Senior High School Voucher Program (SHS

Enhanced Basic Education Act of 2013
(RA 10533)
• Lengthens Philippine basic education from 10 years to 12 years
• Addition of Grades 11 and 12 in Senior High School (SHS).
• Explicitly expands Government Assistance to Students and Teachers in
Private Education (GASTPE or RA 8545) to include Grades 11 and 12
• Mandates the Department of Education (DepEd)
• Formulate programs to enact the abovementioned provision based on the principles of
public-private partnership
• Supports Article XIV Section 2.3 of the Philippine Constitution of 1987
• Mandates the State to establish a system of, among others, subsidies and incentives
to deserving individuals in both public and private schools
Policy Principles
• Per DO 11 s. 2015, the SHS VP intends to:
• Uphold the right to quality basic education and increase access in SHS
• Increase the diversity of SHS providers beyond the current configuration
• Provide greater choice to students and their families in deciding the SHS program that
caters to their needs and career goals
Delineation of Roles
• Department of Education (DepEd)
• Institutional owner and regulator of the GASTPE programs
• Private Education Assistance Committee (PEAC)
• Contracted by the DepEd to administer the GASTPE programs
• SHS VP-participating SHS
• Shall provide assistance and guidance to uphold student choice in the SHS VP
• Voucher Program Beneficiaries (VPBs)
• Shall meet the admission requirements set by their chosen school. They should also
meet the requirements for promotion at each grade level to continue to enjoy the
voucher.
Delineation of Roles
• Regional Program Committees (RPCom)
• Oversee compliance of participating public and private schools in their regions with the
policies and guidelines of the GASTPE programs of assistance
• Resolve problems that may occur and recommend measures to improve program
implementation

SHS VP Guidelines
Qualified Voucher Recipients (QVR)
• Automatically qualified students
• Category A: All Grade 10 completers in Public JHSs
• Category B: All Grade 10 completers in SUCs and LUCs
• Category C: All Grade 10 completers in private schools who are ESC grantees
Qualified Voucher Recipients (QVR)
• Voucher Applicants
• Category D: All Grade 10 completers in private schools who are not ESC grantees
and wish to avail of the voucher subsidy in order to enroll in a non-DepEd SHS
• Category E: Students who took/will take the Alternative Learning System (ALS)
Accreditation and Equivalency (A&E) Test and the Philippine Educational Placement
Test (PEPT) in SY 2018-2019
• Passed and have been certified for admission to Grade 11 in SY 2019-2020
• Provided also that they received their certification not later than May 31, 2019

• The value of the voucher subsidy is the lower of the total school fees declared in the VMS by the VP-
participating SHS or the applicable voucher amount.
• Requiring VPBs to pay the total school fees in advance is not allowed. VPBs are only required to pay
the difference between the total school fees and applicable voucher amount (Top-up).
Voucher Validity and Redemption
• Vouchers shall be redeemed in the first semester of SY 2019-2020
• Shall no longer be valid if not redeemed in said period
• The voucher covers two years regardless of the number of years it takes the recipient
to complete SHS.

• A QVR
• redeems his or her voucher by the very act of enrolling in a VP-participating SHS
• needs to satisfy the requirements for admission set by the VP-participating SHS
• who successfully enrolls in a VP-participating SHS becomes a voucher program
beneficiary (VPB)
Participating SHS Eligibility and Requirements
• Any non-DepEd SHS is eligible to participate in the SHS VP
• It becomes a VP-participating SHS by accepting QVRs as its students
• Each VP-participating SHS is required to:
• Attend the annual orientation on the SHS VP Guidelines and the SHS Voucher
Management System (VMS).
Participating SHS Eligibility and Requirements
• Any non-DepEd SHS is eligible to participate in the SHS VP
• It becomes a VP-participating SHS by accepting QVRs as its students
• Each VP-participating SHS is required to:
• Attend the annual orientation on the SHS VP Guidelines and the SHS Voucher
Management System (VMS).
• Conduct an orientation on the SHS VP to new VPBs and their parents at the start of
each school year
• Open and maintain an account with the Land Bank of the Philippines (LBP)
• Account name shall be the name of the school as indicated in their SEC Registration and SHS VP
appended to it (e.g. Juan de la Cruz School SHS VP)
Conditions for Voucher Program Beneficiaries
(VPBs)
• Continuing participants
• A VPB retains her subsidy if she is promoted to Grade 12 and continues to study in a non-
DepEd SHS. No maintaining grades are required from VPBs within a school year.
• A VPB loses her subsidy if she does any one of the following:
• Drops out in the middle of the school year
• Does not reenroll in the following school year
• Fails to be promoted to the next grade level or is retained at the same grade level
• Transfers to another SHS within the school year
• Transfers to a DepEd SHS
• VPBs that drop out due to death of a parent or guardian, force majeure, prolonged illness, or
accident may be reinstated into the SHS VP program provided they submit documents to
support their claim
Conditions for Voucher Program Beneficiaries
(VPBs)
• Transferees
• VPBs who wish to retain their voucher subsidy may transfer to another non-DepEd
SHS only after completing Grade 11.
• VPBs need to satisfy the requirements for admission set by the accepting non-DepEd
SHS.
• Transfers where the applicable voucher value of the releasing school is different from
that of the accepting school are allowed. The accepting school will be paid the lower of
the two applicable voucher values.
• Involuntary transfers, such as when a school closes or is terminated from further
participation in the SHS VP, are allowed and considered special cases.
Conditions for Voucher Program Beneficiaries
(VPBs)
• Shifters
• VPBs who wish to retain their voucher subsidy may shift to another track or strand:
• Within the school year provided that it is within the same VP-participating SHS
• After completing Grade 11 in the same school or in another VP-participating SHS
• VP-participating SHSs shall ensure that shifters meet the required competencies of
their new track or strand.
Processing of SHS VP Payments
Billing of Voucher Program Beneficiaries (VPB)
• Billing VPBs shall be once a year, payments shall be in two tranches
• Qualified VPBs for billing
• VPBs reporting to school at least 30 days after opening of classes
• If the student transfers to another school after 30 days, the VPB loses the voucher
Billing of Voucher Program Beneficiaries (VPB)
• Encode or Update VP-participating SHS Profile in the EBEIS
• Encode or Update SHS Student Information in the LIS
• All VP-participating SHS shall ensure that all VPBs are encoded in the LIS.
• The enrolment list in the LIS shall be used by the PEAC NS to validate all of the VPBs
billed by a VP-participating SHS.
• Register VPBs in the VMS
• Responsibility of the VP-participating SHS to ensure that the VPB data encoded in the
VMS matches the student data registered by the VP-participating SHS in the LIS
• Post-billing audit of all VPBs billed by a VP-participating SHS by comparing the data of
billed VPBs in the VMS against the student data in the LIS
Billing of Voucher Program Beneficiaries (VPB)
• Register VPBs in the VMS (cont.)
• The VP-participating school shall be held liable if a VPB billed in the VMS does not
exist or have mismatched details in the LIS. These VPBs shall be considered as
unaccounted VPBs and penalties shall apply as provided in Section XI. B.

Important Dates and Deadlines for SY 2019-
2020
• Opening of VMS
• July 1, 2019
• Billing Period
• Billing starts 30 days after opening of the first semester
• Participating schools encode date of opening and ending of semesters in the VMS
• Deadline for creating billing statements: 3 months after opening of the semester
Refunding Excess Payments
• A refund is due to DepEd when its payments exceed what is due to an VP-
participating SHS despite due care.
Below are the steps to process refunds:
• The school shall send to PEAC NS a bank check payable to the Department of
Education OSEC and a letter explaining the reason for the refund;
• The PEAC NS shall review the documents and endorse them to DepEd AD;
• DepEd shall issue official receipts for cleared check refunds. These will be delivered to
PEAC NS for further delivery to the schools concerned.
Monitoring and Program Compliance
Monitoring Process
• The PEAC NS shall monitor VP-participating SHS and report its findings to
DepEd.
• It verifies the VPBs listed in the schools’ billing statements and their compliance with
the guidelines of the SHS VP.
• It is done through unannounced visits by a monitoring team.
Monitoring Process
• SHS VP-participating SHS is required to gather all their VPBs for a roll call
and present the following documents for inspection:
• Class Record
• DepEd School Form 1
• DepEd School Form 2
• Birth Certificate

checked by the Monitoring Team:
• Orientation Attendance Sheet
• Orientation Program

  • 1. Senior High School Voucher Program (SHS VP) for School Year 2019-2020 Venue Date
  • 3. Enhanced Basic Education Act of 2013 (RA 10533) • Lengthens Philippine basic education from 10 years to 12 years • Addition of Grades 11 and 12 in Senior High School (SHS). • Explicitly expands Government Assistance to Students and Teachers in Private Education (GASTPE or RA 8545) to include Grades 11 and 12 • Mandates the Department of Education (DepEd) • Formulate programs to enact the abovementioned provision based on the principles of public-private partnership • Supports Article XIV Section 2.3 of the Philippine Constitution of 1987 • Mandates the State to establish a system of, among others, subsidies and incentives to deserving individuals in both public and private schools
  • 4. Policy Principles • Per DO 11 s. 2015, the SHS VP intends to: • Uphold the right to quality basic education and increase access in SHS • Increase the diversity of SHS providers beyond the current configuration • Provide greater choice to students and their families in deciding the SHS program that caters to their needs and career goals
  • 5. Delineation of Roles • Department of Education (DepEd) • Institutional owner and regulator of the GASTPE programs • Private Education Assistance Committee (PEAC) • Contracted by the DepEd to administer the GASTPE programs • SHS VP-participating SHS • Shall provide assistance and guidance to uphold student choice in the SHS VP • Voucher Program Beneficiaries (VPBs) • Shall meet the admission requirements set by their chosen school. They should also meet the requirements for promotion at each grade level to continue to enjoy the voucher.

Delineation of Roles • Regional Program Committees (RPCom) • Oversee compliance of participating public and private schools in their regions with the policies and guidelines of the GASTPE programs of assistance • Resolve problems that may occur and recommend measures to improve program implementation

  • 9. Qualified Voucher Recipients (QVR) • Automatically qualified students • Category A: All Grade 10 completers in Public JHSs • Category B: All Grade 10 completers in SUCs and LUCs • Category C: All Grade 10 completers in private schools who are ESC grantees
  • 10. Qualified Voucher Recipients (QVR) • Voucher Applicants • Category D: All Grade 10 completers in private schools who are not ESC grantees and wish to avail of the voucher subsidy in order to enroll in a non-DepEd SHS • Category E: Students who took/will take the Alternative Learning System (ALS) Accreditation and Equivalency (A&E) Test and the Philippine Educational Placement Test (PEPT) in SY 2018-2019 • Passed and have been certified for admission to Grade 11 in SY 2019-2020 • Provided also that they received their certification not later than May 31, 2019

VPBs are only required to pay the difference between the total school fees and applicable voucher amount (Top-up).
  • 12. Voucher Validity and Redemption • Vouchers shall be redeemed in the first semester of SY 2019-2020 • Shall no longer be valid if not redeemed in said period • The voucher covers two years regardless of the number of years it takes the recipient to complete SHS.

Voucher Validity and Redemption • A QVR • redeems his or her voucher by the very act of enrolling in a VP-participating SHS • needs to satisfy the requirements for admission set by the VP-participating SHS • who successfully enrolls in a VP-participating SHS becomes a voucher program beneficiary (VPB)

Participating SHS Eligibility and Requirements • Any non-DepEd SHS is eligible to participate in the SHS VP • It becomes a VP-participating SHS by accepting QVRs as its students • Each VP-participating SHS is required to: • Attend the annual orientation on the SHS VP Guidelines and the SHS Voucher Management System (VMS).
  • 15. Participating SHS Eligibility and Requirements • Any non-DepEd SHS is eligible to participate in the SHS VP • It becomes a VP-participating SHS by accepting QVRs as its students • Each VP-participating SHS is required to: • Attend the annual orientation on the SHS VP Guidelines and the SHS Voucher Management System (VMS). • Conduct an orientation on the SHS VP to new VPBs and their parents at the start of each school year • Open and maintain an account with the Land Bank of the Philippines (LBP) • Account name shall be the name of the school as indicated in their SEC Registration and SHS VP appended to it (e.g. Juan de la Cruz School SHS VP)
  • 16. Conditions for Voucher Program Beneficiaries (VPBs) • Continuing participants • A VPB retains her subsidy if she is promoted to Grade 12 and continues to study in a non- DepEd SHS. No maintaining grades are required from VPBs within a school year. • A VPB loses her subsidy if she does any one of the following: • Drops out in the middle of the school year • Does not reenroll in the following school year • Fails to be promoted to the next grade level or is retained at the same grade level • Transfers to another SHS within the school year • Transfers to a DepEd SHS • VPBs that drop out due to death of a parent or guardian, force majeure, prolonged illness, or accident may be reinstated into the SHS VP program provided they submit documents to support their claim
  • 17. Conditions for Voucher Program Beneficiaries (VPBs) • Transferees • VPBs who wish to retain their voucher subsidy may transfer to another non-DepEd SHS only after completing Grade 11. • VPBs need to satisfy the requirements for admission set by the accepting non-DepEd SHS. • Transfers where the applicable voucher value of the releasing school is different from that of the accepting school are allowed. The accepting school will be paid the lower of the two applicable voucher values. • Involuntary transfers, such as when a school closes or is terminated from further participation in the SHS VP, are allowed and considered special cases.
  • 18. Conditions for Voucher Program Beneficiaries (VPBs) • Shifters • VPBs who wish to retain their voucher subsidy may shift to another track or strand: • Within the school year provided that it is within the same VP-participating SHS • After completing Grade 11 in the same school or in another VP-participating SHS • VP-participating SHSs shall ensure that shifters meet the required competencies of their new track or strand.

Billing of Voucher Program Beneficiaries (VPB) • Billing VPBs shall be once a year, payments shall be in two tranches • Qualified VPBs for billing • VPBs reporting to school at least 30 days after opening of classes • If the student transfers to another school after 30 days, the VPB loses the voucher
  • 21. Billing of Voucher Program Beneficiaries (VPB) • Encode or Update VP-participating SHS Profile in the EBEIS • Encode or Update SHS Student Information in the LIS • All VP-participating SHS shall ensure that all VPBs are encoded in the LIS. • The enrolment list in the LIS shall be used by the PEAC NS to validate all of the VPBs billed by a VP-participating SHS. • Register VPBs in the VMS • Responsibility of the VP-participating SHS to ensure that the VPB data encoded in the VMS matches the student data registered by the VP-participating SHS in the LIS • Post-billing audit of all VPBs billed by a VP-participating SHS by comparing the data of billed VPBs in the VMS against the student data in the LIS
  • 22. Billing of Voucher Program Beneficiaries (VPB) • Register VPBs in the VMS (cont.) • The VP-participating school shall be held liable if a VPB billed in the VMS does not exist or have mismatched details in the LIS. These VPBs shall be considered as unaccounted VPBs and penalties shall apply as provided in Section XI. B.

DepEd AD PEAC NS PEAC RS DepEd RO RD PEAC RS RPD and RPC • Processes the billing statement packages in the order received • Verifies that the billing statement packages are in order and the billing statements exist in the VMS • Signs the billing statements and forwards these to the DepEd RD for signature • Signs the billing statements • Verifies that the billing statement packages are in order and the billing statements exist in the VMS • Prepares billing statement packages in batches and submits these along with a List of Schools for Payment to the DepEd Central Office-Accounting Division (DepEd AD) • Checks that the submitted billing statement packages and the List of Schools for Payments are in order • Prepares the Payroll and Obligations (POR) • Pays the ESC-participating JHSs through their LBP accounts Legend: Regional Program Director (RPD) | Regional Program Coordinator (RPC) | Regional Director (RD) | Accounting Division (AD) • Retrieves the billing statements from the DepEd RD and forwards these to the PEAC NS

Important Dates and Deadlines for SY 2019- 2020 • Opening of VMS • July 1, 2019 • Billing Period • Billing starts 30 days after opening of the first semester • Participating schools encode date of opening and ending of semesters in the VMS • Deadline for creating billing statements: 3 months after opening of the semester
  • 26. Refunding Excess Payments • A refund is due to DepEd when its payments exceed what is due to an VP- participating SHS despite due care. Below are the steps to process refunds: • The school shall send to PEAC NS a bank check payable to the Department of Education OSEC and a letter explaining the reason for the refund; • The PEAC NS shall review the documents and endorse them to DepEd AD; • DepEd shall issue official receipts for cleared check refunds. These will be delivered to PEAC NS for further delivery to the schools concerned.
  • 28. Monitoring Process • The PEAC NS shall monitor VP-participating SHS and report its findings to DepEd. • It verifies the VPBs listed in the schools’ billing statements and their compliance with the guidelines of the SHS VP. • It is done through unannounced visits by a monitoring team.
  • 29. Monitoring Process • SHS VP-participating SHS is required to gather all their VPBs for a roll call and present the following documents for inspection: • Class Record • DepEd School Form 1 • DepEd School Form 2 • Birth Certificate
