  3. 3. In the simplest terms, safety can be defined as the absence of risk or danger. Focusing this term to address transportation, road safety can be characterized by the ability of a person to travel freely without injury or death. A perfectly safe transportation system would not experience crashes between various road users. Though absence of all crashes is an optimal condition, and many transportation agencies have a goal of zero deaths on the road, the reality is that people continue to get injured or killed on streets and highways across the nation. The challenge posed to the road safety field is to minimize the frequency of crashes and the resulting deaths and injuries using all currently available tools, knowledge, and technology. This challenge is made more complex due to the multitude of factors influencing safety, from infrastructure to vehicle design to human behavior. “Work Smarter, Not Harder”
  4. 4. “Work Smarter, Not Harder” CONCERNS ● PACE TULSA AGS FOUNDATION published a “SAFETY EDUCATION AND SUCCESSES” pedestrian awareness crosswalk education report in 2015. In 2015 there were 590 vehicle collisions involving a fatality in the State of Oklahoma, in which 643 persons lost their lives, compared to 669 fatalities from 589 fatal crashes in 2014. ● While these numbers represent an improvement in lives lost from 2014, they represent a needless loss of life. More significant, is the fact that of those 669 deaths, 170 resulted from crashes involving a driver having a blood alcohol level of .08 or more, an increase from 152 in 2014. It is possible to better identify the causational factors of senseless traffic fatalities and remove impaired drivers from our roadways. Make Sure Driver’s Can See You CONCERNS ● hosting a breakout session specific to tribal efforts bringing impaired driving awareness to the annual OHSO Highway Safety Forum and participation in the annual TTAP Conference. ● The increase in the observed statewide seat belt use rate from 83.6% in 2013 to 86.3% in 2014 did not continue into 2015, with the 2015 survey reflecting a use rate of 84.4%3. The good news is that the 2016 survey again reflected an increase to 86.6%, representing the highest use rate since the passage of the primary seat belt law in 1997; however, the Oklahoma rate is still less than the national rate of 90.3%.   8. 8. Make Sure Driver’s Can See You ACCORDING TO OKLAHOMA PEDESTRIAN LAW Drivers are supposed to stop or yield to Pedestrians whether they're in a marked crosswalk or not. While pedestrians are supposed to enter a crosswalk with both eyes open to proceed with caution. There's definitely a shared responsibility. This issue does not get a lot of air-time. However, it is a problem that is easily fixed. It should not take a major catastrophe or another pedestrian tragedy to spur supporter action.   9. 9. Make Sure Driver’s Can See You ACCORDING TO OKLAHOMA D.U.I. LAW & SEATBELT LAWS ● 2014 Oklahoma Statutes Title 47. Motor Vehicles §47-11-902. Persons under the influence of alcohol or other intoxicating substance or combination thereof - Receive Penalty - Enhancement. ● Oklahoma law requires drivers and front-seat passengers to wear seat belts. In the back seat, children up to 8 years old must use a car seat or booster seat unless they’re a certain height. Make Sure Driver’s Can See You The Bipartisan Infrastructure Law places a strong emphasis on improving safety and the new Safe Streets and Roads for All program to include: ● Complete Streets policies and standards; requires updates to the Manual on Uniform Traffic Control Devices, which defines speeds, lane markings, traffic lights and more on most roads in the country; and sharply increases funding for the Highway Safety Improvement Program, which helps states adopt data- driven approaches to making roads safer. ● A road that was nominally safe when it was first opened to traffic may become nominally unsafe when the roadway design standards change. Make Sure Driver’s Can See You ● NHTSA released $740 million in funding for the 402 State and Community Grant Program, Section 405 National Priority Safety Program and Section 1906 Racial Profiling Data Collection Grants. ● States are encouraged to use the funding to implement programs to address gaps and opportunities identified during the technical assistance effort, expand partnerships, and focus on risky- driving, as well as, safety concerns among vulnerable road users and over-represented populations. “Work Smarter, Not Harder” The Bipartisan Infrastructure Law (cont’d)

Make Sure Driver’s Can See You Preliminary data reported by the Federal Highway Administration show that vehicle miles traveled in 2021 increased by about 325 billion miles, or about 11.2%, as compared to 2020. ● Data estimates show the fatality rate for 2021 was 1.33 fatalities per 100 million VMT, marginally down from 1.34 fatalities in 2020. While the fatality rate continued to rise in the first quarter, it declined in the other three quarters of 2021, compared to 2020. Make Sure Driver’s Can See You “Work Smarter, Not Harder” FATALITIES AND SERIOUS INJURIES ● The historical and long-term objective safety of a location based on crash data is known as substantive safety. A particular intersection that has experienced fewer than expected crashes over an extended period will be referred to as a substantively safe location, while a corridor with a higher than expected number of crashes is substantively unsafe. Unlike nominal safety, substantive safety operates on a continuum and allows for a range of explanations as to why a particular safety problem exists. ● Crash outcomes can be measured by the types of injuries sustained to the people involved in the crash, typically categorized by fatalities and injury severity.

FATALITIES AND SERIOUS INJURIES(CONT’D) ● In addition to the measures described above, safety professionals can use surrogate measures, such as conflicts (near misses), avoidance maneuvers, and the time to collision if no evasive action is taken, to determine the level of safety risk and identify specific problems. ● Safety perception impacts road user decisions but is not easily understood by looking at crash data. Safety professionals can use surveys, driving simulators, and other modern technologies to understand the safety perception of road users. ● Using professional judgement to prioritize safety improvements and “Work Smarter, Not Harder”
