3. Context :citizens wishing to be heard, to communicate
their problems and be part of the democratic dialogue-
Municipality of Athens interested in citizens opinions and
wishing to involve them in services co-design and provide
them with as much information as possible about the city
through innovative applications
4. Problem :low awareness and sense of belonging, trust
breached, limited resources, citizen-city communication
channels not effective or not interactive, top-down
approaches in service production not meeting actual citizen
and city needs
5. Strategy: To initiate a living and ongoing process which
was initially conceptualized and based upon characteristics
of the real world , but then was reconceived as a virtual
place, a virtual citizen community that can be instantiated at
any city area, for any reason, at any time; To promote citizen
learning and involvement in service co-design procedures;
To remunerate citizens and visitors with mobile applications
that improve the city experience, and provide not only city
information but a dialogue space as well for prioritizing
needs in services production

defined by
selecting a
specific

the city and a
radius around
it.

his/ her mobile information
device and about the new
views the public DVS will be

7. Reflections: expected benefits =simple, quantitative &
