  2. 2. Introduction ● India has a federal government, that is, all the states have their own government and are independent to conduct their own affairs but are united under the Central Government. The government for the entire nation is known as the United or Central Government whereas for every state is known as State Government. The constitution of India has set the limits for both the government to function smoothly.
  3. 3. How does state Government works? India is a large country with 28 state and 9 union Territories,it is responsible for good governance of the people of state The state government manages the affairs of the state at three level. ● The legislature- Makes the Law ● The Executive- Enforces the law ● The judiciary- Resolves conflict according to the law
  4. 4. Division Of Power The constitution has clearly divided the powerbetween the union and the states. The constitution contains three list of subjects. ● The union list- The list contains national importance such as defence,foreign affairs,insurance, currency and coinage banking etc ● The state lists- This list contains local importance such as public health, sanitation public order and police, water supply and irrigation agriculture,local government etc ● The concurrent list- The list contain of subject such as economic and social planning, welfare of labour, education,newspaper, elctricit and factories, etc

  7. 7. Civil services The administrative machinery or the bureaucracy is one of the important branches of the government. It is called as the civil service.Civilservants are trained and skilled officers. They do not represent any political party. The tenure of the officers does not depend on the fate of the government as well. It is their responsibility to assist the ministers in drafting the policies and also executing them. The makers of the constitution wanted the impartial selection of civil servants and primarily on the basis of merit. Thus, the responsibility of recruiting the civil servants has been given to the union public service commission(UPSC). Officers selected by the UPSC for Indian administrative service (IAS),Indian police service (IPS),and Indian forest service (IFS) are recruited and trained by the central government. They work at both the centreand the state level.
  8. 8. Advocate General The advocate general is a state official appointed by the governor, who acts as a legal advisor to the state. He/she also performs some duties assigned by the governor. An individual qualified to be a high court judge is eligible to be an advocate general.
