2. -2- Statement by Rosemary Nobrega DeCaires Associate Rosemary DeCaires is nationally and recently recognized internationally as one of Canada's representatives, specializing in a broad range of legal issues. She is associate in a private law firm in Toronto, where she hopes to better her articles of clerkship in Canada. She has obtained significant experience in higher courts and administrative tribunals throughout Ontario, including the Divisional Court of Ontario, Ontario Superior Courts of Justice, and Ontario Court of Justice. She obtained experience in domestic arbitration and mediation, and administrative law. Nationally recognized as a patient rights advocate, she represents mentally disordered accused persons, in various institutions, focused specifically on mental health legislation and public law. She has significant experience with various think tanks, and organizations for Ontario government. Of particular note, Rosemary served as intern for Ontario government in 1997, 1998, 1999, 2000, till 2007. In Canada, she was involved in the domestic arbitration and mediation through Ontario Labour Relations Board, focusing specifically on Judicial review. She treads a middle ground between civil litigation involving the issues surrounding the G20 Summit in Canada, US and Europe. Rosemary has more than a dozen reported cases in public tribunals. A few good case decisions are set to be reported in law reports and decisions; involving, shareholder rights in wills & estates, corporate securities, pensions, banking, financial institutions, insurance, corporate governance, criminal, quasi-criminal regulatory offences, communications, patents and copyright media, professional liability, and elections. Rosemary's experience she obtained through her work through paid-internships at all levels of public governance, including: City Of Toronto, Ontario Government, and Public Service Commission of Canada. Her experience was obtained through her work with Ontario Labour Relations Board, Pay Equity commission, Workplace Safety Insurance Tribunal, Ontario Superior Court of Justice, and Divisional Court for Ontario in Canada. Rosemary has now acted in a major consolidated complex trial and applications in Ontario. She seeks to leave to appeal to the Supreme Court of Canada, Courts of Appeal in Ontario, the Ontario Divisional Court and the Federal Court in Canada. Rosemary has participated in more than 12 case conferences before the higher courts of Canada, including Ontario Superior Courts of Justice, in civil and criminal court at Toronto. Rosemary is experienced in civil litigation, recognized nationally and internationally as a leading trial, appellate advocate. Rosemary is recognized by Canadian Mental Health Association and Ontario Trillium Foundation as well as various Commissioning offices in Canada specializing in Civil Litigation. She was a research fellow for C.D. Howe Institute associated with Fraser Institute both Think Tanks specializing in public policy and public administration in Canada and Europe.
