SENIOR ENLISTED LEADER U.S. SUBMARINE FORCE 2015 - 2017
Senior Enlisted Leader and principle advisor to the Commander, Naval Submarine Forces; Responsible for
programs, policies, health and welfare of over 23,700 officer and enlisted Sailors and their families. Enlisted
advisor to the Fleet Master Chief and a member of the Master Chief Petty Officer of the NAVY’s Leadership
Committee.
 Project Management: Developed innovative destructive behavior prevention programs Navy-wide, broke
through barriers to change and streamline processes. Efforts reduced DUI’s within the submarine force by
over 35%.
 Coalition Building: Supervised a team that developed and implemented new and identifiable metrics for
Team performance for all front line supervisors in the Submarine Force. These proven metrics have resulted
in improved retention, lower attrition and higher advancement percentages throughout the Submarine Force.
Pioneered and provided executive level leadership in preparation for assignment of Enlisted women on U.S.
submarines. Article Published in the summer 2016 Association of the United States Magazine on “Destructive
behavior and Leadership”, are they connected.
 Strategic Management Developed detailed plans to include milestones that ensure proper development of
the entire workforce to operate the future fleet, while maintaining current readiness levels. Tasked by Fleet
Master Chief to educate NAVY-Wide Senior Enlisted Leaders on innovative Leading Change processes.
COMMAND MASTER CHIEF (COMSUBRON 6) Norfolk Virginia 2012-2015
 Leadership Development: Supervised over 1500 Sailors as the Senior Enlisted Advisor to the Commodore
Submarine Squadron Six. Incorporated Leading Change concepts by incorporating an Embedded Mental
Health program to change behavior in an entire Fleet concentration area. SUBRON 6 was ranked 12 of 12
Squadrons in the Submarine Force and within 15 months was ranked #1. With innovative High Velocity Edge
thought patterns COMSUBRON 6 met all mission requirements, passed all inspections and for 2 consecutive
years had the highest retention and advancement in the Submarine Force with the lowest percentage of
destructive behaviors.
 Program Analysis: Advised senior leadership on community and future growth plans; initiated process
improvement strategies to ensure all manning requirements support Submarine tasking. Efforts led to the on
time completion of 4 new Submarine constructions, conversion of one Military Training Ship, and two
Engineering Refueling Overhauls while deploying 6 Submarines in theatre; on time.
CHIEF ofthe BOAT (USS BOISE SSN 764), Norfolk, VA. 2010-2012
 Operational Management: Skillfully engaged in influencing decisions at all levels of the Command. Set
new standards for performance by winning two Battle Efficiency “E” awards, and only the third Submarine in
125 years to win the Battenberg cup for being the #1 overall warship in the Atlantic Fleet. Ranked the #1
Chief of the Boat two of three years in the Submarine Forces Atlantic. Achieved 100% senior supervisory
watch qualification rate for core group of 22 managers that enabled ship to reach its full tactical potential,
while increasing morale through setting consistent standards.
 Leadership Development:90% reduction in unplanned personnel losses to reach unprecedented rate of
1.6%; well below Navy average of 10% achieved through active engagement of leadership and optimization
of ship's schedule.
 1,260 man-hours saved weekly by improving scheduling and optimizing work practices - helping organization
achieve enlisted promotion rate of 65% that was well above Navy average for advancement of 27.6%.
 Trained and mentored nine senior enlisted leaders for immediate assignment as Chief of Boat / Command
Master Chief. Only top 1% of Senior enlisted leaders are assigned to this position
