Education and Youth Services Letters of Recommendation
I am pleased to submit this letter of recommendation on behalf of
Mr. Ray Anderson. For the last two years, I had the pleasure to
work with Mr. Anderson during his tenure as the director of
Federal Legislative Relations for the Chicago Public Schools. The
heart of his work involved securing millions of dollars to enhance
programs within the CPS. However, his duties and support to the
schools goes far beyond that. As a school principal, I have
benefited from several initiatives implemented by Mr. Anderson;
one of which involved providing resources such as the STEM
program. It resulted in five Frazier students attending Southern
Methodist University in Dallas, Texas under a full scholarship
during the summer of 2011.
Additionally, Mr. Anderson is well known, liked, and respected in
Chicago’s education circles. He is also known nationally. He has
also been a valuable resource to other schools throughout the
Chicago and metropolitan area by creating dialogue between
several principals and the director of the Martin Luther King Boys
and Girls Club in Chicago. Mr. Anderson’s primary objective is to
expose urban youth to research based programs and high quality
opportunities.
Finally, Mr. Anderson succeeds at everything he sets his mind to
and his work improves the lives of hundreds of educators and
thousands of children. I strongly recommend him wholeheartedly
and without reservation for future positions that would benefit
from his vast knowledge of pedagogy, government relations, and
public policy. He is a true asset.

I have worked with Ray closely at Chicago Public Schools for over
10 years. He has supported our efforts both on the Hill and with
federal agencies especially in respect to Medicaid and Special
Education funding and policy issues. His favorable reputation on
a national, state and local level among politicians, agency
managers and professional associations is due to his great
experience, expertise and reliability. He is proactive in
anticipating opportunities for showcasing our contributions in
mandated areas such as special education and health care for
students in order to support our requests for government funding
and programmatic policy changes.
As examples, he provided leadership in establishing a network of
Illinois school districts who participated at a joint press
conference and continue to lobby together for common
interests. Likewise, he helped spearhead a consortium of large
school districts and major health organizations to defeat a group
of very unfavorable CMS regulations. He coordinated many visits
by our CPS managers with members of the Illinois congressional
delegation even including on one occasion the key CMS top
official on the issue under discussion. Similarly he arranged for
one of our key Congressmen to host a visit to two of our schools
by yet another CMS top official and regional staff so that they
could see firsthand a wide variety of our school-based health
services in action. Such meetings, tours and subsequent follow
up have had long-range benefits for achieving our legislative
goals.

I am happy to be a reference for Ray as I have valued our
relationship throughout my professional career both on and off
Capitol Hill. For four years I was a professional staffer at the
House Education and Labor Committee. During that time, I
directed coalition building for the Chairman and Ray’s presence
among non governmental organizations was always pronounced by
his well known capacity to accomplish so much for our nation’s
third largest school district. I’ve always known him to be an
extremely well connected, and compelling—if not simply
convincing—advocate for the Chicago Public Schools.
I have come to appreciate Ray’s abilities even more during my

colleague, Ray Anderson. I have known and worked with Ray for
the past six years and have found him to be thoroughly
knowledgeable and insightful when it comes to matters involving
lobbying, both within the Beltway and in the grass roots
arena. Ray is very well connected, particularly with the current
administration, but retains the ability to work with those on the
other side of the aisle. His work on behalf of Chicago Public
Schools was exemplary.
What is most significant about Mr. Anderson to me, however, is
the good counsel and direction he provided to me and a national
organization of more than 8,000 school districts in our battle to
overturn a regulation promulgated by the previous administration
that would have crippled a much needed school health program.

I have known Ray since 1995 when we both assumed leadership
positions within the Chicago Public Schools under its chief
executive officer, Paul Vallas. As the chief specialized services
officer in charge of managing special education services and
supporting the school system’s ability to receive reimbursement
for all eligible Medicaid services, I had the opportunity to work
with Ray during my CPS tenure through 2003 and after in my
role as a national consultant. While I was with Chicago, I
appreciated Ray’s knowledge and expertise as he led our efforts
to inform our elected officials and governmental officials about
relevant issues and was impressed by his many valued
relationships with congressional staffers and elected officials,
governmental personnel, and leaders of relevant national
organizations.
Ray has an easy-going manner that makes him extremely easy to
communicate with; and his responsiveness and attention to detail
cannot be overstated. In addition, I have witnessed his ability to
learn complex new information and relate it in a manner that is
easy to communicate and report to others both in oral and
written formats. Furthermore, Ray has developed an abundance
of knowledge and expertise about legislative and governmental
workings that he uses to aid strategy and planning processes.

Ray has a wealth of experience and knowledge of legislative affairs
and policy at both the state and federal levels. I have known Ray
more than three years. As a civil rights attorney at the NAACP
Legal Defense & Educational Fund, Inc., I focus primarily on issues
of education; and over the years, Ray has been a great
resource. He has a wealth of contacts and information; in
addition, he has presented ideas for collaboration on efforts where
there is often common ground. Besides clearly maintaining
excellent relationships with members of Congress and their staff,
Ray clearly makes a point of doing the same with advocates (who,
in some instances, may be seen as adversaries). Finally, Ray has a
natural way with people. On each occasion that I have walked

For the last two years, I had the pleasure to work with Mr. Anderson during his tenure as the director of Federal Legislative Relations for the Chicago Public Schools. The heart of his work involved securing millions of dollars to enhance programs within the CPS. However, his duties and support to the schools goes far beyond that. As a school principal, I have benefited from several initiatives implemented by Mr. Anderson; one of which involved providing resources such as the STEM program. It resulted in five Frazier students attending Southern Methodist University in Dallas, Texas under a full scholarship during the summer of 2011. Additionally, Mr. Anderson is well known, liked, and respected in Chicago’s education circles. He is also known nationally. He has also been a valuable resource to other schools throughout the Chicago and metropolitan area by creating dialogue between several principals and the director of the Martin Luther King Boys and Girls Club in Chicago. Mr. Anderson’s primary objective is to expose urban youth to research based programs and high quality opportunities. Finally, Mr. Anderson succeeds at everything he sets his mind to and his work improves the lives of hundreds of educators and thousands of children. Colette Teasley Retired Principal Frazier International Magnet Academy I have worked with Ray closely at Chicago Public Schools for over 10 years. He has supported our efforts both on the Hill and with federal agencies especially in respect to Medicaid and Special Education funding and policy issues. His favorable reputation on a national, state and local level among politicians, agency managers and professional associations is due to his great experience, expertise and reliability. He is proactive in anticipating opportunities for showcasing our contributions in mandated areas such as special education and health care for students in order to support our requests for government funding and programmatic policy changes. As examples, he provided leadership in establishing a network of Illinois school districts who participated at a joint press conference and continue to lobby together for common interests.
