2. INTRODUCTION
The Uganda Bureau of Statistics, UBOS is a semi-autonomous government agency created under
the UBOS Act 1998.
The agency is mandated to ensure production of quality and timely official statistics . Its main
goal is to develop and maintain an integrated, coherent and reliable National Statistical System
and provide statistics that support development processes.

A World Class National Statistics Office (NSO)
Mission:
To Coordinate the National Statistical System and provide quality statistics and statistical services
that support development processes.
3. M& E PRACTICES OF UBOS
UBOS in its practices of monitoring and evaluation, its guided by the national M& E policy.
The National Policy on Public Sector Monitoring and Evaluation provides a clear framework for
strengthening the coverage, and timeliness of the assessment of Public interventions.
UBOS executes the following key roles;
Coordinates, supports, validates and designates as official any statistics produced by MDAs and
LGs
For example UBOS takes lead in the conduction of the National population census and
responsible for dissemination of the final census report.
Currently the NPC for 2023 is in plan with community mapping exercises underway. The census
night will be on the 24th /25th of August 2023. survey of PD

Coordinates and clears all censuses and nationally representative household economic surveys.
For instance the annual inflation surveys used to measure consumer price index with the current
survey report on CPI from Jan 2022 – Jan 2023 being at 10.4% compared to 10.2% last year.
The Annual Agricultural Survey that gives a comprehensive information on agricultural production is
another M& E practice.
Ensures production, harmonization and dissemination of statistical information.

Strengthen statistical capacity of planning units in MDAs and LGs for data production and use.
Promote capacity building structures and mechanisms in data management. E.g. UBOS supported
Buganda Kingdom to establish a functional statistics unit they termed as ‘Manya –E-Ssazza-Lyo’
Ensure best practice and adherence to standards, classifications, and procedures for statistical
collection, analysis and dissemination in MDAs and LGs.
UBOS promotes standardization in collection ,analysis and publication of statistics . Its website
highlights guidelines on usage and reproduction of data.
