loss of large, complex multi-million dollar Alteration Installation Team (AIT) projects aboard US Navy surface

and ship repair industry leaders in technical areas of Surface Fleet maintenance and modernization. Pri-
mary contributor to NAVSEA Standard Item development, technical research, workforce development course
implementation and Role Based Desk Guide creation. Instrumental in building synergy across a large geo-
graphically dispersed enterprise of Navy commands charged with Surface Fleet ship repairs. Recognized con-

tal Ship Test Management Plans. Involved in production meetings as Government Integrated Test Engineer to
provide guidance for shipyard Integration Managers, Teaming Partners and Superintendents with regard to

based support facilities and infrastructure. Fixed Surveillance Systems (FSS) manager responsible for the
maintenance and repair of undersea cable systems to include the contracting of commercial cable repair
vessels. Direct Liaison between COMUNDERSEASURV, PEO, MSC and commercial carriers on all matters asso-
ciated with cable repair work. Represented the government at pre-mission briefs and contributed to semi-
annual undersea cable repair symposiums at Cheatham Annex. Monitored and provided daily mission status
reports on cable repairs and advised COMUNDERSEASURV on
Coordinated the efforts of personnel in the C5I community at two subordinate commands in the execution of
all functions related to the installation, operation, and maintenance of all electronic systems and support

Project Manager (Dec 07 – Sep 09) – PM for a multi-million dollar, international initiative to disestablish and
relocate a jointly manned US/UK undersea surveillance facility in the United Kingdom. Developed a plan
that coordinated the efforts of the United States Department of the Navy and United Kingdom Ministry of
Defense, associated defense contractors and government officials. Managed resources, constraints and time-
liness required to shift all operational functions and personnel from the UK to a new location in the US while
4. maintaining uninterrupted mission capability. The goal of the project was met ahead of time and resulted in
a reduced footprint of US military in the European operations area and increased mission synergy in what is
now the largest co-located US/UK military/civilian team operating in the United States.

personnel and systems engineers in requirement definition, technical approach, budget development, pro-
gram execution, and transition from Research and Development (R&D) to fielded surveillance systems. Pro-

grams and processes related to shipboard maintenance and repair and Combat Systems operations. RMCO,
Casualty reporting, Quality Assurance, Aloft, HERP/HERO, Micro-Miniature Repair, 3M, CSMP, CSOSS, Zone
Inspections, Planned Maintenance System (PMS), etc. Quickly rescued neglected programs using a number of
leadership and planning techniques beginning with the establishment of a sound maintenance organization
and new maintenance philosophy centered on 100% mission readiness. Built a coalition and fostered a firm
relationship with supporting entities such as the TYCOM, squadron staff, ATG, MARMC, Port Engineers, sup-
porting contractors and DON personnel.

Tactical Actions Officer (Dec 05 – Dec 07) – Empowered with sole responsibility for aircraft carrier tactical
employment, weapons release and directing the movement of battle group forces. Served in this position
extensively during a surge deployment to a hostile environment off the coast of Lebanon in 2007. Experi-
enced in real-world weapons posture one environments. Recognized as the lead trainer and board certifier
helping other officers achieve this career milestone.
Director of Training (Dec 06 – Dec 07) – Directly appointed by the Commander of USS WASP to rescue a strug-
gling training program in preparation for upcoming training assessments and pending surge deployment. Rap-
idly constructed a plan of action and coordinated the efforts of 13 Department Directors in its successful im-
plementation. Through team building, creative leadership and meticulous follow-up, USS WASP was assessed
mission ready with the highest scores ever achieved by any ship in the Navy at the time under the new Unit
Level Training Assessment (ULTRA) program.
12/2003 to 09/2005 Naval Computer and Telecommunications Area Master Station Pacific, C5I Director. Re-
sponsible for 300 plus military and civilian personnel in the performance of technical duties on the island of
Oahu and various remote sites in the Pacific navy communications region. Provided government oversight for
2.5 million dollars in defense contract execution. Managed all NSPS programs related to DON personnel in-
dustrial safety and human resources. Managed mid to upper level technical shop supervisors and trades peo-
ple in all aspects of communications systems installations, maintenance, repairs and upgrades. Routinely
practiced analytical management techniques including production and material control, cost control and

ments. As a board member providing direct oversight for contracted services, supervised Contracting Of-

Public Affairs Officer / Public Relations Manager (Jul 03 – Sep 05) – Relied upon by Commander, Navy Region
Hawaii to carefully handle extremely controversial matters as they related to the building of the 318 million
dollar Hawaii Regional Security Operations Center (HRSOC) in the middle of the island of Oahu. Gave public
briefings and speeches at town hall meetings and fielded a barrage of complaints and questions monthly as
local interests and the general public were opposed to the new project. All matters we handled expertly
with political care while maintaining good relationships between local community leaders, local and federal
government representatives. The project was never delayed for any reason, was eventually embraced by the
state of Hawaii and Island of Oahu and is expected to be completed in late 2010.
Joint Fleet Telecommunications Operations Center Watch Officer (JFTOCWO) (Jul 03 – Sep 05) Principal
manager of watch teams responsible for providing classified and unclassified voice, messaging, data, and
video to ships, submarines, aircraft, and ground forces operating worldwide in support of Naval and Joint
Global operating forces. Developed many new methods to streamline internal processes for improved cus-
tomer support for the forward-deployed war fighter resulting in more timely tactical circuit restoration.
