2. The reading, Report: Over 120 UCLA Hospital Staff Saw Health Celebrity Health
Records, highlighted a few issues that still take place within the health industry:
- HIPAA education
- HIPAA violations
- HIPAA enforcement
Recognition and understanding of the above are imperative to not only the
clout of the HCO, but also the relationship it has with its various stakeholders.
Disciplinary actions seemed to have been appropriate by chief executive, Dr.
David Feinberg, but still greater efforts could have been in place for prevention
(Fox News, 2008).

3. The safeguard of patient information is critical to the thriving of the HCO. It has the ability to enhance the
relationship between patient and provider due to the demanding trust and respect that becomes
necessary. The Health Insurance Portability and Accountability Act (HIPAA) entails:
-Comprised of 5 sections (recognized as titles)
o Title I (Rouse, 2017): protection of health insurance coverage for individuals who lose/change
jobs.
o Title II (Rouse, 2017): standards and policy enactment for processing electronic healthcare
transactions.
o Title III (Rouse, 2017): tax-related provisions/guidelines for medical care
o Title IV (Rouse, 2017): provisions dedicated to individuals with pre-existing conditions and those
seeking continued coverage
o Title V (Rouse, 2017): provisions on company owned life insurance and treatment of those who
lose their U.S. citizenship forincoem tax purposes.
-Collectively the titles aim to provide data privacy and security provisions to safeguard medical
information (Rouse, 2017).
By incorporating an educational training regimen for all staff to ensure HIPAA’s purpose, we create an
atmosphere within the workplace that has the proper tools to mitigate and prevent potential HIPAA
issues that may emerge.

4. Agris and Spandorfer (2016) mentioned, “The importance of high quality training becomes
even more pronounced as the consequences of careless behavior resulting from a lack of
understanding or misunderstanding of the law by workforce,” p. 652. As a result, it is
imperative that upper management within the HCOs create training programs:
HIPAA Interactive Training
-Crowd engagement can serve as a more receptive
learning tool towards constituents
o Verbal and physical interaction
-Involvement can aid in the retention of material
-Engagement in learning material can provide a more
cognitive experience
o Delineates to the learners the seriousness
that upper management takes in the learning
material
HIPAA Compliance Training:
- Timed training sessions educating viewer on
HIPAA policies
- “Knowledge Self-Check” to test the
comprehension of the material
- Performed monthly to ensure its significance

5. Within the studied article, Report: Over 120 UCLA Hospital Staff Saw Celebrity Health Records, there were
consequences that resulted from failure to abide by the sanctions of HIPAA. Besides the individual actions
and motives that can be deemed responsible for the violations, some can be contributed to the training as
well. One should measure the effectiveness of their HIPAA compliance within 4 sections:
1) Reaction (MindTools, n.d.)– entails the reaction towards the training. Were they receptive?
Were they passive to the material? Lethargic and uninterested?
2) Learning (MindTools, n.d.) – entails the set objectives throughout the training regimen.
3) Behavior (MindTools, n.d.) – entails the application of the material learned.
4) Results (MindTools, n.d.) – statistical analysis of the application. Did HIPAA occurrences and
violations decrease in comparison to the previous month? Previous year?
The evaluation sector is just as important, if not more important, than the training itself. Displays the
effectiveness of training. The HIPAA training brings forth the damages that can come about from
improper followings, monetary damages, as well as impaired credibility.
