Experience:
1/2015 - present. Program Manager, OMNITEC Solutions Inc. Responsible for contract execution and compliance over-
sight in support of Navy Afloat Media Systems and NAVSEA05. Responsible for project budget forecasting and man-
agement. Uses the principles of the Earned Value Management System (EVMS) for major project execution. Supports
both US Navy and Military Sealift Command (MSC) in SITE TV, satellite broadcasts and surveillance camera system
installations, upgrades and distance support. Leads advanced planning and execution of complex shipboard installa-
tions, system upgrades, decommissioning rip-outs and shore based training systems. Ensures workforce compliance
with NAVSEA installation standards and OSHA maritime requirements. Direct liaison to primary government client on
all matters associated with contract deliverables.
12/2013 - 1/2015. Senior Program Manager, Surface Programs, AMSEC LLC. Responsible for the profit and
loss of large, complex multi-million dollar Alteration Installation Team (AIT) projects aboard US Navy surface
ships. Directs all phases of programs from inception through completion. Responsible for serving multiple
government and commercial customers requiring developing, integrating and managing plans across several
subcontractors. Responsible for overseeing a program in geographically dispersed locations and multiple
business functions and employees directly assigned to those programs. Responsible for the cost, schedule
and technical performance of large scale installation projects aboard US Navy ships. Acts as primary cus-
tomer contact for program activities, leading program review sessions with customer to discuss cost, sched-
ule, and technical performance. Develops new business or expands services with the customer. Establishes
milestones and monitors adherence to master plans and schedules, identifies program problems and creates
solutions. Expert in reallocation of resources and championing contractual change orders. Directs the work
of program and project managers and employees assigned to the program from technical, manufacturing to

12/2011 – 12/2013. Senior Naval Consultant, McKean Defense Group. Provides direct expert technical sup-
port for Commander Navy Regional Maintenance Center (CNRMC) Technical Director (GS-15) and supporting
engineering staff. Staff liaison with Naval Sea Systems Command, TYCOMs, Regional Maintenance Centers
and ship repair industry leaders in technical areas of Surface Fleet maintenance and modernization. Pri-
mary contributor to NAVSEA Standard Item development, technical research, workforce development course
implementation and Role Based Desk Guide creation. Instrumental in building synergy across a large geo-
graphically dispersed enterprise of Navy commands charged with Surface Fleet ship repairs. Recognized con-
tributor to the transformation of engineering policy and procedure over a two year transition period.
06/2011 – 12/2011. Regional Program Manager, Moran Environmental Recovery. Mid-Atlantic Regional Man-
ager of Emergency Environmental Response Services. Directly responsible for business development, mar-
keting, sales, profit/loss management. Drove company to success in both the power and marine industry
during short tenure on board. Developed and presented executive level briefings to senior leaders of large
industrial client prospects. Drove company qualification processes to completion with new clients across the
Mid-Atlantic Region. Provided oversight for operations management and emergency response for private

11/2010 - 06/2011 Engineer, URS Corporation. Contracted by Norfolk Ship Support Activity (NSSA) Engineer-
ing Department to provide direct, on-site government supervision for Lead Maintenance Activity managers
ensuring compliance with several NAVSEA Standard Items associated with work integration and shipyard To-
tal Ship Test Management Plans. Involved in production meetings as Government Integrated Test Engineer to
provide guidance for shipyard Integration Managers, Teaming Partners and Superintendents with regard to
stage testing coordination and accomplishment. Experienced and knowledgeable in shipyard repair planning,
contracting, production and processes from advanced planning to sea trails. Solid knowledge and experience
in shipyard production environments and organizational structure. Familiar with trade shops associated with
ship building and repair and stage test methods, Quality Management System, Engineering Service Requests
(ESRs) and Departure From Specification (DFS) processes. Familiar with MS/MO and other Contracting Strat-

12/2007 to 12/2010 Technical Director / Staff Technical Advisor to Commander Undersea Surveillance (CO-
MUNDERSEASURV) for a world-wide network of undersea acoustic monitoring systems and associated shore-
based support facilities and infrastructure. Fixed Surveillance Systems (FSS) manager responsible for the
maintenance and repair of undersea cable systems to include the contracting of commercial cable repair
vessels. Direct Liaison between COMUNDERSEASURV, PEO, MSC and commercial carriers on all matters asso-
ciated with cable repair work. Represented the government at pre-mission briefs and contributed to semi-
annual undersea cable repair symposiums at Cheatham Annex. Monitored and provided daily mission status
reports on cable repairs and advised COMUNDERSEASURV on
Coordinated the efforts of personnel in the C5I community at two subordinate commands in the execution of
all functions related to the installation, operation, and maintenance of all electronic systems and support
facilities operations. Conducted operational evaluations of new installations and modifications to existing
systems; provided operational and technical input to the research and development community for consider-
ation in the design and testing of electronic systems or components; prepared and distributed operator
training courses and operational guidance for electronic systems; plans, schedules, and conducted training
for electronics personnel; wrote reports, prepares budgets, and provided technical advice on electronic sys-
tems. Provided coordination and direct liaison between OPNAV sponsor, supporting PEO and key military and
civilian personnel directly supporting the IUSS mission for all systems in the Fixed Surveillance System (FSS)
branch. Directly involved in all facets of the government contracting process, acquisition and quality assur-
ance.
Project Manager (Dec 07 – Sep 09) – PM for a multi-million dollar, international initiative to disestablish and
relocate a jointly manned US/UK undersea surveillance facility in the United Kingdom. Developed a plan
that coordinated the efforts of the United States Department of the Navy and United Kingdom Ministry of
Defense, associated defense contractors and government officials. Managed resources, constraints and time-
liness required to shift all operational functions and personnel from the UK to a new location in the US while
maintaining uninterrupted mission capability. The goal of the project was met ahead of time and resulted in
a reduced footprint of US military in the European operations area and increased mission synergy in what is
now the largest co-located US/UK military/civilian team operating in the United States.
Assisted operational personnel with development, evaluation, and assessments of fielded systems. Led staff
personnel and systems engineers in requirement definition, technical approach, budget development, pro-
gram execution, and transition from Research and Development (R&D) to fielded surveillance systems. Pro-
vided additional programmatic oversight and technical assistance at the end user level
Understands DOD, DON and Other Government Agency (OGA) Research, Development Test and Evaluation
processes. Can articulate internal initiatives at various technology and program development-related fo-
rums. A visionary able to leverage resources/technology/capability from other organizations to help design
and build better operational capability.
09/2005 to 12/2007. Electronic Materials Officer / System Test Officer. Resurrected badly damaged pro-
grams and processes related to shipboard maintenance and repair and Combat Systems operations. RMCO,
Casualty reporting, Quality Assurance, Aloft, HERP/HERO, Micro-Miniature Repair, 3M, CSMP, CSOSS, Zone
Inspections, Planned Maintenance System (PMS), etc. Quickly rescued neglected programs using a number of
leadership and planning techniques beginning with the establishment of a sound maintenance organization
and new maintenance philosophy centered on 100% mission readiness. Built a coalition and fostered a firm
relationship with supporting entities such as the TYCOM, squadron staff, ATG, MARMC, Port Engineers, sup-
porting contractors and DON personnel.
Selected Restricted Availability (SRA) Coordinator – (Various dates over past ten years) Job performed on
several platforms yielding top results in all facets of yard period repair processes. Recognized by civilian and
military managers for unwavering standards, accepting only work completed as outlined in specification
packages. Trusted liaison between Ship's Force, Port Engineers, Regional Maintenance Center Project Team
personnel, AIT Managers and others involved in SRA completion. Assisted shipyard production managers in all
matters related to timely, safe and effective availability period completion. Quality Assurance check-point
manager and trainer for all work to include HM&E jobs. Well known by Port Engineers on the Norfolk water-
front.
Tactical Actions Officer (Dec 05 – Dec 07) – Empowered with sole responsibility for aircraft carrier tactical
employment, weapons release and directing the movement of battle group forces. Served in this position
extensively during a surge deployment to a hostile environment off the coast of Lebanon in 2007. Experi-
enced in real-world weapons posture one environments. Recognized as the lead trainer and board certifier
helping other officers achieve this career milestone.
Director of Training (Dec 06 – Dec 07) – Directly appointed by the Commander of USS WASP to rescue a strug-
gling training program in preparation for upcoming training assessments and pending surge deployment. Rap-
idly constructed a plan of action and coordinated the efforts of 13 Department Directors in its successful im-
plementation. Through team building, creative leadership and meticulous follow-up, USS WASP was assessed
mission ready with the highest scores ever achieved by any ship in the Navy at the time under the new Unit
Level Training Assessment (ULTRA) program.
12/2003 to 09/2005 Naval Computer and Telecommunications Area Master Station Pacific, C5I Director. Re-
sponsible for 300 plus military and civilian personnel in the performance of technical duties on the island of
Oahu and various remote sites in the Pacific navy communications region. Provided government oversight for
2.5 million dollars in defense contract execution. Managed all NSPS programs related to DON personnel in-
dustrial safety and human resources. Managed mid to upper level technical shop supervisors and trades peo-
ple in all aspects of communications systems installations, maintenance, repairs and upgrades. Routinely
practiced analytical management techniques including production and material control, cost control and
personnel management. Managed the development of long range training to maintain necessary skill require-
ments. As a board member providing direct oversight for contracted services, supervised Contracting Of-
ficer's Representatives in negotiated agreement procedures and personnel management regulations.
Public Affairs Officer / Public Relations Manager (Jul 03 – Sep 05) – Relied upon by Commander, Navy Region
Hawaii to carefully handle extremely controversial matters as they related to the building of the 318 million
dollar Hawaii Regional Security Operations Center (HRSOC) in the middle of the island of Oahu. Gave public
briefings and speeches at town hall meetings and fielded a barrage of complaints and questions monthly as
local interests and the general public were opposed to the new project. All matters we handled expertly
with political care while maintaining good relationships between local community leaders, local and federal
government representatives. The project was never delayed for any reason, was eventually embraced by the
state of Hawaii and Island of Oahu and is expected to be completed in late 2010.
Joint Fleet Telecommunications Operations Center Watch Officer (JFTOCWO) (Jul 03 – Sep 05) Principal
manager of watch teams responsible for providing classified and unclassified voice, messaging, data, and
video to ships, submarines, aircraft, and ground forces operating worldwide in support of Naval and Joint
Global operating forces. Developed many new methods to streamline internal processes for improved cus-
tomer support for the forward-deployed war fighter resulting in more timely tactical circuit restoration.

Project Manager (Dec 07 – Sep 09) – PM for a multi-million dollar, international initiative to disestablish and relocate a jointly manned US/UK undersea surveillance facility in the United Kingdom. Developed a plan that coordinated the efforts of the United States Department of the Navy and United Kingdom Ministry of Defense, associated defense contractors and government officials. Managed resources, constraints and time- liness required to shift all operational functions and personnel from the UK to a new location in the US while

Built a coalition and fostered a firm relationship with supporting entities such as the TYCOM, squadron staff, ATG, MARMC, Port Engineers, sup- porting contractors and DON personnel. Served in this position extensively during a surge deployment to a hostile environment off the coast of Lebanon in 2007. Experi- enced in real-world weapons posture one environments. Recognized as the lead trainer and board certifier helping other officers achieve this career milestone. Director of Training (Dec 06 – Dec 07) – Directly appointed by the Commander of USS WASP to rescue a strug- gling training program in preparation for upcoming training assessments and pending surge deployment. Rap- idly constructed a plan of action and coordinated the efforts of 13 Department Directors in its successful im- plementation. Through team building, creative leadership and meticulous follow-up, USS WASP was assessed mission ready with the highest scores ever achieved by any ship in the Navy at the time under the new Unit Level Training Assessment (ULTRA) program. 12/2003 to 09/2005 Naval Computer and Telecommunications Area Master Station Pacific, C5I Director. Re- sponsible for 300 plus military and civilian personnel in the performance of technical duties on the island of Oahu and various remote sites in the Pacific navy communications region. Provided government oversight for 2.5 million dollars in defense contract execution. Managed all NSPS programs related to DON personnel in- dustrial safety and human resources. Public Affairs Officer / Public Relations Manager (Jul 03 – Sep 05) – Relied upon by Commander, Navy Region Hawaii to carefully handle extremely controversial matters as they related to the building of the 318 million dollar Hawaii Regional Security Operations Center (HRSOC) in the middle of the island of Oahu. Gave public briefings and speeches at town hall meetings and fielded a barrage of complaints and questions monthly as local interests and the general public were opposed to the new project. All matters we handled expertly with political care while maintaining good relationships between local community leaders, local and federal government representatives. The project was never delayed for any reason, was eventually embraced by the state of Hawaii and Island of Oahu and is expected to be completed in late 2010. Joint Fleet Telecommunications Operations Center Watch Officer (JFTOCWO) (Jul 03 – Sep 05) Principal manager of watch teams responsible for providing classified and unclassified voice, messaging, data, and video to ships, submarines, aircraft, and ground forces operating worldwide in support of Naval and Joint Global operating forces. Developed many new methods to streamline internal processes for improved cus- tomer support for the forward-deployed war fighter resulting in more timely tactical circuit restoration.
