2. Managing Climate Risks, Facing up to Losses and Damages
To identify areas for action to reduce and
manage the risks of losses and damages from
climate change, informed by key scientific
understanding of the adverse physical and socio-
economic impacts from climate change
3. Managing Climate Risks, Facing up to Losses and Damages

4. Suggested areas of work for 2023-2024
What are potential implications of different global pathways to net-zero by 2050 for
losses and damages and what are the implications for policy and finance decisions?
How can finance be used most effectively to reduce and manage the risks of
losses and damages?
How can policy and investment choices be guided by the risks and uncertainty
of climate hazards?
What is the role of exposure in determining climate impacts?

Net-zero
in 2050
What are potential implications of different global pathways to net-zero by 2050 for
losses and damages and what are the implications for policy and finance decisions?
1
Aims:
• Better understanding of how key aspects
of climate change driving losses and
damages may unfold in these different
potential futures (e.g. heatwaves or
cyclones)
• Implications for policy arising from the
different levels of impacts and for resulting
losses and damages (extent of and balance
between mitigation and adaptation action
and approaches for effective policy
decision making given uncertainty)
6. How can finance be used most effectively to reduce and
manage the risks of losses and damages?
2
Optimal blend and trade-offs of financing instruments and identify
trade-offs for a global climate and disaster risk

Move beyond
conceptual
considerations:
case studies
Quantitative
analyses
7. • Develop and run a focused series of
policy dialogues that enhance
dialogue and understanding between
policy makers and a variety of
different types of expert’;
• Help decision-makers understand what
approaches may be valuable in
addressing those challenges,
• Inform the research community about
the priority issues on which policy
makers need further evidence and
analysis.
How can policy and investment choices be guided by the risks
and uncertainty of climate hazards?

8. Aims:
• To qualitatively reconstruct exposures and
vulnerabilities based on past examples of
losses and damages due to types of hazards
of particular interest, with the aim of drawing
useful insights to guide future policy
development.
• Potential geo-spatial analysis: overlaying
projected climate hazards from Global
Circulation or Impact models with
information on future exposure levels (e.g.
geographical location, urban planning).

11. Questions to guide the discussion
What are your views and suggestions on
work areas for 2023-2024 in the area of
losses and damages from climate change?
What are your views on how this work can
best add value to the discussions on losses
and damages to be undertaken in the
Glasgow Dialogue?
