-
dustry, which is located in areas affected by natural disasters.
Hanoi Nghe An, Hanoi Beer and Beverage Company identified
flooding as one of the serious threats that can cause serious
damage to business operations. Therefore, the company has
implemented several retrofitting and renovation techniques
in order to increase resistance to storms and flooding.
As a solution, they elevated the equipment at least 30 cm
from the floor and re-designed the drainage system.
These measures have helped to reduce the damage caused
by recent natural disasters and prevent interruptions to the
company’s business due to natural disasters.

Higlights through numbers
Natural disasters have taken the lives of about 700 peo-
ple and caused injury to thousands of people. They have
also caused damage worth 1-1.5% of the annual GDP or
the equivalent of $1.5 billion USD. Some experts estimated
that 50% of the damage to people and loss of property
could be saved if the preparedness planning is effective
and properly implemented (Dao Xuan Hoc, Coping with cli-
mate change, Nhan Dan 8/7/2011).
Vietnam is considered one of five countries which are dan-
gerously affected by climate change and rising sea levels.
Vietnam also ranks 7th in the world for having the most
damage caused by disasters related to climate change
(Tran Quang Hoai, Deputy Director of Irrigation, 2015).
Climate change causes natural disasters to increase in fre-
quency and intensity and become unpredictable. The cli-
mate change scenarios show that increasing rainfall and
rising sea levels will seriously affect Vietnam, especially in
the Mekong Delta.

A roof ventilation ball should not be directly attached to
the roof.
A roof ventilation ball is an environment friendly and ener-
gy-saving ventilation system to cool down a house or work-
shops. It is easy to install on a flat roof or roof tilted 31.5
degrees and are commonly used in Vietnam, especially in
factories, which have roofs covering large areas where air
conditioners can not be installed. Ventilation balls absorb
heat and are commonly used in factories, warehouses,
greenhouse, poultry farms and all other types of housing.
Despite having many benefits, during each rainy season ven-
tilation balls on roofs have come to the point of being dan-
gerous to the house and so it should be adjusted or removed
before the a storm strikes.
If factories have metal roofs with ventilation balls, please
check to ensure that they are properly installed or they
should be removed before a storm strikes.
If you’re not sure, please have technical staff or local contrac-
tors examine it for you. After examining the conditions, they
will propose whether there’s any retrofitting needed.

Project News
Up until now, the project “Promoting public - private part-
nerships in disaster risk management and increase the com-
munity’s resilience in Vietnam” has conducted four training
sessions that provide information and guidance to plan for
230 businesses in the Dung Quat Economic Zone, Hiep Phuoc
Industrial Zone, and Nam Cam Industrial Zone, Nghe An. Fur-
thermore, the program has collaborated with management
in the Dung Quat economic zone to conduct disaster preven-
tion maneuvers for enterprises in this economic zone.
Statistics show that every year, during the rainy season,
a “Ventilation ball” is one of the most searched keywords
with trying to find out how to retrofit a ventilation ball
and skylights being one of the most widely read articles.

Loosely installed ventilation balls or skylights can destroy
roofs, which can lead to potential damage to the house,
structure or property inside.

The following is a technical solution to retrofitting ventila-
tion balls. They should not be linked directly to the roof. One
should first add two small wood purlins associated with the
main purlins on the roof. These two additional purlins will
strengthened the ventilation balls.
The benefits of adopting the above measures includes:
• Helping to prevent ventilation balls from strong winds
blowing the roof off the house,
• It can protect your premises and assets, and
• Help prevent injuries to people.
Tip: Remember these following tips: if you revised the posi-
tion of turbine vents on the roof, the purlin and screws can
be added quite easily. But for safety, you should have a con-
tractor carry out the design work and revise the additional
purlins and attach turbine vents on top.
Learning Disaster Risk Management (DRM) techniques on-
line: staff in charge of DRM in the enterprise can learn knowl-
edge and skills on DRM and start planning for their business.
This can be done by taking online courses and a self-assess-
ment of gained knowledge after the courses at https://goo.
gl/QFcMfd. TThere are various lessons which were designed
visually and interactively, as well as many videos and self as-
sessments. You can also find several exercises and scenarios
from real Vietnamese enterprises in the prevention and fight
against natural disasters.

Recent Activities: In 18 – 19/8/2016, CED has collaborated
with the management of Southeastern Nghe An Economic
Zone to organize a training workshop called, “Guidance to
build strategic disaster risk management for the manage-
ment board of Economic Zones of Southeast Nghe An and
enterprises located in industrial parks of Nam Cam.
With nearly 30 representatives (accounting for 88%) being
from enterprises. The general consensus was that they can
apply their knowledge to their businesses and 80% rated
the course as achieving their expectations. At the end of the
workshop, four copies of business plans from businesses and
one strategy for disaster risk management of the manage-
ment of Southeast Nghe An Economic Zones were discussed

9/6/2016, the workshop was planned for the project “Pro-
moting public - private investment in disaster risk man-
agement and increase the resistance of communities in
Vietnam” by VCCI Da Nang branch with collaboration with
the Asia Foundation in Vietnam and organized with the par-
ticipation of partners and stakeholders.Three topics were
discussed: “How to expand training programs on disaster
risk management for the enterprise in the coming period?”
“How businesses are affected by climate risks”, and “How to
promote business investment in disaster risk management
and adaptation to climate change projects?” The ideas of
sustainable solutions for project activities, improvement of
communication, and the use of effective communication
tools for organizations and stakeholders have been raised.
These will be applied immediately and consistently.

The Disaster Prevention Law comes into effect from 01 May
2014 and includes 6 chapters and 47 articles, which clearly
define the rights and obligations of economic organizations
for disaster prevention in Article 35, Chapter III and disaster
prevention funds in Article 10, Chapter I. Although it official-
ly takes effect from May1, 2014, many businesses still do not
know or are not even aware of the law, thus the distribution
of coverage regarding disaster prevention law needs to be
strengthened even further. For more about the Disaster Pre-

Turn knowledge into specific action!
“Although I am working at the Management Board in the
Southeastern Nghe An Economic Zone, until now, I have
just known and understood in detail the Disaster Prevention
Law. I wish for people who participated in this training to
they return to their companies and pass down the knowl-
edge and skills learned into a workable and specific plan to
submit and to convince the leaders of businesses to accept

accept this plan. Training days were intensive, but effective
considering the threat of typhoon no.3, which means busi-
nesses must return to prevent possible damage from the
storm. However, we have learned a lot about
the methodology and how it can be applied in
other situations, such as risk management in

VCCI
In September, VCCI will organize a Business Forum for DRM
and climate change adaptation (CCA) for 150 delegates in Da
Nang, the first activity in a series of 4 seminars this year. In
October 2016, VCCI will conduct a survey of 400 businesses
to prepose the publication of a White Book detailing the pol-
icies for DRM and CCA for enterprises and industrial zones
in Vietnam.
SMEDEC2
The first meeting of Disaster Risk Management Trainer Club –
DRMT Club. A contest of creative ideas will take place, which
includes creating a short film to raise awareness about DRM
and CCA, and will involve students. The most creative ideas
will be used to build a short film of 30 minutes, which will be
broadcast on local and national channels, as well as used for
training purposes, advocating policy, calling for enterprises
in Vietnam to actively respond to disasters and adapt to cli-
mate change.
CED
From 21 – 22th September 2016, CED will cooperate with
the Management Board, Quang Nam Industrial Zone to con-
duct training for businesses in Dien Ngoc Industrial Zone,
Dien Ban, Quang Nam. This is the 2nd training activity this
year, continuing from the training results from 18th August
to 19th August for the Management Board, Southest Eco-
nomic Zone and Nam Cam Industrial Park, Nghe An Provine.

Every action and plan to be prepared before disaster strikes will bring enormous ben- efits to businesses, ensuring safety for people and protecting business assets. After training, each business will develop a disaster preparedness plan for their business based on the motto: “leveraging the company’s own resources”. Every action and plan to be prepared before disaster strikes will bring enormous benefits to busi- nesses, ensuring safety for people and protecting business assets. After training, each business will develop a disaster preparedness plan for their business based on the motto: “leveraging the company’s own resources”. Mr. Le Quang Hoa - Deputy Head of the Management Board, Economy Zone Dong Nam, Nghe An Province ­­§­§§ Nam Cam Industrial Zone (IZ) belongs with Dong Nam Eco- nomic Zone (EZ), Nghe An Province was established under de- cision No. 3759/QĐ.UB-CN 03/10/2003. It has a 1,917-hect- are area, located in Nghi Loc district, 18km away from Vinh City to the north and 8km from Cua Lo port. In the past 3 years, due to the impact of El Nino and climate change, disasters have become more intensified and caused serious consequences, such as hurricanes, thunderstorms, whirlwinds, and prolonged heat. There have been areas where the highest temperature of the day went up to as much as 42 degrees Celsius. These disasters have caused sig- nificant damage to both humans and property. To be proactive in natural disasters preparedness, the Man- agement Board of Nam Cam IZ Industrial has collaborated with the Project to review and improve the risk manage- ment strategy for the entire IZ. With the aim to support ev- ery company located in the IZ, it ensures that each of them must have a proper and detailed disaster preparedness plan to ensure the continuity of business operations. This effec- tively implements the motto: “leveraging company owned resources and facilities”, which was clearly stated in the Law of Prevention for disasters, taking effect from 1st May, 2014. Located in the IZ and operates in the food and beverage in- dustry, which is located in areas affected by natural disasters. Hanoi Nghe An, Hanoi Beer and Beverage Company identified flooding as one of the serious threats that can cause serious damage to business operations. Therefore, the company has implemented several retrofitting and renovation techniques in order to increase resistance to storms and flooding. As a solution, they elevated the equipment at least 30 cm from the floor and re-designed the drainage system. These measures have helped to reduce the damage caused by recent natural disasters and prevent interruptions to the company’s business due to natural disasters. Training’s and experts’ corner Higlights through numbers Natural disasters have taken the lives of about 700 peo- ple and caused injury to thousands of people. They have also caused damage worth 1-1.5% of the annual GDP or the equivalent of $1.5 billion USD. Some experts estimated that 50% of the damage to people and loss of property could be saved if the preparedness planning is effective and properly implemented (Dao Xuan Hoc, Coping with cli- mate change, Nhan Dan 8/7/2011). Vietnam is considered one of five countries which are dan- gerously affected by climate change and rising sea levels. Vietnam also ranks 7th in the world for having the most damage caused by disasters related to climate change (Tran Quang Hoai, Deputy Director of Irrigation, 2015). Climate change causes natural disasters to increase in fre- quency and intensity and become unpredictable. The cli- mate change scenarios show that increasing rainfall and rising sea levels will seriously affect Vietnam, especially in the Mekong Delta. A roof ventilation ball is an environment friendly and ener- gy-saving ventilation system to cool down a house or work- shops. It is easy to install on a flat roof or roof tilted 31.5 degrees and are commonly used in Vietnam, especially in factories, which have roofs covering large areas where air conditioners can not be installed. Ventilation balls absorb heat and are commonly used in factories, warehouses, greenhouse, poultry farms and all other types of housing. Despite having many benefits, during each rainy season ven- tilation balls on roofs have come to the point of being dan- gerous to the house and so it should be adjusted or removed before the a storm strikes. If factories have metal roofs with ventilation balls, please check to ensure that they are properly installed or they should be removed before a storm strikes. If you’re not sure, please have technical staff or local contrac- tors examine it for you. After examining the conditions, they will propose whether there’s any retrofitting needed.
  • 3. 3 e-Newsletters| Vol 1, September 2016 Project News Up until now, the project “Promoting public - private part- nerships in disaster risk management and increase the com- munity’s resilience in Vietnam” has conducted four training sessions that provide information and guidance to plan for 230 businesses in the Dung Quat Economic Zone, Hiep Phuoc Industrial Zone, and Nam Cam Industrial Zone, Nghe An. Fur- thermore, the program has collaborated with management in the Dung Quat economic zone to conduct disaster preven- tion maneuvers for enterprises in this economic zone. Statistics show that every year, during the rainy season, a “Ventilation ball” is one of the most searched keywords with trying to find out how to retrofit a ventilation ball and skylights being one of the most widely read articles. They should not be linked directly to the roof. One should first add two small wood purlins associated with the main purlins on the roof. These two additional purlins will strengthened the ventilation balls. The benefits of adopting the above measures includes: • Helping to prevent ventilation balls from strong winds blowing the roof off the house, • It can protect your premises and assets, and • Help prevent injuries to people. Tip: Remember these following tips: if you revised the posi- tion of turbine vents on the roof, the purlin and screws can be added quite easily. But for safety, you should have a con- tractor carry out the design work and revise the additional purlins and attach turbine vents on top. Learning Disaster Risk Management (DRM) techniques on- line: staff in charge of DRM in the enterprise can learn knowl- edge and skills on DRM and start planning for their business. This can be done by taking online courses and a self-assess- ment of gained knowledge after the courses at https://goo. gl/QFcMfd. TThere are various lessons which were designed visually and interactively, as well as many videos and self as- sessments. You can also find several exercises and scenarios from real Vietnamese enterprises in the prevention and fight against natural disasters. Recent Activities: In 18 – 19/8/2016, CED has collaborated with the management of Southeastern Nghe An Economic Zone to organize a training workshop called, “Guidance to build strategic disaster risk management for the manage- ment board of Economic Zones of Southeast Nghe An and enterprises located in industrial parks of Nam Cam. With nearly 30 representatives (accounting for 88%) being from enterprises. The general consensus was that they can apply their knowledge to their businesses and 80% rated the course as achieving their expectations. At the end of the workshop, four copies of business plans from businesses and one strategy for disaster risk management of the manage- ment of Southeast Nghe An Economic Zones were discussed

From 8 – 9/6/2016, the workshop was planned for the project “Pro- moting public - private investment in disaster risk man- agement and increase the resistance of communities in Vietnam” by VCCI Da Nang branch with collaboration with the Asia Foundation in Vietnam and organized with the par- ticipation of partners and stakeholders.Three topics were discussed: “How to expand training programs on disaster risk management for the enterprise in the coming period?” “How businesses are affected by climate risks”, and “How to promote business investment in disaster risk management and adaptation to climate change projects?” The ideas of sustainable solutions for project activities, improvement of communication, and the use of effective communication tools for organizations and stakeholders have been raised. We will immediately apply these methods and form to build a DRM plan for the business.” Mr. Phan Van Hieu - A representative from Ton Hoa Sen company, Nghe An Branch The Disaster Prevention Law comes into effect from 01 May 2014 and includes 6 chapters and 47 articles, which clearly define the rights and obligations of economic organizations for disaster prevention in Article 35, Chapter III and disaster prevention funds in Article 10, Chapter I. Although it official- ly takes effect from May1, 2014, many businesses still do not know or are not even aware of the law, thus the distribution of coverage regarding disaster prevention law needs to be strengthened even further. In October 2016, VCCI will conduct a survey of 400 businesses to prepose the publication of a White Book detailing the pol- icies for DRM and CCA for enterprises and industrial zones in Vietnam. SMEDEC2 The first meeting of Disaster Risk Management Trainer Club – DRMT Club. A contest of creative ideas will take place, which includes creating a short film to raise awareness about DRM and CCA, and will involve students. The most creative ideas will be used to build a short film of 30 minutes, which will be broadcast on local and national channels, as well as used for training purposes, advocating policy, calling for enterprises in Vietnam to actively respond to disasters and adapt to cli- mate change. CED From 21 – 22th September 2016, CED will cooperate with the Management Board, Quang Nam Industrial Zone to con- duct training for businesses in Dien Ngoc Industrial Zone, Dien Ban, Quang Nam. This is the 2nd training activity this year, continuing from the training results from 18th August to 19th August for the Management Board, Southest Eco- nomic Zone and Nam Cam Industrial Park, Nghe An Provine.
