MEASURES.
(a) DEFINITIONS.—In this section, the
following definitions apply:
(1) NATURAL FEATURE.—The term
‘‘natural feature’’ means a feature that is
created through the action of physical,
geological, biological, and chemical
processes over time.
(2) NATURE-BASED FEATURE.—The
term ‘‘nature-based feature’’ means a
feature that is created by human design,
engineering, and construction to provide
risk reduction in coastal areas by acting
in concert with natural processes.

West Fork of the San Jacinto River Emergency
Dredging
Authorization: Stafford Act; FEMA Mission
Assignment SWD-30
History: Excessive debris from Hurricane Harvey
exacerbated flooding and impeded the free flow of
water down this portion of the West Fork of the San
Jacinto River. This situation that posed threats to life
safety, critical infrastructure, as well as potential loss
of life. More than 16,000 homes and 3,300 business
near Lake Houston were damaged by Harvey-related
flooding.
Description: The work consists of the hydraulic
dredging of sand and debris within the West Fork of
the San Jacinto river, from I69 to the confluence of
Lake Houston. H&H modeling was used to determine
the quantity and location of sand to be removed. The
current cost of the contract exceeds $80M and will be
complete in late 2019.

This project also received $14.7 M in FY 18 WP funding to reimburse HCFCD for past construction. Currently pending audit $10.6 M in invoiced reimbursements, to be provided by SEP 18. Pending Invoices for $14.7 M received in FY 18 WP for audit/reimbursement. Scheduled construction end date FY 21. • Clear Creek Project, Houston, TX: $295 M to perform economics update, design and construct conveyance and in-creek hydraulic detention areas that create a system to reduce flood damages.   • 20. Strategic Enabler: Natural and Nature Based Features (NNBFs) 21 SEC. 1184. CONSIDERATION OF MEASURES. (a) DEFINITIONS.—In this section, the following definitions apply: (1) NATURAL FEATURE.—The term ‘‘natural feature’’ means a feature that is created through the action of physical, geological, biological, and chemical processes over time. (2) NATURE-BASED FEATURE.—The term ‘‘nature-based feature’’ means a feature that is created by human design, engineering, and construction to provide risk reduction in coastal areas by acting in concert with natural processes. West Fork of the San Jacinto River Emergency Dredging Authorization: Stafford Act; FEMA Mission Assignment SWD-30 History: Excessive debris from Hurricane Harvey exacerbated flooding and impeded the free flow of water down this portion of the West Fork of the San Jacinto River. This situation that posed threats to life safety, critical infrastructure, as well as potential loss of life. More than 16,000 homes and 3,300 business near Lake Houston were damaged by Harvey-related flooding. Description: The work consists of the hydraulic dredging of sand and debris within the West Fork of the San Jacinto river, from I69 to the confluence of Lake Houston. H&H modeling was used to determine the quantity and location of sand to be removed.
