7. The Situation
 When citizens are informed they act.

 Even in situations of poverty, people will still save
some money for phone airtime.

Recommendations
 Introduce the respective organizations to Huduma
 Promote East African framework partnership.

 Initiative of Uganda has put in place to
promote transparency and accountability
