OECD meluncurkan program Clean Energy Finance and Investment Mobilisation (CEFIM) pada Januari 2019 dengan dukungan
finansial dari Pemerintah Denmark sebesar DKK 35juta (Rp 75 miliar) untuk Indonesia, Vietnam, India, Colombia, dan Argentina.

Bertujuan untuk mengembangkan dan mendukung implementasi kegiatan yang dapat menarik sumber pendanaan dan investasi baru
untuk energi terbarukan di sektor pembangkit dan efisiensi energi bangunan2
Dapat berkontribusi untuk capaian target penurunan emisi gas rumah kaca sebesar 29-41% pada tahun 2030 dan target bauran energi
baru terbarukan sebesar 23% pada 2025.

Berkolaborasi dengan Clean Energy Ministerial, Clean Energy Investment Coalition, P4G (Partnering for Green Growth and Global
Goals 2030), G20 work on climate, energy, and green finance, serta Sustainable Energy for All (SE4ALL) initiative.4

Fasilitasi dan Peningkatan Investasi Kebijakan Kompetisi dan Kelembagaan
• Instrumen kebijakan untuk transisi dari kegiatan yang
bergantung pada insentif ke mekanisme pasar (lelang
EBT).
• Langkah-langkah penghapusan subsidi energi yang tidak
efisien dan penciptaan pasar karbon.
• Kebijakan yang memfasilitasi izin penggunaan lahan
untuk EBT.

Berdasarkan keahlian OECD, pemerintah Indonesia mengajukan
aktivitas studi untuk mendukung:
Item 1. Provide a comprehensive analysis of the prospect and risk of clean energy
projects in Indonesia to prepare bankable projects (analysis, guidelines, and
feasibility study) including to support Environmental Fund Management Agency
(BPDLH).
Item 2. Provide support on the development of business models and the role of
policy and regulation to help creating a liquid Energy Service Company (ESCO)
market in Indonesia.
Item 3. Design of a roadmap for the transition from fossil fuels to clean energy
(infrastructure finance and investment).

PPT Dida Gardera-CMEA-OECD Stakeholder Dialogue on Mobilising Clean Energy Finance and Investment, 8 November 2019

Latar Belakang 2 Berdasarkan tinjauan negara yang pernah dilakukan oleh OECD Fleksibel, disesuaikan dengan prioritas nasional Tinjauan Pendanaan dan Investasi Energi Bersih di Indonesia Workshop Regional 2021-2023 OECD memberi dukungan penyusunan kebijakan dan desain instrumen terkait melalui training/workshop. OECD menyediakan platform internasional untuk berbagi best practices dan meningkatkan pendanaan dan investasi energi bersih Implementasi Kegiatan Pendukung Berbagi informasi antar-negara untuk identifikasi tantangan dan lessons learned Koordinasi kegiatan dengan pemangku kepentingan di tingkat regional OECD meluncurkan program Clean Energy Finance and Investment Mobilisation (CEFIM) pada Januari 2019 dengan dukungan finansial dari Pemerintah Denmark sebesar DKK 35juta (Rp 75 miliar) untuk Indonesia, Vietnam, India, Colombia, dan Argentina. 1 Bertujuan untuk mengembangkan dan mendukung implementasi kegiatan yang dapat menarik sumber pendanaan dan investasi baru untuk energi terbarukan di sektor pembangkit dan efisiensi energi bangunan2 Dapat berkontribusi untuk capaian target penurunan emisi gas rumah kaca sebesar 29-41% pada tahun 2030 dan target bauran energi baru terbarukan sebesar 23% pada 2025. 3 Berkolaborasi dengan Clean Energy Ministerial, Clean Energy Investment Coalition, P4G (Partnering for Green Growth and Global Goals 2030), G20 work on climate, energy, and green finance, serta Sustainable Energy for All (SE4ALL) initiative.4 Program Inti CEFIM

Cakupan Program CEFIM Indonesia 6 Cakupan Program Fasilitasi dan Peningkatan Investasi Kebijakan Kompetisi dan Kelembagaan • Instrumen kebijakan untuk transisi dari kegiatan yang bergantung pada insentif ke mekanisme pasar (lelang EBT). • Langkah-langkah penghapusan subsidi energi yang tidak efisien dan penciptaan pasar karbon. • Kebijakan yang memfasilitasi izin penggunaan lahan untuk EBT. *) Mapping Channels to Mobilise Institutional Investment for Sustainable Energy. • Memperkuat kebijakan pasar listrik dan kelembagaan untuk meningkatkan efisiensi ekonomi • Meningkatkan mobilisasi capital dari swasta dalam kapasitas ketenagalistrikan dan pengembangan grid listrik Pengembangan Program CEFIM • CEFIM sebagai platform program pengem • Pengembangan sumber pendanaan • Matchmaking dengan investor • Tools kebijakan untuk menurunkan risiko investasi dengan fokus pada inovasi finansial dan kelembagaan (green investment banks, dll) • Kebijakan untuk diversifikasi sumber pendanaan EBT dan efisiensi energi • Pemetaan saluran investasi EBT dan identifikasi saluran lainnya untuk mempercepat investasi EBT menggunakan kerangka kerja OECD*) Sasaran • Peningkatan investasi energi terbarukan di Indonesia • Tersedianya fasilitas pembiayaan yang sesuai • Pengembnagan kapasitas SDM • Tersedianya Insentif kebijakan yang mendukung inovasi daerah dalam implementasi energi bersih
  • 7. Aktivitas CEFIM 7 Berdasarkan keahlian OECD, pemerintah Indonesia mengajukan aktivitas studi untuk mendukung: Item 1. Provide a comprehensive analysis of the prospect and risk of clean energy projects in Indonesia to prepare bankable projects (analysis, guidelines, and feasibility study) including to support Environmental Fund Management Agency (BPDLH). Item 2. Provide support on the development of business models and the role of policy and regulation to help creating a liquid Energy Service Company (ESCO) market in Indonesia. Item 3.
