EU commitment to Biological Diversity Commitment The European Union has endorsed the Hyderabad objective to 'double total biodiversity-related international financial financial resource flows to developing developing countries’. The baseline against against which to measure progress is the average spending from 2006-2010, i.e. €167 million a year.

Mainstreaming of Biological Diversity in EU Development Cooperation Objective Biodiversity-proofing of EU Development Cooperation through mainstreaming of biodiversity (and climate change) in the EU thematic and geographical programmes throughout the programme cycle (from design to evaluation)

Activities Enhance awareness and understanding among EC staff and partner countries of mainstreaming Biodiversity (and other themes) Create and apply mainstreaming tools and instruments. e.g. guidelines, sector notes Improve the technical capacities of stakeholders (EU staff and partner institutions) through training and knowledge sharing Provide on-demand services to target groups (e.g. to conduct SEAs) Screen all operations and working documents for the integration of integration of Biodiversity during the Quality Support Group process Group process Track and report financial flows (contributions) to biodiversity in EU- biodiversity in EU-funded operations – using Rio-markers. 1.   9. 9. ...Review Action Documents Example: PESCAO project (15M€) PESCAO - a regional fisheries governance programme in West Africa Initial marker BD (RM1) insufficiently ECCM Facility made suggestions to BD and justify the marking. In the final version, a BD marker (RM2) justified: the focus of the Action is fully sustainable fisheries, including marine and coastal ecosystems. (and CC Adaptation is considered as a objective (RM1).

DEVCO Headquarters conducts series conferences (37 to date) with 'priority (from a mainstreaming perspective) to progress in mainstreaming and discuss opportunities to enhance integration of biodiversity (and climate change) in the portfolios. The same will be undertaken with regional programmes.

State of play - biodiversity funding  Target: Double biodiversity-related international financial flows to Developing Countries by 2015 and at least (maintain) this level until 2020 (compared to the 2006-2010 baseline level).  Average 2006-2010: € 166,280 / annum = baseline Doubling: € 332,560 / annum = target  Average 2011-2015: € 275,464 / annum = 83 % of target  Commitments 2015: € 386,750 = 116 % of target Source: Financial reporting framework (EU) submitted on 2016-02-19 Note: contributions include ODA and OOF budgets
