7. The ADB solution will focus on catalyzing green
finance from public and private sectors.
The ADB solution will support all types of renewable
energy projects with scale, low cost and high
replicability potential. Technologies covered are:

TENDER PROCESS
ADB will accompany the government partner
through the tender / auction from end to end.
FINANCIAL CLOSE
In addition to sovereign funding wherever
appropriate, during financial close, ADB will
leverage on possible non sovereign financing to
the winning bidder, as well as sovereign or non-
sovereign guarantees.
ADB will be providing an end to end
solution to respective ASEAN
government/public utility, for the scaling up
of their renewable capacity, from project
definition to financial close.

11. Project in a Glance
OVERVIEW
The Project consists of two key components:
• Solar Park Facility
⚬ The solar park facility will include land, substation and
transmission line to connect to the grid.
⚬ Facility will be constructed by Electricite Du Cambodge (EDC)
using public sector financing to accommodate up to 100 MW of
solar PV power generation.
⚬ Land required for the park will be acquired by EDC.
⚬ Construction is being financed through an ADB sovereign loan.
• Solar PV Plants
⚬ Solar PV power pants within the park will be developed, financed,
constructed, operated and maintained by the private sector.
⚬ Power to be purchased by EDC under a PPA, the tariff for which
will be determined through a competitive process.
⚬ Tender process for first phase of 60 MW is currently underway.
Additional solar power plants supplying the remaining capacity
are expected to be tendered out in a subsequent phase.
